August 1, 2023 600p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 29500 NW Vivion Road, Riverside, Missouri, on Tuesday, August 1, 2023. Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck. Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Capital Projects/ Parks Manager Noel Challis Bennion, and City Attorney Paul Campo. MOTION TO ENTER INTO CLOSED @ 6:03 P.M. MOTION TO ADJOURN CLOSED @ 6:37 P.M. Alderman Cockrell moved to enter closed session pursuant to RSMo 610.021 (1) Legal Action and litigation. and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, second by Alderman Beck. Yes: Cockrell, Beck, Draut, Milner, and Palma. Motion carried 5-0. Alderman Palma moved at 6:37 p.m. to adjourn closed session with no action taken, second by Alderman Milner. Yes: Palma, Milner, Cockrell, Beck. and Draut. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover. Finance Director Erika Benitez, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT Terry Buller, 4415 NW Pawnee Drive, Riverside, Mo, wanted to say thank you to the Public Works Department for getting out bright and early following the storms we had the night before, picking up limbs and sticks, cleaning up our streets. so traffic was not hindered in any way. 1 CONSENT AGENDA MINUTES OF 07-18-23 MINUTES OF 07-27-23 RESOLUTION 2023-103 Bill Pay RESOLUTION 2023-104 Accept Stormwater Basin RESOLUTION 2023-105 Towner Communication REGULAR AGENDA BILL NO. 2023-049 KCATA Agreement Alderman Milner moved to approve the consent agenda as presented. second by Alderman Cockrell. Yes: Milner, Cockrell, Draut. Palma, and Beck. Motion carried 5-0. Alderman Milner moved to approve the minutes of the July 18. 2023, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut. Palma, and Beck. Motion carried 5-0. Alderman Milner moved to approve the minutes of the July 27, 2023, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. Alderman Milner moved to approve Resolution 2023-103 authorizing the expenditure of funds for fiscal year 2022-2023 and 2023-2024 for weeks ending July 21st and July 28`h in the amount of $676,455.62, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. Alderman Milner moved to approve Resolution 2023-104 accepting the Stormwater Basin located on Tract A of the Montebella — 2ne Plat, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. Alderman Milner moved to approve Resolution 2023-105 approving a quote from Towner Communications and an agreement related thereto, second by Alderman Cockrell. Yes: Milner. Cockrell, Draut, Palma, and Beck. Motion carried 5-0. City Clerk Robin Kincaid gave first reading of Bill No. 2023-049. Acting City Administrator Mike Duffy explained this an agreement repealing the ordinance approved a couple weeks ago, there were some subsequent amendments needed. legacy language removed. and extending the time frame to be for a three-month trial period. It should launch about mid -August. Alderman Milner moved to accept first reading and place Bill 2023-049 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Draut, and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-049. Alderman Beck moved to approve Bill 2023-049 and enact said bill as ordinance, second by Alderman Palma. 7 RESOLUTION 2023-106 Google Fiber Agreement RESOLUTION 2023-107 Sanitary Sewer Easement RESOLUTION 2023-108 CO 2 Amino Brothers RESOLUTION 2023-109 RIC Task Order 5 Yes: Beck, Palma, Milner, Cockrell, and Draut. Motion carried 5-0. Community Development Director Mike Duffy discussed the long awaited process of having Google Fiber. He then introduced Rachel Merlo with Google Fiber to come and talk about the plans for getting Google Fiber in Riverside. She stated that construction would begin in the second quarter of 2024 and be completed within approximately six months. Rachel then answered questions from the Board. Alderman Miner moved to approve Resolution 2023-106 approving a non-exclusive license agreement with Google Fiber Missouri, LLC for installation of network facilities in the City public right-of-way, second by Alderman Palma. Yes: Milner, Palma, Cockrell, Draut, and Beck. Motion carried 5-0. City Engineer Travis Hoover stated that this is one of the easements needed for the new gravity maintenance going in along 9 HWY and showed photos of the area. Alderman Milner moved to approve Resolution 2023-107 approving the grant of a permanent sanitary sewer line easement from the City of Riverside to the City of Kansa City, Missouri in connection with Lot 1 Hydro Conduit Final Plat, second by Alderman Draut. Yes: Milner, Draut, Cockrell, Beck, and Palma. Motion carried 5-0. City Engineer Travis Hoover remarked that this is for line item over -runs and under -runs to zero out construction quantities. the total overage is just around $40,000 but we are still under budget. Alderman Beck moved to approve Resolution 2023-108 approving Change Order 2 to the agreement with Amino Brothers, Co., Inc. for 2022 40'h Street Project resulting in a revised contract amount of $1,808,796.39 for such purposes, second by Alderman Milner. Yes: Beck. Milner, Draut, Palma, and Cockrell. Motion carried 5-0. Community Development Director Mike Duffy reported that this resolution and the next two resolutions are for Renaissance Infrastructure Consulting, Inc., who are our on -call engineering firm. Task Order 5 is to provide legal description updates to DoorLink and 40 West, Task Order 6 is getting dirt quantity surveys, and Task Order 7 is to develop legal descriptions for future CID and TDD areas for soccer and Magnet projects. Alderman Milner moved to approve Resolution 2023-109 approving Task Order Number 5 with Renaissance Infrastructure Consulting, Inc., second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Draut. Motion carried 5-0. 3 RESOLUTION 2023-110 RIC Task Order 6 RESOLUTION 2023-111 RIC Task Order 7 RESOLUTION 2023-112 YMCA Agreement Alderman Cockrell moved to approve Resolution 2023-110 approving Task Order Number 6 with Renaissance Infrastructure Consulting. Inc., second by Alderman Milner. Yes: Cockrell, Milner, Beck, Draut, and Palma. Motion carried 5-0. Alderman Milner moved to approve Resolution 2023-111 approving Task Order Number 7 with Renaissance Infrastructure Consulting, Inc., second by Alderman Draut. Yes: Milner. Draut, Cockrell. Palma, and Beck. Motion carried 5-0. Community Development Director Mike Duffy stated that this resolution updates the agreement we have had with the YMCA. Alderman Milner moved to approve Resolution 2023-112 approving a management and services agreement with the YMCA related to the Community Center, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Beck, and Draut. Motion carried 5-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave updates on upcoming events: Reaching Riverside is Thursday, Aug. 3, 6-8 p.m. at the Waterfall Park and the MML Annual Conference is Sept. 10-13 at the Sheraton Crown Center. Sept. 12th is the awards luncheon where Riverside will receive an award for the Reaching Riverside Program, so please let Robin know if you will be able to attend. There are a few surrounding cities that are following in our footsteps and creating programs much like our Reaching Riverside Program. ENGINEERING Capital Projects/Parks Noel Challis Bennion mentioned that Wildflower Wellness is wanting to host an event in the Renner Brenner Park on October 7th and then introduced the coordinator for Wildflower Wellness, Blair Messina-300 NW 82' Street, KCMO. Blair presented detailed information on the event, explaining that it will be an event for the blind and visually impaired, expecting between 80-150 participants and will have a more definite number as the event gets closer. There will be an agreement to close Renner Brenner Park for this event to be considered by the Board at the next meeting. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. 4 LEVEE BOARD MAYOR'S DISCUSSION BOARD OF ALDERMEN MOTION TO ADJOURN Nothing to report. Mayor Kathy Rose stated that she is looking forward to Thursday evening's Reaching Riverside Event. Alderman Beck — I am excited about the Google Fiber being in our City. Alderman Palma — Nothing to report. Alderman Milner — Said that he is excited about finding ways to cross his two career paths, by connecting the City with the school district and finding different ways to do that. Recently, the City allowed Walden leadership team to meet here. I am excited about crossing over and supporting one another. I appreciate all Riverside has done so far to support us. Alderman Cockrell — I am excited about Thursday evening's event. Alderman Draut — Nothing really, summer is over once again, just a few more weeks and school starts back up.
