HomeMy WebLinkAbout2001-10-23 SpecialMinutes of Special Meeting of Board of Aldermen of City of Riverside October 23, 2001 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on October 23, 2001 at 6:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Beard, Burris, Flaws, Darata, Wedua, Burns and Legaard. Also present was David Blackburn, City Administrator, Louise Rusick, City Clerk, Deborah Polk and John McClellan, City Attorneys office. Motion for Closed Alderman Beard moved that the meeting go into closed session, Session pursuant to RSMo 610.021(1), Legal Issues, RSMo 610.021(2) real estate, and 610.021(3) personnel issues with the City Attorney, seconded by Alderman Wedua, the vote was: Aye: Aldermen Darata, Legaard, Beazd, Flaws, Wedua and Burns. Motion carries. Motion for Open Alderman Beard moved that the meeting go into open session, Session seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaazd, Beard, Flaws, Wedua, Dazata and Bums. Motion cazries. City Administrator Comment David Blackburn, City Administrator spoke about the meeting with Damon Pursell Construction on October 10, 2001 and their request for final payment of $5,597.37. Damon Pursell Construction Alderman Beard moved to approve the final payment of $5,597.37 for Final payment Approved to Damon Pursell Construction for the High Drive Improvements, seconded by Alderman Legaard, the vote was: Aye: Aldermen Beard, Flaws, Wedua, Darata, Bums and Legaard. Motion carries. Discussion of proposed Alderman Burris moved to republish the hearing, for Planning Bill No. 2001-101 Commission review, related to Single Family residential buildings in Single Family residential Districts Zoned "R-1" Minimum Floor Area, seconded by Alderman District Zoned "R-1" Beard, the vote was: Aye: Aldermen Flaws, Wedua, Dazata, Burris, Legaard and Beazd Mo[ion carries. Bill No. 2001-118 Alderman Beard moved to place Bill No. 2001-118 on its first reading, Amending City Code Section said Bill amending city Code Section 515.070(A) related to abatement 515.070(A) related to abatement of Dangerous Buildings and Hearings related to the same, seconded by, Alderman Darata, the vote was: Aye: Aldermen Wedua, Darata, Burris, Legaard, Beard and Flaws. Motion carries. Ordinance No. 2001-118 Alderman Flaws moved to place Bill No. 2001-118 on its second reading Approved and upon passage of same, become Ordinance No. 2001-118 seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-119 Alderman Beard moved to place Bill No. 2001-119 on its first reading, Approving the execution of said Bill approving the execution of proxy for annual meeting of land- proxy for annual meeting of owners of Riverside-Quindazo Bend Levee District of Platte County, landowners of Riverside- Missouri and actions related thereto, seconded by Alderman Dazata, Quindaro Bend Levee Dist. the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Bums and Flaws. Motion carries. Ordinance No. 2001-119 Alderman Wedua moved to place Bill No. 2001-119 on its second Approved reading and upon passage of same, become Ordinance No. 2001-119 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Bill No. 2001-120 Alderman Legaazd moved to place Bill No. 2001-120 on its first Authorizing the execution and reading, said Bill authorizing the execution and delivery of a delivery of a cooperation agree- cooperation agreement among the City, Riverside-Quindaro Bend ment among, the City, Riverside Levee district of Platte County, Missouri, UMB Bank, N.A., as Trustee, Quindaro Bend Levee District and Platte county, Missouri; A Finance Agreement among the City, of Platte County; A Finance Missouri Development Finance Board and said Levee district; a Agreement among the City, continuing disclosure agreement among the City, said Levee District continuing disclosure agreement and UMB Bank, N.A., as dissemination agent; and Authorizing related among the City, said Levee actions, seconded by Alderman Beard, the vote was: District and i1MB Bank, N.A. as dissemination agent Aye: Aldermen Dazata, Beard, Legaard, Wedua, Burns and Flaws. Motion carries. Ordinance No. 2001-120 Alderman Beard moved to place Bill No. 2001-120 on its second Approved reading and upon passage of same, become Ordinance No. 2001-120 seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaazd, Wedua and Bums. Motion carries. Bi112001-121 Alderman Dazata moved to place Bill No. 2001-121 on its first reading Ratifying the acceptance said Bill ratifying the acceptance of bids on $500,000, seconded by of bids on $500,000 Alderman Beazd, the vote was: Aye: Aldermen Beard, Darata, Legaard, Wedua, Burris and Flaws. Motion carries. Ordinance No. 2001-121 Alderman Wedua moved to place Bill No. 2001-121 on its second Approved reading and upon passage of same, become Ordinance No. 2001- 121seconded by Alderman Darata, [he vote was: Aye: Aldermen Flaws, Dazata, Beazd, Legaard, Wedua and Bums. Motion carries. Asphaltic Concrete Pavement Patching, Argosy Pazkway in area of railroad tracks, full length by Seal-O-Matic; amount of $15,355, Approved David spoke regazding the Seal-O-Matic proposal for Argosy Parkway related to Asphaltic Pavement resealing. Alderman Dazata moved to approve Seal-O-Matic's proposal, Option 1 1,560 yazds, 3" avg. Asphaltic Concrete Pavement Overlay (27'x520') in the amount of $15,355, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Burns and Flaws. Motion carries.
