REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 18, 2023
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 18.
2023.
Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were. Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Rob Milner and Steve Palma.
Alderman Jason Draut was absent.
Also present were Community Development Director Mike Duffy, Deputy City Clerk Sarah
Wagner and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant
CLOSED @ 6:03 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, RSMo 610.021 (12) Sealed bids and related
documents, until the bids are open; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected: and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment. second by Alderman
Milner.
Yes: Beck, Milner, Cockrell, Palma, and Cretsinger.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Beck moved at 7:05 p.m. to adjourn closed session
CLOSED @ 7:05 P.M. with action taken, second by Alderman Milner.
Yes: Beck, Milner, Cockrell. Palma, and Cretsinger.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:07 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck. Dawn Cockrell, Nathan
Cretsinger, Rob Milner, and Steve Palma.
Alderman Jason Draut was absent.
Also present were Community Development Director Mike Duffy, Deputy City Clerk Sarah
Wagner, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon

Fowlston, City Engineer Travis Hoover, Finance Director Erika Benitez, IT Manager Jason
Ketter and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
MINUTES OF 07-05-23 Alderman Beck moved to approve the minutes of the July 5. 2023,
meeting, second by Alderman Milner.
Yes: Beck, Milner, Palma. Cretsinger and Cockrell.
Motion carried 5-0.
JUNE 2023 COURT REPORT Alderman Beck moved to approve the June 2023 Court Report,
second by Alderman Cockrell.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
RESOLUTION 2023-099 Alderman Beck moved to approve Resolution 2023-099
Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 and
2023-2024, for weeks ending July 7`h and July 13" in the amount
of $742,751.24, second by Alderman Milner.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
RESOLUTION 2023-100 Alderman Beck moved to approve Resolution 2023-100
Tannenbaum Tree authorizing the City of Riverside to purchase a Tannenbaum Tree
through Manneco, Inc. in an amount not to exceed $38,500.00.
second by Alderman Milner.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
RESOLUTION 2023-101 Alderman Beck moved to approve Resolution 2023-101
NEOGOV approving an agreement with governmentjobs.com Inc. DBA
NEOGOV, second by Alderman Milner.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
RESOLUTION 2023-102 Alderman Beck moved to approve Resolution 2023-102
Blue Valley Public Safety approving a maintenance agreement with Blue Valley Public
Safety, Inc., second by Alderman Milner.
Yes: Beck, Milner, Palma, Cretsinger and Cockrell.
Motion carried 5-0.
REGULAR AGENDA
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy said that the
Reaching Riverside events have been going well. The next
events are Thursday at Fieldhouse Townhomes and Saturday at
the Riverside Townhomes. The recent budget adoption provided
funds for a managed deer hunt through the City's Animal Control
Officer. Staff will begin making purchases and scouting areas for
the upcoming season.
ENGINEERING City Engineer Travis Hoover said that the City will be requesting
RFQs for design services to begin a remodel for City Hall and
Public Works.
FINANCE Finance Director Erika Benitez went over the financial monthly
report and noted that they are finishing up numbers for the end of
fiscal year 2022-2023.
FIRE Fire Chief Gordon Fowlston went over the monthly report for the
Fire Department. Calls are up slightly from last month. Mutual aid
needs have increased as well as EMS calls. Staff have also
increased their training in-house this month.
POLICE Police Chief Chris Skinrood went over the monthly report for the
Police Department. There has been an increase in citations and
arrests which is not unusual for this time of year. There has also
been an increase in thefts from Quik Trip. Police Chief Skinrood
also noted that the Junior Police Academy is going on this week.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose commented that the Reaching Riverside
events have been going great. We had one last week at
Homestead and it was very well attended. El Chaparral was
Saturday with Chick-Fil-A which was a huge hit. The next events
are July 20' at Fieldhouse and July 22nd at the Riverside
Townhomes. There will be an event at the skatepark on July 24'h.
The Strategic Planning Committee will meet for the
Comprehensive Plan will be on July 31st. The FPAL golf
tournament was last week. We had a great turn out. We had 82
people here at City Hall for a World Cup Soccer meeting hosted
by the Northland Chamber. The City was presented the Victor
Gragg Library Champion Award last Friday for our partnership
with the Mid-Continent Public Library. Finally, we have National
Night Out on August 2"d and Reaching Riverside on August 3rd
BOARD OF ALDERMEN Alderman Palma — Nothing to report.
Alderman Beck — Commented that she will do her best to be at
some of the Reaching Riverside events.
Alderman Cretsinger— Noted that he is excited about the success
of the Reaching Riverside events and all the input the City is
receiving. He also noted that the Montebella fountain is working.
Alderman Cockrell — Mentioned that there is a family of foxes
living in her neighborhood.
Alderman Milner— Noted that he will be at the Reaching Riverside
event on August 3rd
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:37 p.m.,
second by Alderman Cockrell.
