HomeMy WebLinkAbout2001-11-20Minutes of Regulaz Meeting of Board of Aldermen of City of Riverside, Missouri November 20, 2001 The board met at 6:00 p.m. for the purpose of interviewing the following architects for landscaping along NW Gateway in conjunction with the NW Gateway Redevelopment plan. Those in attendance were Mayor Betty Burch, Aldermen Burns, Wedua, Dazata, Legaard, Flaws and Beard. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer and John McClelland, City Attorneys office. Patti Banks and Steve Rhoades with Patti Banks Associates made a presentation regarding the company, showing pictures and giving highlights of the company including public sector backgrounds, working with the community, working with property and business owners and involving them in the project. Also, mentioned were the company's accomplishments such as, the Main Street corridor and the Elms Hotel area. Recess A brief recess was called for 5 minutes. Reconvene The Mayor and all Aldermen responded to roll call. Terry Berkbigler and Kelly Thompson with Ochser Hare & Hare made a presentation of the company saying it is the oldest landscape and architectural firm in the city which is 90 years old. Terry said they have experience and showed pictures of jobs they completed which included College Boulevard, Mercy Hospital area, gateway into the Park, Briarcliff, Leawood area and Bruce R. Watkins azea, Main S[. & Lansing at Leavenworth, Highway 71 in Belton and Briarcliff Prospect Plaza and near the Truman home. Recess A brief recess was called at 7:15 p.m. Reconvene The meeting of the Board of Aldermen resumed at 7:30 p.m with the Mayor and board responding to roll call. Public Hearing Opened Mayor Burch opened the Public Hearing to consider proposed ursuant to Chapter 470 in Code i Z Ci p on ng ty amendments to the relation to the adoption of a Property Code Maintenance. Public Hearing Closed Mayor Burch closed the Public Hearing at 7:38 p.m. as there were no public comments. November 6, 2001 Minutes Alderman Darata moved that the minutes of November 6, 2001 be , Approved approved, seconded by Alderman Wedua, the vote was: Aye: Aldermen Burris, Flaws, Darata, Legaard, and Wedua. Absent: Alderman Beard. Motion carries. Discussion for telecommuni- Donna Wilson said the tower would be 150' tall and at the 80' level cations tower would be Sprint, 105'- Verizon, 110'- open, 120'- AT&T, 130'- open, 150' to top. Up to 5 carriers can go on the monopole. Special Use Permit Alderman Flaws moved to approve a Special Use Permit for Donna Selective Site Consultant Wilson and Mike Frazier, representatives for Selective Site Consultant Approved at 1 Chevy Duty Drive for the purpose of constructing a telecommunications tower, seconded by Alderman Beard, the vote was Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Burris. Motion carries. Building Permit Alderman Burris moved to approve a Building Permit for Donna Selective Site Consultant Wilson and Mike Frazier, representatives for Selective Site Consultant Approved at 1 Chevy Duty Drive for the purpose of constructing a telecommunications tower, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Beard, Legaard, Wedua, Flaws and Bums. Motion carries. City Engineer's Report John Jackson, City Engineer gave a review of the two landscape architects for landscaping along NW Gateway. Patti Banks & Associates is between $15-$23,000 and Oscher Hare & Hare is $7,500-$9,750. Alderman Burns made a motion to approve Patti Banks Associates as the choice for landscaping. Motion withdrawn Alderman Burris withdrew the motion. City Administrator David Blackburn, City Administrator said the Construction Manger bids were due November 21s`. The refuse collection bids are due November 27"'. By general consensus, the board approved Cub Scout pack 330 to use the meeting room at the community center on certain dates. Payment approved Alderman Legaard moved to approve payment for the fiberglass cow for repair of the fiberglass that got damaged at the Fall Festival for a cost of $950 and to pay cow $5,000 for the first payment on the cow plus shipping and handling of $4,754, seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, L.egaard, Beard, Flaws, Wedua and Burns. Motion carries. By unanimous decision, the vote was withdrawn. Bill No. 2001-129 Alderman Beard moved to place Bill No. 2001-129 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Legaard, the vote was: 2 Aye: Aldermen Flaws, Burris, Darata, Legaard, Beard and Wedua. Motion carries. Ordinance No. 2001-129 Alderman Wedua moved to place Bill No. 2001-129 on its second Approved reading and upon passage of same, become Ordinance No. 2001-129 seconded by Alderman Burns, the vote was: Aye: Aldermen Flaws, Beazd, Darata, Legaard, Wedua and Burris. Motion carries. Bill No. 2001-130 Bill No. 2001-130- authorizing and approving the sixth amendment to No action taken lease and development agreement and actions related thereto. No action was taken. Bill No. 2001-131 Alderman Beard moved to place Bill No. 2001-131 on its first reading, Agreement between the City of said Bill approving the cooperative agreement between the City of Riverside &Riverside-Quindaro Riverside, Mo and the Riverside-Quindaro Bend Levee District of Bend Levee District of Platte Co. Platte County, Missouri relating to use of roads and rights-of way for relating to use of roads and rights the L-385 levee project; and actions related thereto, seconded by of way for L-385 levee project Alderman Burris, the vote was: Aye: Aldermen Legaard, Beard, Wedua, Burris, Flaws and Darata. Motion carries. Ordinance No. 2001-131 Alderman Wedua moved to place Bill No. 2001-131 on its second Approved reading and upon passage of same, become Ordinance No. 2001-131 seconded by Alderman Darata, the vote was: Aye: Aldermen Flaws, Darata, Beard, Legaard, Wedua and Bums. Motion carries. Aldermen's comments Alderman Legaard commented on NW Merrimac being repaired. Aldermen Wedua suggested the property across from Argosy be selected for the Twilight and Arabia museum. It was mentioned NW Tullison has been patched. Alderman Flaws said several trashcans were overturned and trash on Woodland on Saturday evening. Mayor Burch's comments The City has collected ten toys so far for the toy drive. The Mayor's prayer breakfast will be held February 15'h at 7:30 a.m. ~ Adjournment By general consensus, the meeting adjourned 0:00 .m. Louis usick, City Clerk
