HomeMy WebLinkAbout2023-08-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 15, 2023 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 15, 2023. Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant CLOSED @ 6:02 P.M. to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Milner, and Draut. Motion carried 5-0. MOTION TO ADJOURN Alderman Milner moved at 6:25 p.m. to adjourn closed session CLOSED @ 6:25 P.M. with no action taken, second by Alderman Beck. Yes: Milner, Beck, Cockrell, Palma, and Draut. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Human Resources Director Amy Strough, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Finance Director Erika Benitez, Firefighter Adam Ellis, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented. second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. MINUTES OF 08-01-23 Alderman Milner moved to approve the minutes of the August 01, 2023 meeting, second by Alderman Beck. Yes: Milner. Beck, Palma, Draut, and Cockrell. Motion carried 5-0. MINUTES OF 08-04-23 Alderman Milner moved to approve the minutes of the August 04, 2023 meeting, second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. JULY 2023 COURT REPORT Alderman Milner moved to approve the minutes of the July 2023 Court Report, second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. RESOLUTION R-2023-114 Alderman Milner moved to approve Resolution 2023-114 Laserfiche Avante Purchase authorizing the purchase of Laserfiche Avante System for document management software and support services from ICC Community Development Solutions, second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. RESOLUTION R-2023-115 Alderman Milner moved to approve Resolution 2023-115 Missouri-American Water approving an agreement for water facilities relocation with Missouri-American Water Company, second by Alderman Beck. Yes: Milner. Beck, Palma. Draut, and Cockrell. Motion carried 5-0. RESOLUTION R-2023-116 Alderman Milner moved to approve Resolution 2023-116 Glock G45 Pistols/Accessories authorizing and approving the purchase of Glock G45 Pistols and accessories from GT Distributors in an amount not to exceed $39,484.05 off the State of Missouri Cooperative Purchase Contract, second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. REGULAR AGENDA BILL NO. 2023-050 City Clerk Robin Kincaid gave first reading of Bill No. 2023-050. Police Officer Johnson - Hire Alderman Beck moved to accept first reading and place Bill 2023- 050 on second and final reading, second by Alderman Milner. Yes: Beck, Milner, Cockrell. Draut, and Palma. Motion carried 5-0. City Clerk Robin Kincaid gave second reading of Bill No. 2023- 050. Alderman Milner moved to approve Bill 2023-050 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner. Palma, Cockrell, Draut. and Beck. Motion carried 5-0. BILL NO. 2023-051 City Clerk Robin Kincaid gave first reading of Bill No. 2023-051. Zachary Siliski - Finance- Hire Alderman Milner moved to accept first reading and place Bill 2023-051 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Draut, and Palma. Motion carried 5-0. City Clerk Robin Kincaid gave second reading of Bill No. 2023- 051. Alderman Milner moved to approve Bill 2023-051 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2023-113 Alderman Beck moved to approve Resolution 2023-113 Bill Pay authorizing the expenditure of funds for fiscal year 2022-2023 and 2023-2024, for weeks ending August 4th and August 11th in the amount of$585,029.39, second by Alderman Palma. Yes: Beck, Palma, Milner, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2023-117 Police Chief Chris Skinrood explained that this is the renewal of Axon Enterprises, Inc. the Taser Program with Axon for five continuous years. Alderman Milner moved to approve Resolution 2023-117 approving an agreement with Axon Enterprises, Inc., second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. RESOLUTION 2023-118 Police Chief Skinrood stated that this service agreement goes Motorola Solutions, Inc. along with the agreement that was presented at the July 5th meeting regarding an upgrade to the City's radio system infrastructure. A price is locked in and will not go into effect until 2025-26. Alderman Milner moved to approve Resolution 2023-118 approving an agreement with Motorola Solutions, Inc., second by Alderman Beck. Yes: Milner, Beck, Draut, Cockrell, and Palma. Motion carried 5-0. RESOLUTION 2023-119 Community Development Director Mike Duffy commented that this Change Order 3 Star Signs change order is based on requirements by MoDOT. There was an increase to the project cost of just under $9,000.00 because the project took an extra eight months to complete and get MoDot approval. Alderman Beck moved to approve Resolution 2023-119 approving change order 3 to the agreement with Star Signs, LLC for the 2021 Wayfinding Sign Project Resulting in a revised contract amount of$157,690.00, second by Alderman Milner. Yes: Beck, Milner, Palma, Draut, and Cockrell. Motion carried 5-0. 3 RESOLUTION 2023-120 Finance Director Erika Benitez stated that this is an amendment to FY23-24 Budget Amendment the newly approved 2023-2024 budget and this will allow us to expend the money for the Chapter 100 transactions. Alderman Beck moved to approve Resolution 2023-120 amending the fiscal year 2023-24 annual budget for the City of Riverside. Missouri, second by Alderman Palma. Yes: Beck, Palma, Milner, Cockrell, and Draut. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral reported on an email received last week from Fire Chief Fowlston about catching people doing good. He was driving past Larry's Nursery and observed two of our Public Works Department employees, Darren Rodman and Luis Betancourt, saw the need from across the street where they were working and came to the rescue, by helping lift a motorized wheelchair that was stuck and had a dead battery. into a van to be taken back to the Riverside Nursing and Rehab facility where the man with the wheelchair resides. Next, The MARC survey results and the City of Riverside 911 call time/responses were shared and Riverside is within 15 seconds — the residents of Riverside are very aware of this and know they can count on our services. In reviewing elected officials' compensation for the past 20 years, there has been no change, we will be holding a public hearing at the next regular meeting to allow citizen input and discuss options along with surrounding city's compensation for Elected Officials to help with this discussion. The candidate pool for this round of Communication Dispatchers was stronger, we currently need two more and will be bringing those to you in upcoming meetings. A Certificate of Need position for a three-bed, 12 room emergency, for profit urgent care operation is being discussed in the Northland. There is question of need and benefits to the City. Mayor Rose attended a Chamber meeting where discussion ensued and there is great tension and opposition to this facility; and that HCA stats are not great. There will be a discussion at The Village at Briarcliff, August 24, 2023, 7:30 a.m. to discuss pros and cons. Representatives from North Kansas City and Saint Luke's Hospital will be present. There was consensus of the Board of Aldermen for the Mayor to send a letter of opposition. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported a letter received that related to Workforce Housing and shared update from a meeting with Mr. Tull, a developer, regarding land north of Liebrands is zoned commercial and discussed some issues including support for tax credits. We could reach out to Mr. Tull to invite him to the next Board of Aldermen meeting, if the Board would like to meet with him. ENGINEERING Nothing to report. 4 FINANCE Finance Director Erika Benitez shared that for the July 30, 2023 financial status, one month in to the new fiscal year.. with 8.3% of the budget year passed. Benitez gave a breakdown of the monies budgeted for Capital Improvements and noted the pool project shows no expenses yet but should be expended in the FY24. She shared the month end balance in the investment funds. FIRE Fire Chief Gordon Fowiston shared that Fire Marshal/ Emergency Manager Keith Payne is scheduling on October 12, 4-6 p.m. Flu shots will be made available in the fire bay, Calls have been consistent. Two EMS Incident Calls happened at the same time — numbers have been higher recently. POLICE Police Chief Chris Skinrood reported that calls have been going through MARC, so there is not a number of calls to report. July was busier overall. RedX had numerous calls —we are working with them on this. There have been more repeat offenders, because of no space to hold them. PUBLIC WORKS Public Works Director Tom Wooddell reported that in August the grass has remained green so mowing has kept us busy which caused delay in some other areas of work. There hasn't been a lot of down time. LEVEE BOARD There is a Levee Meeting tomorrow, August 16, 2023. MAYOR'S DISCUSSION Mayor Kathy Rose called on City Engineer to give a report on storm waters, creeks, Gatewoods, RedX, Palisades, what is the progress on all that. Mayor Rose shared that August 21, 2023 school starts and everyone seems prepared and students are excited to be returning. She is trying to connect with Line Creek and Southeast schools to see if there are any issues we need to be made aware of. The Mayor mentioned that she met with the Kansas City Chamber— and that she was the only Northland Mayor in attendance. Holly, Schmidt, Clever, Graves, and other Representatives were all in attendance. There was discussion on transportation, the World Cup. There was a Regional World Cup presentation and they announced that between June 11-July 19, 2026 the impact will be $650 million and $35 million direct in taxes to the City of Kansas City, Missouri. We need to be prepared; it will be very important. There was a NRCC and Northland Workforce Development Center meeting and there will be more on this project in the near future. The project has moved from $60 to $74 million project. BOARD OF ALDERMEN Alderman Milner— We had a great convocation today for the beginning of the school year. The Beyond the Bell Program was recognized and it was pretty cool that I was there and to be a little part of that on this end. I am very excited that the kids will be back Monday. Alderman Cockrell — Nothing to report. 5 Alderman Draut— Nothing to report. Alderman Beck— Nothing to report. Alderman Palma — Nothing to report.
