HomeMy WebLinkAbout2001-12-18Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri December 18, 2001 7:30 p.m. A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall of Riverside, Missouri on December 18, 2001. Those in attendance were Mayor Burch, Aldermen Wedua, Darata, Legaard, Beard and Flaws. Absent: Alderman Burris. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, John Jackson, City Engineer, John McClelland and Mat Kitzi, City Attorneys office. Minutes, November 13, 2001 Alderman Flaws moved that the minutes of November 13, 2001 be Approved approved, seconded by Alderman Wedua, the vote was: Aye: Aldermen Beazd, Flaws, Darata, Legaard and Wedua. Alderman Burris, absent. Motion carries. Minutes, November 27, 2001 Alderman Beard moved that the minutes of November 27, 2001 be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen Beard, Flaws, Dazata, Legaard and Wedua. Alderman Burris, Absent. Motion carries. Minutes, December 4, 2001 Alderman Legaard moved that the minutes of December 4, 2001 be Approved approved as corrected, seconded by Alderman Beard, the vote was: Aye: Aldermen Beard, Flaws, Darata, Legaard and Wedua. Change of Use Permit Alderman Flaws moved to approve a Change of Use Permit for Barbara for 4613-15 NW Gateway Quinn, 4613-15 NW Gateway to expand the existing childcare Approved business, seconded by Alderman Beard, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Beard and Wedua. Alderman Burris, absent. Motion caries. Argosy presentation Ali Alaman, P.E., FP&C Consultants, Inc.and Architect with PGVA, Inc. gave a presentation regarding the International Building Code modification request for the Argosy project, a two story, 124,000 sq. ft. addition with floating gaming floor, roof supported by foundation in the earth and future plans may include a hotel and casino floor expansion. The building will house gaming, dining and offices. The design team proposes to use the following provisions of the 2000 International Building Code in lieu of the comparable provisions of the 1994 UBC. The proposed alternate design methods are grouped under two headings: Type of Construction Class of I-B, Unlimited Allowable Area, Interior Non Load Bearing Partitions, Wood Blocking, Means of Egress, Travel Distance to Exit, Egress Width, Non Fire Resistive Con•idor, Occupant load Factor and the main exit. Geri Doyle, Kansas City Area Geri Doyle, Kansas City Area Transportation Authority, 1315 E. 17s' Trans. discussion St., Kansas City, Mo 64108 spoke regarding the service provided. The route will remain the same for now, but may change at some time in the future and more hours of running time may be added. An average of sixty to seventy people ride the bus from NW Gateway to NW Vivion Road, strip mall at Northmoor. Approximately 12 people in Riverside ride the bus. There is a 5% increase in the fee. Two communities have been added to the routes, Raytown and Lees Summit so everyone who is participating has an adjustment in the fee. KCATA is trying to get more federal and state funding. Public Hearing Opened Mayor Burch opened the Public Hearing for discussion to amend the zoning code pursuant to Chapter 470 in relation to the adoption of a Property Code Maintenance. Public Hearing Closed Mayor Burch closed the Public Hearing, as there were no comments from the public. City Administrator Comments David Blackburn, City Administrator mentioned a program to be considered held at the Community Center. Wayne Snyder, 4909 NW Merrimac, Chairman of the Parks Board spoke on the recommendation of the program "Ties that Bind" production. Jazz Band to perform Jan. 17th Alderman Darata moved to approve the Park Hill South Jazz Band to at the Community Center perform at the Community Center January 17`", seconded by Alderman Approved Wedua, the vote was: Aye: Aldermen Flaws, Beard Darata, I.egaard and Wedua. Alderman Bums, absent. Motion carries. "Pies That Bind" Production Alderman Darata moved to approve the "Ties That Bind" production to to perform at the Community to perform at the Community Center two dates (free of charge), January Approved and February and costing the City $500.00; any proceeds over the $500 goes to the City, seconded by Alderman Legaard, the vote was: Aye: Aldermen Beazd, Flaws, Darata, I.egaazd and Wedua. Anti-graffiti sealer Alderman Beazd moved to approve anti-graffiti sealer for the flood for the floodwalls, Approved walls at a cost of $55,500, seconded by Alderman L.egaazd, the vote was: Aye: Aldermen Darata, Beard, Flaws, Legaard and Wedua. Alderman Burris, absent. Motion carries. Bill No. 2001-134 Alderman Flaws moved to place Bill No. 2001-134 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Wedua, the vote was: Aye: Aldermen Flaws, Beazd, Darata, Legaard and Wedua. Alderman Burris, absent. Motion carries. Ordinance No. 2001-134 Alderman Darata moved to place Bill No. 2001-134 on its second Approved reading and upon passage of same, become Ordinance No. 2001-134 seconded by Alderman Flaws, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Wedua and Beazd. Ordinance No. 2001-138 Alderman Beard moved to place Bill No. 2001-138 on its second Approved reading and upon passage of same, become Ordinance No. 2001-138 seconded by Alderman L.egaard, the vote was: Aye: Aldermen Flaws, Darata, Legaard, Wedua and Beard. Alderman Burris, absent. Motion carries. General Discussion Alderman Legaard said the city's Christmas Party was the nicest one she had ever attended. She asked about Amy updating the website. David said the software had been ordered. Alderman Wedua asked about the base to the cow. Mayor Burch said it was at Public Works. The base at the Corner Caf€ and Public Works will be obtained. Alderman Darata asked about voice mail and David said there would be an update at the next meeting. Alderman Flaws said a couple of people wanted to know why the Planning Commission meeting at the Community Center instead of City Hall. It was decided they will meet at City Hall in the future. Recess A brief recess was called. Bill 2001-135 Alderman Beard moved to place Bill No. 2001-135 on its first reading, Authorizing the Mayor said Bill authorizing a pay increase for Judith Miller, Treasurer to $150 and Finance Officer to hereby monthly effective January, 2002, seconded by Alderman Legaard, the increase the pay for City Treasurer vote was: Aye: Aldermen Legaard, Wedua, Beard, Flaws and Darata. "Off duty Public Safety Alderman Flaws moved to approve the Riverside Public Officers" usage of the Comm Safety Officers to use the Community Center fora "get together" on Ctr., Approved Saturday in December with a Public Safety Officer (who is not attending the "get together") to be present if alcohol is served, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Flaws, Beard, Wedua and L.egaard.
