REGULAR MEETING
THE INDUSTRIAL DEVELOPMENT AUTHORITY
OF THE CITY OF RIVERSIDE, MISSOURI
Wednesday, October 8, 2008
5:00 p.m.
The Industrial Development Authority of the City of Riverside, Missouri, met in regular session at City Hall,
2950 NW Vivion Road, Riverside, Missouri.
President Wayne Snyder called the meeting to order at 5:10 p.m. Answering roll call were Wayne Snyder, Harold
Snoderley, and Cy Houston. Absent: Leland Finley. Also present: Deborah Polk of Armstrong Teasdale, and
Jane Henry, Secretary and Executive Administration Assistant.
Approval of Minutes from Harold Snoderley moved to approve the minutes from August 4, 2008.
August 4, 2008 Cy Houston seconded and the motion passed 3-0.
Motion to enter into Closed Harold Snoderley moved to go into closed session pursuant to RSMO
Session 610.021 (I) for discussion of legal issues and RSMO 610.21 (2) real
estate. Cy Houston seconded and the motion passed 3-0.
Motion to enter into Open Houston moved to return to open session and Snoderley seconded.
Session The motion passed 3-0.
Resolution 2008-006: Deborah Polk presented Resolution 2008-006: A resolution granting
A resolution granting and and approving the execution of a proxy for the annual meeting of
approving the execution of a landowners of Riverside-Quindaro Bend Levee District of Platte
proxy for the annual meeting County, Missouri and actions related thereto. Polk explained that
of landowners of Riverside- since the Authority is a landowner within the Levee District, it is
Quindaro Bend Levee entitled to vote at the Levee District's annual landowners meeting.
District of Platte County, Members of the Board of Supervisors arc elected at the anmial
Missouri and actions related meetings and the property owners may also consider other items and
thereto actions presented to lhetn. To exercise the Authority's voting rights,
the resolution authorizes the granting of a proxy to John McClelland to
vote all the voting rights belonging to the Authority. Polk also
explained that at this time, there is one seat on the Board of
Supervisors up for election. The Supervisor's term expiring this year
is John Jepson. Mr. Jepson has expressed his desire to not serve an
additional term.
Harold Snoderley made a motion to approve Resolution 2008-006,
which would appoint John McClelland with full power of substitution,
the proxy of Authority to represent and vote all votes to which the
Authority is entitled at the annual meeting of landowners of Riverside-
Quindaro Bend Levee District of Platte County, Missouri to be held on
October 23 at 1:00 p.m. Cy Houston seconded and the motion passed
3-0.
Resolution 2008-007: Resolution 2008-007 died for lack of a motion.

Other Business There was no other business.
Adjournment Cy Houston made a motion to adjourn and it was seconded by Harold
Snoderley. 1'he motion passed 3-0 and the meeting was adjourned at
5:35 p.m.
