HomeMy WebLinkAbout2023-10-03 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 3, 2023 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 3, 2023. Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut (arrived at 6:04 pm), and Steve Palma. Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:02 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Palma, Cockrell, Cretsinger, and Beck. Motion carried 4-0. MOTION TO ADJOURN Alderman Cockrell moved at 6:43 p.m. to adjourn closed session CLOSED @ 6:43 P.M. with no action taken, second by Alderman Palma. Yes: Cockrell, Palma, Cretsinger, Draut, and Beck. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, Rob Milner, and Steve Palma. Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Fire Marshal Keith Payne, Capital Projects /Parks Manager Noel Challis Bennion, Finance Director Erika Benitez, IT Manager Jason Ketter, Fire Captain — Medic Adam Ellis, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PROCLAMATION Mayor Rose read the proclamation for Fire Prevention Week, "Cooking safety starts with YOU: Pay attention to fire prevention." October 8-14, 2023 and presented the proclamation to Fire Marshal Keith Payne. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, Milner, and Cretsinger. Motion carried 6-0. MINUTES OF 09-19-2023 Alderman Beck moved to approve the minutes of the September 19, 2023, meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, Milner, and Cretsinger. Motion carried 6-0. RESOLUTION 2023-138 Alderman Beck moved to approve Resolution 2023-138 Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for weeks ending September 22nd, and September 29'h in the amount of $317,127.55, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, Milner, and Cretsinger. Motion carried 6-0. RESOLUTION 2023-139 Alderman Beck moved to approve Resolution 2023-139 Emer Equip Police Vehicles authorizing the purchase of emergency equipment for three (3) new police vehicles through 911 customs in an amount not to exceed $47,000.00, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, Milner, and Cretsinger. Motion carried 6-0. RESOLUTION 2023-140 Alderman Beck moved to approve Resolution 2023-140 Dake Wells Task Order#1 approving task order number 1 with Dake Wells, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, Milner, and Cretsinger. Motion carried 6-0. REGULAR AGENDA BILL NO. 2023-059 City Clerk Robin Kincaid gave first reading of Bill No. 2023-059. Agreement w/KCATA Community Development Director Mike Duffy explained that the agreement with KCATA will be extended for two months (12-31- 2023), to gain more data, and to make sure everyone (cities involved) is on the same timeline. All the cities involved with this project have agreed to December 31, and we are holding the same cost of$7K per month. We have two months of data and in December will have a full five months' worth of data to share. Alderman Milner moved to accept first reading and place Bill 2023-059 on second and final reading, second by Alderman Cretsinger. Yes: Milner, Cretsinger, Cockrell, Draut, Beck, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2023-059. 2 Alderman Milner moved to approve Bill 2023-059 and enact said bill as ordinance, second by Alderman Draut. Yes: Milner, Draut, Beck, Palma, Cretsinger, and Cockrell. Motion carried 6-0. BILL NO. 2023-060 City Clerk Robin Kincaid gave first reading of Bill No. 2023-060. MS Restoration Purchase Community Director Mike Duffy explained that the document being presented was an updated clean version, with corrected addresses and phrases. Director Duffy explained the options regarding the sale of Rinker W/Hydro Conduit Lot 1 to MS Restoration LLC. We want to make sure we know what is going to happen in this location. This document is an option that can be exercised once an interested party has a development plan that they can bring forward, to ensure it is meeting the intent of what we would like to see happen in Horizon's Park as a whole, and fits with our Comprehensive Planning efforts. Alderman Milner moved to accept first reading and place Bill 2023-060 on second and final reading, second by Alderman Palma. Yes: Milner, Palma, Cretsinger, Draut, Cockrell, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2023-060. Alderman Draut moved to approve Bill 2023-060 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Cretsinger, Palma, Beck, and Milner. Motion carried 6-0. BILL NO. 2023-061 City Clerk Robin Kincaid gave first reading of Bill No. 2023-061. PD Hire Nicholson Alderman Milner moved to accept first reading and place Bill 2023-061 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Draut, Cretsinger, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2023-061. Alderman Draut moved to approve Bill 2023-061 and enact said bill as ordinance, second by Alderman Beck. Yes: Draut, Beck, Cretsinger, Palma, Milner, and Cockrell. Motion carried 6-0. RESOLUTION 2023-141 Capital Projects/Parks Manager Noel Challis Bennion talked on SFS Arch/Eng for City Hall the need for the renovation to City Hall. Eleven architectural firms bid the project, four firms were interviewed, with the final recommendation by City staff for the project to be granted to SFS Architecture, Inc. Community Director Duffy reminded the BOA of the discussion in the last meeting related to the needs for Public Works assessment and contract with Dake Wells and at the same time, once we finished with PW assessment we looked at City Hall and there is a need of a refresh and improvement of space use to be more efficient and cohesive. Alderman Beck moved to approve Resolution 2023-141 approving an agreement for 3 architectural/engineering services between the City of Riverside Missouri and SFS Architecture, Inc., second by Alderman Milner. Yes: Beck, Milner, Cretsinger, Draut, Cockrell, and Palma. Motion carried 6-0. RESOLUTION 2023-142 Capital Projects/Parks Manger Noel Challis Bennion talked on the Naming Rights wNariety KC agreement that would propose design and construction opportunities with Variety of Greater Kansas City at the KC Current Soccer Complex. Variety KC would provide up to $500K in exchange for naming rights and the City would provide up to $1.5M in funds for the project. Alderman Milner moved to approve Resolution 2023-142 approving a park development and naming rights agreement with Variety of Greater Kansas City — Tent 8, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Draut, Cretsinger, and Beck. Motion carried 6-0. RESOLUTION 2023-143 Capital Projects/Parks Manger Noel Challis Bennion explained Platte Co. Parks/Rec Grant that the City is requesting $1 M in county partnership grant funds to go toward the park development. These two items together are anticipating $2-3M in projects. Variety KC has approached City staff with the possibility of them raising additional funds that would expand the project further. For now, these two items would be the smaller project. To have this relationship with Variety KC is incredible. Alderman Beck moved to approve Resolution 2023-143 to approve and endorse application to the Platte County Commission for funding under the Parks and Recreation Partnership Grant Program, funded by the county-wide dedicated Parks and Recreation quarter-cent sales tax, second by Alderman Palma. Yes: Beck, Palma, Cretsinger, Cockrell, Milner, and Draut. Motion carried 6-0. CITY ADMINISTRATOR In lieu of City Administrator Brian Koral (out for a ICMA Conference) Community Development Director Mike Duffy led the discussion that has been on several agendas thus far regarding elected officials compensation. At the last meeting we came to an agreement about where we want to be with Mayor and Board compensation and how we want it to be paid. Duffy noted that we wanted to see if there are any further questions or discussions. Duffy noted the plan to bring an ordinance back to the Board at the first meeting in November. Mayor Rose would like to get discussion regarding this compensation on social media so the public knows, understands and receive any feedback. Mayor Rose noted this is important to receive feedback prior to developing an ordinance. Duffy said that when City Administrator Koral returns we will draft a piece to get out on social media, let it sit for two weeks, bring it up at the next meeting to see if we have comment and then we can do something in the first meeting of November. Duffy explained that HR Manager Amy Strough is checking with MPR on consideration for benefit options. 4 COMMUNITY DEVELOPMENT No report. ENGINEERING No report. FINANCE No report. FIRE Fire Chief Gordon Fowlston gave a reminder of the Open House at the fire station — Saturday, October 7, 10am-2pm. There will be three bikes donated to give away through a bingo card type game, handing out 30 helmets first-come, first-served after they do the Bike Rodeo. RedX will be donating food and cooking for the event. The Fire Department table arrived and is in place. POLICE No report. PUBLIC WORKS Public Works Director Tom Wooddell announced the dates for Curbside Yard Waste Pickup—October 20, 27 and November 3 and 10. Regarding Clean up Days we are in our first week and we will be open every weekday including this and next Saturday from 7a-3p each day. Mayor Rose noted that after visiting the dog park, she noticed the water fountain did not work. Woodell explained that the water fountain is out of order due to the dogs marking the water bowl and that a new one has been ordered, where people will have access to get the water for the dogs. The Mayor also noted that the little rock trail around the edge of the fence has spots where this is not rock, gets muddy, so a refresh would be nice. Mayor Rose asked if we are closing the dog park to do a reseed. Tom noted that his crew has reseeded all parks. Alderman Draut asked about having the fountain-colored red and thanked Tom. LEVEE BOARD Next meeting is the October 18th, the Annual Meeting of Landowners. MAYOR'S DISCUSSION Mayor Kathy Rose reported that 13 recently went to DC, a wonderful trip with NRCC to talk about road projects that affect the Northland, 1-29/1-35 split. It is a backed up, scary and a dangerous area. Our ask was for $5M to help with this project. We met with Josh Hawley, Eric Schmitt, Sam Graves and Emanuel Cleaver and we were received with a welcome reception. They said as long as we have submitted the plans, they will consider the project. Mayor Rose said she had discussions with them regarding commuter rails. Duffy shared that they used the rail from airport to hotel and to attend several events and that it was a good opportunity to learn what it is like and look at the development of the transit stations. Mayor Rose said this was the best trip she has had to DC. BOARD OF ALDERMEN Alderman Milner— Nothing to report. 5 Alderman Cockrell — Nothing to report. Alderman Draut— Nothing to report. Alderman Cretsinger— Thanked the Mayor for representing Riverside in D.C. and mentioned that he had been to D.C. to lobby and discuss the airport funding and bridge and that it was a neat process to see how it worked. Cretsinger also said thank you for the Homecoming Parade that it was fantastic and cool. Alderman Beck— Nothing to report. Alderman Palma— Nothing to report.
