Minutes of Regular Meeting
Board of Aldermen of City of Riverside, Missouri
February 1, 2000
A regular meeting of the Board of Aldermen of City of Riverside, Missouri was held
in the City Hall of Riverside, Missouri on February 1, 2000.
Those in attendance were Mayor Rule, Aldermen Ray Beard, George Flaws, Betty
Burch, Brenda Teters, Pamela Darata and Ron Super.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk,
Chief Wylie Simpson and City Attorney, Steve Crystal.
Minutes, January 18, 2000 Alderman Burch moved that the minutes of January 18, 2000
Approved be approved, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Burch, Flaws, Teters and Super.
Abstain: Alderman Beard.
Public Hearing to consider Mayor Rule called the Public Hearing to order to receive
recommendation to amend comment to consider recommendation to amend
the Zoning Code, Chapter 485, Sec. 485.300(B), Construction Plans Regulating
Chapt. 485, Sec. 485.200(B) the Construction Plans submitted with final plats within the
Const. Plans etal... within the City of Riverside.
No comments by the Public.
Public Hearing Closed. Mayor Rule closed the Public Hearing at 7:35 p.m.
Aaron Hill, ScoutMaster with Troop 378 announced their
observance of the Board of Aldermen meeting so several of the
troop members could fulfill their requirements for a badge.
Comments by the Public Shawn Lee, 4615 NW Gower, Riverside, Mo. commented on
the City's Weed Ordinance, Section 215. Height of Grass. He
requested the City amend the ordinance from 18" to 8-10"
height. No action taken.
Chief Simpson's comments Chief Simpson commented on the "No Parking" issue for
streets in Riverside. A lengthy discussion was held and it was
decided to enforce the "No Parking" Ordinance not to allow
any special parking situations.
Chief Simpson announced Dispatcher, Robin Benitz's
resignation as of Z/1/00.
City Administrator Ann Daniels, City Administrator commented on the Parks and
Recreation Program Coordinator position stating three (3)
people conducted interviews for five (5) candidates.
Bida will be open for the new City Hall on Tuesday, February
8`~ at 10 a.m. at the Community Center.
The City is awaiting contracts for the Strathbury, St. Joe,
Riverside Street, and etc. project.
By general consent, the Board approved usage of the
Community Center meeting rooms for a local candidate's
forum in March.
E.H. Young Riverfront Alderman Darata, suggested moving forward with the Bell
Tower and approved irrigation as had previously been
budgeted.
Bill No. 2000-08 Alderman Flaws moved to place Bill No. 2000-08 on its first
Payment of Bills reading, said Bill authorizing the payment of certain
indebtedness listed therein, deleting Dick Winner, City
Engineer's bill, seconded by Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Super, Beard, Teters and
Burch.
Motion carries.
Ordinance No. 2000-08 Alderman Burch moved to place Bill No. 2000-08 on its second
Approved reading, and upon passage of same become Ordinance No.
2000-OS, deleting Dick Winner, City Engineer's bill, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Teters, Super, Flaws, Darata, Burch and
Beard.
Motion carries.
Bill No. 2000-09
Authorizing employment
of Carolyn Glazener
as Parks & Recreation
Program Coordinator
Alderman Darata moved to place Bill No. 2000-09 on its first
reading, said Bill authorizing the employment of Carolyn
Glazener as Parks and Recreation Program Coordinator for
the City of Riverside, Missouri, and setting salary on Step 4 for
$29,716 annually and starting March 1, 2000, seconded by
Alderman Burch the vote was:
Aye: Aldermen Super, Teters, Burch, Flaws and Darata.
No: Alderman Beard.
Motion carries.
Ordinance No. 2000-09 Alderman Burch moved to place Bill No. 2000-09 on its s~ond
Approved. reading, and upon passage of same become Ordinance No.
2000-09, seconded by Alderman Darata, the vote was:
Aye: Aldermen Teters, Burch, Flaws, Darata and Super.
No: Alderman Beard.
Motion carries.
Bill No. 2000-10 Alderman Beard moved to place Bill No. 2000-10 on its first
Amending the River- reading, said bill amending the Riverside Zoning Code,
side Zoning Code, Chapt. Chapter 485, section 485.200(B), Construction Plans,
485, Sec. 485.200(B) regulating the construction plans submitted with final plats
Construction Plans etal... within the City of Riverside, Missouri, seconded by Alderman
Flaws, the vote was:
Aye: Aldermen Burch, Flaws, Darata, Super and Beard.
No: Alderman Teters.
Motion carries.
Ordinance No. 2000-10 Alderman Super moved to place Bill No. 2000-10 on its
Approved second reading and upon passage of same become Ordinance
No. 2000-10, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Burch, Flaws, Darata, Super and Beard.
No: Alderman Teters.
Motion carries.
Bill No. 2000-11
Authorizing employment
of Lynda Allison Lawrie
as a full time Communi-
cations Officer in Public
Safety
Alderman Burch moved to place Bill No. 2000-11 on its first
reading, said Bill provides for the City of Riverside, Missouri
to employ Lynda Allison Lawrie as a full time communications
officer in the Department of Public Safety, setting the salary at
$22,000 and starting February 10, 2000, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Flaws, Darata, Super, Beard, Teters and
Burch.
Motion carries.
Ordinance No. 2000-11 Alderman Teters moved to place Bill No. 2000-11 on its second
Approved reading, and upon passage of same become Ordinance No.
2000-11, seconded by Alderman Teters, the vote was:
Aye: Aldermen Darata, Super, Beard, Teters, Burch and
Flaws.
Motion carries.
Recess at 8:45 p.m. A brief recess was called at 8:45 p.m.
Reconvene at 8:55 p.m. All Aldermen and the Mayor responded to roll call and the
meeting was reconvened at 8:55 p.m.
Aldermen comments Alderman Beard commented on the property at 4609 NW High
Drive. Ann Daniels reported Damon Purcell, Construction
Contractor will remove the gravel on the Large property. A
letter of apology will be sent to Mr. Large.
Alderman Super would like the Board of Aldermen to have the
Planning Commission minutes before the Board of Aldermen
meetings.
Motion for Closed Session Alderman Burch moved the Board go into closed session
pursuant to RSMO 610.021(1) discussion of legal issues with
the City Attorney, seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Teters, Beard, Burch, Super and
Flaws.
Motion carried and the meeting went into closed session at 8:55
p.m.

9:30 p.m., seconded by Alderman Super, the vote was:
Aye: Aldermen Flaws, Burch, Darata, Beard, Super and
Teters.
