HomeMy WebLinkAbout2023-11-07 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 7, 2023 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday. November 7, 2023. Mayor Rose called the meeting to order at 6:01 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, CA Intern Baylee Asher, City Attorney Paul Campo, and Special Counsel Joe Bednar (by Zoom). MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:02 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Palma, Cockrell, Beck, Draut, and Milner. Motion carried 5-0. MOTION TO ADJOURN Alderman Beck moved at 6:48 p.m. to adjourn closed session CLOSED @ 6:48 P.M. with action taken, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Palma, and Milner. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:04 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Police Chief Chris Skinrood, Fire Marshal Keith Payne, City Engineer Travis Hoover, Capital Projects /Parks Manager Noel Challis Bennion, HR Manager Amy Strough, Finance Director Erika Benitez, IT Manager Jason Ketter, CA Intern Baylee Asher, and City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS None. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. MINUTES OF 10-17-2023 Alderman Milner moved to approve the minutes of the October 17, 2023 meeting, second by Alderman Beck. Yes: Milner, Beck, Palma. Cockrell, and Draut. Motion carried 5-0. MINUTES OF 10-31-2023 Alderman Milner moved to approve the minutes of the October 31, 2023 special meeting, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2023-157 Alderman Milner moved to approve Resolution 2023-157 Temp Const &Trail Easement approving and accepting a temporary construction easement and trail easement from Nich Associates, LLC, a Missouri Limited Liability Company, for the Vivion Road Trail Project, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. REGULAR AGENDA BILL NO. 2023-064 City Clerk Robin Kincaid gave first reading of Bill No. 2023-064. Second Amend Soccer Agrmnt Community Development Director Mike Duffy reported that this agreement is an amendment to the development agreement the City has with the KC Current. This is particularly related to the commercial ground and modifying the dates and timing of the two types of improvements. They want to make the lodging opportunities by May of 2024 and by the end of 2024 take down the first portions of food and beverage. There are also 2 other land transactions required in the development agreement, that will be coming to the Board prior to the end of this year. Alderman Milner moved to accept first reading and place Bill 2023-064 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-064. Alderman Milner moved to approve Bill 2023-064 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. 7 BILL NO. 2023-065 City Clerk Robin Kincaid gave first reading of Bill No. 2023-065. Amend City Code 110 120 City Administrator Brian Koral explained that the discussions addressing the adjustments to the compensation to the Mayor and Aldermen rates of pay and the pay will be flat monthly rates rather than per meeting rates. When approved the rates will go into effect as each seat is newly elected, as the elected officials may not approve a pay increase for themselves when in office. Alderman Cockrell moved to accept first reading and place Bill 2023-065 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Palma, Milner, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-065. Alderman Milner moved to approve Bill 2023-065 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner, Palma, Cockrell, Draut, and Beck. Motion carried 5-0. Mayor Rose commented on how she appreciated staff's time, effort, and the engagement on the rate of pay for the elected officials leading this City. The information was put on our social media outlets, being completely transparent that afforded our residents the opportunity to view and make comments as they wished. BILL NO. 2023-066 City Clerk Robin Kincaid gave first reading of Bill No. 2023-066. Amend Code - Franchise Fee City Administrator Koral explained the purpose of this Bill is to make a mandatory step-down adjustment required by the State taking our franchise fee rate from 5% to 4.5%. Alderman Milner moved to accept first reading and place Bill 2023-066 on second and final reading, second by Alderman Cockrell. Yes: Milner. Cockrell, Beck. Draut. and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-066. Alderman Beck moved to approve Bill 2023-066 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Milner. and Draut. Motion carried 5-0. BILL NO. 2023-067 City Clerk Robin Kincaid gave first reading of Bill No. 2023-067. Re-Hire Oetting Alderman Beck moved to accept first reading and place Bill 2023-067 on second and final reading. second by Alderman Palma. Yes: Beck, Palma, Cockrell, Draut, and Milner. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-067. Alderman Milner moved to approve Bill 2023-067 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. 3 BILL NO. 2023-068 City Clerk Robin Kincaid gave first reading of Bill No. 2023-068. MARC HHW 2024 City Clerk Kincaid reviewed the cost of the annual renewal and that there is a $.03 cent increase per capita from last year's fees and that providing this service for our residents is a great benefit to them and is used by many. Alderman Milner moved to accept first reading and place Bill 2023-068 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Beck, and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2023-068. Alderman Milner moved to approve Bill 2023-068 and enact said bill as ordinance, second by Alderman Draut. RESOLUTION 2023-156 Alderman Beck moved to approve Resolution 2023-156 Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for weeks ending October 20th, October 27th, and November 3rd in the amount of $464,041.11, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Milner, and Draut. Motion carried 5-0. RESOLUTION 2023-158 Community Development Director Mike Duffy explained that this BikeWalkKC Application resolution addresses BikeWalkKC had reached out to Riverside to continue a partnership, as they are overseeing an application for four metro areas in Missouri: St. Louis, Springfield. Columbia, and Kansas City areas. They are applying for funding from the Department of Transportation to build additional capacity for alternative opportunities for transportation. This application is actually for building the framework to identify the right projects, right brands, interact with communities to make sure we are gathering proper feedback, and then assistance in training and managing the projects. The funding will come from the Department of Transportation and does not require matching funds, rather, 20% of the granted funding must go out to the involved communities to help offset the costs for the project. Alderman Cockrell moved to approve Resolution 2023-158 joining BikeWalkKC and endorsing an application to the US Department of Transportation's (USDOT) Thriving Communities Program — R (Regional) for a pilot project to assist communities through transportation improvement, second by Alderman Milner. Yes: Cockrell, Milner, Palma, Beck, and Draut. Motion carried 5-0. RESOLUTION 2023-159 IT Manager Jason Ketter stated that this project began three Kenton Brothers CO 8 years ago and that technology has improved over that time. The locker system solution was in the original budget for around $19,000 and now this request is for an additional $45,000 for the upgraded and improved locker system for the Police Department. Ketter answered questions from the Board members. 4 Alderman Beck moved to approve Resolution 2023-159 approving Change Order 8 to the agreement with Kenton Brothers Locksmiths, Inc for additional equipment, and labor identified during the City Complex Video and Access Control Project resulting in a revised contract amount of $838,429.01 for such purposes, second by Alderman Palma. Yes: Beck. Palma, Cockrell, Milner, and Draut. Motion carried 5-0. RESOLUTION 2023-160 Police Chief Chris Skinrood explained that this request is the MPCA Testing & Services same as in the past, for the promotional process to be done. they come in as an outside agency and do the testing for us. Alderman Milner moved to approve Resolution 2023-160 approving an agreement with Missouri Police Chiefs' Association, Inc. for testing and assessment services, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, and Beck. Motion carried 5-0. RESOLUTION 2023-161 Capital Projects/Parks Manager Noel Challis Bennion stated that Task Order 1 with SFS this task order is for the City Hall Renovation Project and will allow SFS to evaluate programming, space needs as well as mechanical, plumbing, and electrical needs. They will prepare concept designs and cost estimates. Alderman Cockrell moved to approve Resolution 2023-161 approving task order number 1 with SFS, second by Alderman Beck. Yes: Cockrell, Beck, Milner, Draut, and Palma. Motion carried 5-0. RESOLUTION 2023-162 City Administrator Brian Koral reported that OneCause, Inc is a OneCause, Inc Agreement fundraising platform that the FPAL golf tournament sign up and auction will use to register, bid in advance, and bid while out on the golf course. This should provide more opportunities for participation through technology, taking the process to the next level. Alderman Cockrell moved to approve Resolution 2023-162 approving an agreement with OneCause, Inc., second by Alderman Beck. Yes: Cockrell, Beck, Palma. Draut. and Milner. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral announced that he sent out a calendar invite earlier today for a reception at Red X hosted by the Riverside Chamber of Commerce on November 15th at 4:30 p.m. to thank April Roberson, outgoing Riverside Chamber Executive Director. They have a new Executive Director beginning in December 2023. Our City Offices will be closed Friday, November 10' in observance of Veterans Day that falls on Saturday, November 11' this year. The Employee Betterment Committee is hosting a Veterans Day meal for all employees and honoring those that have served and are currently serving our country. An Upstream Story was shared with the Board of Aldermen. An email was received by the Finance Director Erika Benitez from a Northland Leadership classmate who works for Northland Health Care Access. The email gave details of a Riverside resident in an apartment that had gone without heat for three years and other issues, including the landlord's poor attempts to remedy issues. Erika forwarded the email immediately to our Community Development Department who contacted the apartment complex management, including notifying our Police and Fire Departments. Brian recognized the efforts of all these City Departments that took the necessary steps, extending a helping hand, and showing that our staff team is truly here to serve. COMMUNITY DEVELOPMENT No report. ENGINEERING No report. FINANCE Finance Director Erika Benitez has received the Fiscal Year 2022 Certificate of Achievement from GFOA for Financial Reporting. This is proof that the City is following all the government guidelines and financial accounting procedures. Also, we have had the new auditors from BerganKDV, LTD in house this week. FIRE No report. POLICE No report. PUBLIC WORKS No report. LEVEE BOARD Hoover reported there is a meeting next week. MAYOR'S DISCUSSION Mayor Kathy Rose shared that the NRCC Annual Auction Event is Wednesday, November 15th at the Argosy Casino, the online bidding begins today and there will be items that evening as well. It is free to attend, November 15' at 5:30 p.m. and there are some fabulous items for the auction. Mike Duffy and I attended the Capital Campaign Meeting for the Workforce Development Center. We need to get messages out to the surrounding cities for matching funds. Governor Parson has delegated $30 million towards the project and that amount must be matched by December 2024. We will be going to potential employers, other cities, etc. to make the need known and raise the necessary funds. The Carved Event was very successful, although still in the red, but it did ok. There were 1,100 people buying tickets for the haunted trail. There were no problems or issues, it went very well. No one in the Northland holds an event like this. We now have two applications for tourism events that will be considered by the Board in the near future. BOARD OF ALDERMEN Alderman Palma — Brian, thank you for sharing that story about 6 Erika and staff addressing the issue for our resident. That truly demonstrates our culture and how we are different from many other cities. That is a big deal, well done Erika. Alderman Beck — Thank you to City Staff, Fire, Police, and Mayor Rose for being at the Gatewoods Halloween Parade. It was fun, there was a smaller group, it was really cold outside, but I think everyone had a great time. Alderman Draut — Nothing to report. Alderman Cockrell — Nothing to report.
