Taurism Fund Update Hauck reported that she had updated the tourism fund since the previous commission report by adding projects requesting money that have not been approved by the cornrnission, in order far the camrr~isiantaseethe efl:eatthatfundingthese projectswaufd have on thefund balance, The projects are antheiraenda farapprova~. if afl the projects were funded, available funds in the short term budget would be 48,~a0; in fang term 5~,9~3.9a; ~n grants $70,00, Hauck said that Lang term funding might be recommended far corporation ar ongoing funding requests. Hauck said that the events need to benefit the city on the bigger picture and that the fund is not in place to benefit the residents directly. one of the main goals is to increase awareness. Pietsch asked if it was important far an ongoing event to demonstrate growth. Rule said criteria waufd be helpf ul when deciding betweencompetfng projects, Hauckwilf pravidethe commission vuith the park Baard standards for events in the parks and the grant committee criteria. Pietsch said that one thing he feels stranglyabout isthat applicants needta be committed tatheirproject before they came to the commission. Hauck added that they need to have made a deposit and reserved the park before seeking tourism funds. It is a cultural celebration, a precursor to the Games in June, and it draws about ~~~ people. ~f the 90D request, X300 is far park rental and fi00 far security officers. Van der Linde asked if the commission cauid sponsor ~ events for the same group in one year and Hauck replied that it is possible. Rule questioned whetherthegraup's purpose is to be the city's collector. Piet~ch made a motion to appravethefunding request based unthe infurrnatior~ provided lOy Hauck and Rule seconded. The motion failed with all members present eating against it. Vw Club Car Shaw Hauck explained that this ear show is basically the same as the HPAC Car dhow, but with nu alcohol, little security and na overnight. Mast of the funding will ~e spent far trophies and for marketing. Rule asked fur their budget and Hauck replied that their total funding would care from their request for ~,~00. Pietsch made a motion to approve Vw Club Car Shaw's request far funding and Rule seconded. The n~atianfailed with all members present voting against it~ Diking Fvent Riverside Cyclocrass Festival has requested 00 to help them with their Nuver~ber event. It is an annual event held in EH Young Park for all ages to help prarr~ate the sport of cycling, fitness and competition. The event draws 500 to 700 peapie and has been bald in the park for a number of years, They have a gaud relationship with the city and a goad fullawir~g. The ~a0 vuauld be used to pay far the rent far the park. Rule said it is not expensive, draws people from outside the city and has Riverside in its name. 11an der Linde made a motion to approve and Rule seconded. All voted to approve. Police Awards of Valor Wauck presented the proposal to the camrryission saying that Public Safety Chief Mills and City Administrator David Blackburn were recornmendingthis program tothetuurism carr~missian. Mills isthe X009 president of the Metropolitan Police Chiefs and sheriffs Assaciatior~ whose membership is comprised of the leadership of federal, state and local law enforcement agencies throughout the metro area, They avant to bald their Annual Awards of Valor event at Argosy Casino and Hotel. The Police Credit Uniunwill payfartheawards {G,000~ and ISMBC TV-9 gill make an in~kind donation far advertising and Haws coverage. Hauck said that the tourism appeal of the event is that it is high profile and will showcase Riverside and ~rgasy Celina and ~latel. it promotes safety which is a quality of life issue identified by citizens in the ETC purvey. Riverside BRQf Fireworks Event The first annual Backyard B~~ contest gill take place on dune ~~, ~~D~ in EH Young Pant end will serve as a kickoff event far the two week period during which fireworks can be Bald in Riverside, The event will center on a backyard BBB contest that gill be primarily marketed to Northland businessesend metro public safety departments, although the contest gill he apen to anyone. The request is high because there will be no danativns far the first year other than the 7,50Q far fireworks from the vendors, she emphasized that this event is compatible with the larger marketing strategies far Riverside, which include community character, economic development, safety and quality of life. Funding Pools Based on feedback from Board of Aldermen, Taurism Gammission mernbe~s and funding applicants, the funding pools were better defined and reallocated to provide better direction on what types of program can be funded and haw much is available in the fund far each category of projects a. Ga% will fund City~sponsored projects: This portion of the fund will priMari[y cover the BBQ Blast Dff in dune and I~iverfest~ir~ September. The indent is that by providing funding at this [eve[, these events will not have to solicit donations. b. ~Ol wii[ fund the Tourism Enhancement Grant Program: This is the same amount originally allocated to this program, although now all outside projects will be directed to ga through the grant process. Mare details ark provided in 5~ below. c. ~f will fund tourism*re[ated marketing projects by the City, Each year, the City will identify marketing opportunities that will target visitors ar potential visitors to the pity, A plan will be presented annually to the Taurism CoMmissian generally outlining the expected expenditures in this area. d. 5% will fund undetermined projects, This pool will be set aside to handle projects that coMe up throughout the year that might not fit in the grant process ar that in order to participate due to time restraints, may need to be funded outside of the process. B, {lnimum and illlaximum Funding Requests. In the original da~urnent~ the maximum amount far funding through the grant process was ~O,D~~. Instead, the Maximum far each project will b~ ~5% of the total project budget to ensure rnat~hing f ends. 4. Applicant Eligibility. Although an emphasis will sfill be placed an not~far-profit argani~at~ans,organization that da not feet the not-for~prafit criteria but feel they have an exceptions[ pra~ect may still apply for funding, in addition to the~standard Taurism Enhancement Grant Packet, these organizations would have to submit in writing a request detailing why the organisation feels the pro jest is sa exceptional as to be funded without the urnbrel[a of a not-forRprafit entity. 5. Taurism Enhancement Grant Process. Instead of awarding funds ail year, all outside funding requests would be grouped into the TEG Process. There would be two funding cycles ~ one in the~fall and one i~ the spring -~ and all applicants would be given equal consideration during this tune. Applicants could apply for funds up to one calendar year before the event and gill berequired tomake afive-minute presentation to the Taurism Commission about the funding request. G. Application Scoring The weight an each scaring criteria was changed to reflect the priorities of the Baard of A[dern~en and Taurism CaMmission~ Additional weight was assigned to providing a complete budget urith reasonable and well-researched casts and clearly identifying matching funds} The criteria far identifying a project manager was removed, and replaced with defining the target market audience. ?. City of riverside Facility Use During I'~'~9, ~a% of the funds awarded by the Tourism Commission event to cover rents[ costs at City facilities far events that were required to pay there. Since the events have been determined to bring a positive return~on investment to the City, it is recommended that any event that receives tourism ' ~ ~ funds and is hosting the funded event at a city facility should have the rental fee waived.'
