REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 21, 2023
7:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri. on Tuesday. November
21, 2023.
Mayor Rose called the meeting to order at 7:03 p.m. Those in attendance were. Mayor Kathy
Rose. Aldermen Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Alderman Nathan Cretsinger and Alderman Jill Beck were absent.
Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid.
Public Works Director Tom Wooddell, Police Captain Gary McMullin, HR Manager Amy
Strough, City Engineer Travis Hoover, Capital Projects /Parks Manager Noel Challis Bennion,
Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Palma moved to approve the consent agenda with
Resolution R-2023-164 pulled from the consent agenda to be
heard separately, second by Alderman Milner.
Yes: Palma, Milner, Cockrell, and Draut.
Motion carried 4-0.
MINUTES OF 11-07-2023 Alderman Palma moved to approve the minutes of the November
7, 2023, meeting, second by Alderman Milner.
Yes: Palma, Milner, Cockrell, and Draut.
Motion carried 4-0.
COURT REPORT Alderman Palma moved to approve the court report for the month
of October 2023, second by Alderman Milner.
Yes: Palms. Milner, Cockrell, and Draut.
Motion carried 4-0.
RESOLUTION 2023-163 Alderman Palma moved to approve Resolution 2023-163
Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for
weeks ending November 10th and November 17th in the amount of
$1.226,659.38, second by Alderman Milner.
Yes: Palma, Milner, Cockrell, and Draut.
Motion carried 4-0.

REGULAR AGENDA
RESOLUTION 2023-164 Alderman Palma moved to approve Resolution 2023-164
Appoint Grosdidier to P&Z appointing Elise Grosdidier to the Planning & Zoning Commission,
second by Alderman Milner.
Yes: Palma. Cockrell. Draut. and Milner.
Motion carried 4-0.
BILL NO. 2023-069 City Clerk Robin Kincaid gave first reading of Bill No. 2023-069.
Mo DNR Grant- Surfacing Capital Projects/Parks Manager Noel Challis Bennion explained
this is the grant program for $40,000 scrap tire playground
material for surfacing at Homestead Park.
Alderman Milner moved to accept first reading and place Bill
2023-069 on second and final reading, second by Alderman Draut.
Yes: Milner, Draut, Palma, and Cockrell.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2023-069.
Alderman Milner moved to approve Bill 2023-069 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, and Draut.
Motion carried 4-0.
BILL NO. 2023-070 City Clerk Robin Kincaid gave first reading of Bill No. 2023-070.
1st Amendment PSA-BPG Community Development Director Mike Duffy reviewed the points
that this is related to Lot 1 of the 40 West Subdivision, allowing the
City to extend the time for the Purchase and Sale Agreement to
work through a Stormwater Agreement with BPG.
Alderman Draut moved to accept first reading and place Bill 2023-
070 on second and final reading, second by Alderman Cockrell.
Yes: Draut, Cockrell; Palma, and Milner.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2023-070.
Alderman Cockrell moved to approve Bill 2023-070and enact
said bill as ordinance, second by Alderman Draut.
Yes: Cockrell, Draut, Milner, and Palma.
Motion carried 4-0.
RESOLUTION 2023-165 Capital Projects/Parks Manager Noel Challis Bennion stated that
Term TO #11 -McClure task order 11 approved by the Board previously is being
terminated and MoDot, as the grant administrator, will use their
own documents for the Riverway Project. Approving this resolution
gets all the proper MoDot forms in order.
Alderman Milner moved to approve Resolution 2023-165
terminating task order 11 and approving a contract with McClure
for Riverway Boulevard Improvements, second by Alderman
Cockrell.
Yes: Milner, Cockrell. Draut, and Palma.
Motion carried 4-0.

CITY ADMINISTRATOR Community Development Director Mike Duffy announced the filing
for the General Municipal Election begins on December 5'h at 8
a.m. and this year there are 4 vacancies, the mayor and one
Aldermen for each ward.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 33% through the fiscal year and right on
pace with the budget. Benitez explained that there was an
overpayment of sales tax by a business for a few years, so the
State of Missouri is adjusting our payments to rectify the
overpayments. We are where we are expected to be and in a
strong position.
FIRE Nothing to report.
POLICE Police Captain Gary McMullin reported that the report is about the
same as last month. Questions were answered regarding the
police academy and programs for new officers. The Board also
requested a trending map showing incident locations.
PUBLIC WORKS Public Works Director Tom Wooddell reported that they have a
new truck online, two more new trucks almost ready for service,
we have plenty of salt, manpower, and good equipment. We are
ready for the weather. Trash will be delayed to Saturday because
of the Thanksgiving Holiday.
Community Development Director explained that the Animal
Control Officer has been working diligently on the deer control
within the city limits and has taken 28 deer to date. He field
dresses them, takes them to be processed and the meat is being
donated to Mimi's Pantry on Vivion Road.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose reported that she attended the Awards of Valor
at Argosy Casino last Thursday, it was a wonderful event, with
such inspiring stories. The Northland Regional Chamber will be
having their Open House in their new location in Briarcliff,
November 29th from 5-7 p.m. The luncheon we attended today
helps you realize there is so much we have to be thankful for in
the Northland. Take a moment and reflect on what you have to be
thankful for and I wish everyone a very happy Thanksgiving!
BOARD OF ALDERMEN Alderman Draut — Be safe if you are traveling, enjoy family, this is
my favorite holiday. Enjoy each day because you never know
what changes may come tomorrow.

Alderman Crockrell — The Awards of Valor was very emotional
and meaningful, then to finish it with the luncheon and the police
dog today. it has been a week of appreciation and very much
enjoyed.
Alderman Milner — I am very excited to see the lady that was
appointed to the Planning & Zoning this evening. It is great to see
that enthusiasm. I hope everyone has a happy and safe
Thanksgiving Holiday. I am grateful for all of you.
Alderman Palma — Happy Thanksgiving everyone. We are
blessed to live in such a great country. We have so much to be
thankful for, especially if you look beyond the borders of our own
country. Everyone have safe travels and wonderful Thanksgiving
with family and friends.
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:29 p.m.,
second by Alderman Palma.
