BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Board approves the purchase of a Fire Rescue Aerial Platform (Ladder) Truck from Rosenbauer USA through its dealer Sentinel Emergency for a price not to exceed $1,961,088, all in accordance with the Proposal dated November 03, 2023 pursuant to the H- GAC Cooperative Purchase program. Furthermore, pursuant to City Code Section 135.070.B, finds this purchase to be in the best interest of the City. With your cooperation,changes can be kept to a minimum which means we will be able to reduce lead times,increase production and maintain costs which will benefit all of us. Our objective is accurate,high quality and on-time deliveries exceeding our customer expectations. Changes any time after the order is received may delay the quoted delivery date. Significate design or component changes will have the largest impact on the schedule and quoted delivery date.Changes that occur later in the process will also have the largest impact on the schedule and quoted delivery date. City of Riverside Resolution Overview Agenda Date: December 19, 2023 BACKGROUND: The Fiscal Year 2026 and 2027 budgets anticipate the purchase of a new Platform ladder truck (Quint)to replace the 2000 Ladder Truck Quint. Staff is recommending the purchase of a King Cobra Platform ladder truck using the HGAC contract from Rosenbauer USA through their dealer Sentinel for a price not to exceed $1,961,088.00. The contract price provides a discount of$65,000 for allowing our dealer to use it in their region only (MO, IL and IN) as a demo unit for up to 6 months or 20,000 miles after completion. Final payment will not be due until after this demo period. Staff would also recommend taking advantage of additional options to save$31,301 by making payments as major construction milestones are achieved. Similar to the pumper set for delivery in the coming months, payments made upon completion and acceptance of the cab and chassis and the ladder (aerial) portion of the unit will help reduce the above-listed contract price. These in-progress payments would be$509,902 and $600,000 for the chassis and ladder respectively. This request is being brought forward now to avoid a January 1 price increase across the Rosenbauer catalog. The planned increase would add $120,000 to the price of the truck under consideration. Additionally, new emissions standards have the potential to further increase pricing as we move through 2024. The FY2024 budget anticipated $1.5M for this purchase in Fiscal Years 2026 and 2027. This purchase would be over that future allocation budget by$461,088. Delivery to the City will be in July 2026, the start of FY27. As we have been seeing with other purchases, inflation is causing major impacts to project costs in terms of vendor operating costs and materials pricing. Ordering now locks in pricing against future increases. Two additional items • This truck will have the same pump control system as the new pumper. This system provides better safety for the operators on the scene as they can operate from either side of the truck, getting them out of the lane of traffic and putting them on the side of the incident so they monitor crew needs. The system also doubles the pump warranty from five years up to ten. By having uniform pump systems on both of our frontline suppression trucks, the training environment is dramatically simplified for the future. . • The proposed platform aerial will provide capabilities beyond what we have today when it comes to fire fighting and rescue operations. The platform allows us the capability to operate the unit with one person controlling it. We also will have the capability to reach the top of the Argosy Casino hotel, over CITY OF RIVERSI MISSOURI Upstream from ordinary. the top of the walls of our buildings in Horizons and make water rescues from a canal or pond without putting one of our firefighters in the water.
