AN ORDINANCE APPROVING A PRELIMINARY AND FINAL DEVELOPMENT PLAN
FOR LAND GENERALLY LOCATED SOUTH OF NW 39TH STREET, WEST OF NW
HORIZONS PARKWAY, NORTH OF INTERSTATE 635, AND EAST OF THE
RIVERSIDE QUINDARO BEND LEVEE, RIVERSIDE, MISSOURI, IN ACCORDANCE
WITH THE UNIFIED DEVELOPMENT ORDINANCE OF THE CITY OF RIVERSIDE
WHEREAS, Application No. PC23-13 was submitted to the City by LiveNation
Worldwide, Inc. for approval of a Preliminay and Final Development Plan for
construction of an amphitheater and associated structures ("Development Plan") located
on an approximately 161 acre tract of land at on the west side of NW Horizons Parkway,
Riverside, Missouri;
WHEREAS, the Planning Commission held a meeting on December 14, 2023 to
consider said application and recommended that the Development Plan be approved;
and
WHEREAS, the Board of Aldermen find it to be in the best interests of the City in order
to further the objectives of entertainment, retail and economic development of the City,
as well as in furtherance of the objective to protect the health, safety, and welfare of the
businesses and citizens of the City, to approve the Development Plan as set forth
herein.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1 — BEST INTEREST OF THE CITY TO APPROVE DEVELOPMENT PLAN.
It is in the best interests of the City in order to further the objectives of entertainment,
retail and economic development of the City, as well as in furtherance of the objective to
protect the health, safety, and welfare of the businesses and citizens of the City, to
approve the Development Plan, attached hereto as Exhibit A and incorporated herein,
for development of property generally located west of NW Horizons Parkway and south
of NW 39th Street, north of Interstate 635 and eat of the Riverside Quindaro Bend
Levee, Riverside, Missouri, and legally described in Exhibit B and such Development
Plan is hereby approved, subject to the conditions provided herein, to allow for the
construction of an amphitheater associated structures and according to such plan.
SECTION 2 — CONDITIONS OF APPROVAL. The following conditions of approval
shall apply with regard to the Development Plan approved for development of the
property:
1.The applicant will work with staff to provide a master sign plan for the
development.

2. That the developer shall ensure that all parking surfaces comply with
Section 400.500.K.1 of the Riverside Municipal Code.
SECTION 3 — AUTHORITY GRANTED. The Mayor, the City Administrator, and other
appropriate City officials are hereby authorized to take any and all actions as may be
deemed necessary or convenient to carry out and comply with the intent of this
ordinance to execute and deliver for and on behalf of the City all certificates,
instruments, agreements and other documents, as may be necessary or convenient to
perform all matters herein authorized.
SECTION 4 — EFFECTIVE DATE. This ordinance shall be in full force and effect from
and after the date of its passage and approval.
BE IT REMEMBERED that the above was read two times by heading only, PASSED
AND APPROVED by a majority of the Board of Aldermen and APPROVED by the
Mayor of the City of Riverside, Missouri, this 1911h day of December, 2023.
