Minutes of Regular Mceting
Board of Aldermen of City of Riverside, Missouri
March 21, 2000
A regular mceting of the Board of Aldermen of the City of Riverside, Missouri was held in
the City Hall of Riverside, Missouri on March 21, 2000.
Those in attendance were Mayor Ed Rule, Aldermen Ron Super, Pamela Darata, Brenda
Teters, Betty Bureh, Ceorge Flaws and Ray Beard.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk and Chief
Wylie Simpson.
Minutes, Mareh 7, 2000 Alderman Flaws moved that the minutes of March 7, 2000 be
Approved approved, seconded by Alderman Burch, the vote was:
Aye: Aldermen Burch, Beard, Teters, Super, Flaws and Darata.
Motion carries.
Comments by Visitors Ed I{amler, 1124 NE 40"' Place, Kansas City, Mo. and President
of the North Kansas City Baseball Association requested usage of the
ball field at Riverfront Park on Monday and Wednesday evenings.
The board stated organized sports are not allowed.
Kenneth Whittlessey, 5010 NW High Drive, Riverside, Mo.
requested his driveway be widened. Ann Daniels, City
Administrator wlll research the previous minutes concerning this
matter and advise the board at the neat mceting. The City Engincer
will investigate if a rail can be installed on the rock wall in front of
Mr. Whittlessey's house on South Drive.
Steve Montague, 4824 NW Gateway, Riverside, Mo. spoke with the
board regarding the air conditioners on the City's right of way.
Approval for Steve Alderman Burch moved to have Steve Montague appear
Montague to appear before the Board of Zoning Adjustment for a variance regarding the
before the Board of air conditioners at 4824 NW Gateway, seconded by Alderman
Zoning Adjustment Beard, We vote was:
Aye: Aldermen Darata, Beard, Burch, Teters, Flaws and Super.
Motion carries.
Public Safety Comments Chief Wylie Simpson stated Jack Minor returned to work on Friday,
March 17'".
City Administrator Ann asked the Board if they still wanted to change the date of the
next board meeting from April 4"' to April 11"' and they agreed.
No tires will be accepted this year at fall clean up.
Ann stated receiving the Missouri Alliance for Problem Gamblers
Annual Report.
Ann will check with the City Engineer on changing the color of iron
rail fencing on rock walls.
Bill No. 2000-34 Alderman Beard moved to place Bill No. 2000-34 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed
therein, seconded by Alderman Beard, the vote was:
Aye: Aldermen Teters, Super, Flaws, Darata, Burch and Beard.
Motion carries.
Ordinance No. 2000-34 Alderman Flaws moved to place Bill No. 2000-34 on its second
Approved reading, and upon passage of same become Ordinance No. 2000-34,
seconded by Alderman Teters, the vote was:
Aye: Aldermen Super, Flaws, Darata, Burch, Beard and Teters.
Motion carries.
Bill No. 2000-35 Alderman Flaws moved to place Bill No. 2000-35 on its first reading
Authorizing the hiring authorizing the City of Riverside, Missouri, to employ David S.
of David S. Fields as a Fields as s full time Public Safety Officer in the Department of
Public Safety Public Safety, setting a salary and atart date for same, seconded by
Alderman Beard,

Ordinance No. 2000-35 Alderman Beard moved to place Bill No. 2000-35 on its second
Approved reading, and upon passage of same become Ordinance No. 2000-35,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Burch, Super, Beard, Flaws and Burch.
Motion carries.
Bill No. 2000-36 Alderman Darata moved to place Bill No. 2000-36 on its first
Authorizing the hiring of reading, said Bill authorizing the City of Riverside,
Derek Smith as a Public Missouri, to employ Derek Smith as a full time Public Safety Officer
Safety Officer in the Department of Public Safety, setting a salary and start date
for same, seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Burch, Beard, Teters, Super and Flaws.
Motion carries.
Ordinance No. 2000-36 Alderman Beard moved to place Bill No. 2000-36 on its second
Approved reading, and upon passage of same become Ordinance No. 2000-36,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Burch, Beard, Darata, Super, Flaws and Teters.
Motion carries.
Bill No. 2000-37 Alderman Beard moved to place Bill No. 2000-37 on its first reading,
Approving the City's said Bill approving the City's payment request from the
payment request from special allocation fund in connection with L-385 Levee
the special allocations redevelopment plan reimbursable project costs and authorizing
fund in comnection action related thereto, seconded by Alderman Teters, the vote was:
with the L-385 Levee plan
Aye: Aldermen Beard, Darata, Super, Flaws, Teters and Burch.
Motion carries.
Ordinance No. 2000-37 Alderman Flaws moved to place Bill No. 2000-37 on its second
Approved reading, and upon passage of same become Ordinance no. 2000-37,
seconded by Alderman Beard, the vote was:
Aye: Aldermen Darata, Super, Flaws, Teters, Burch and Beard.
Motion carries.
General Discussion Alderman Burch mentioned she received three (3) census forms in
the mail, as Gave some other residents. Alderman Burch suggested
having a Census Bureau representative to visit the City of Riverside
and prove to the City it will get all monies that it's supposed to
receive. Ann commented, she had talked to someone at the Census
Bureau and tl-e first count is temporary. They will send information
to We City to review the count and corrections will be made, if
necessary.
