HomeMy WebLinkAbout2000-04-11Minutes of Regular Meeting Board of Aldermen of City of Riverside, Missouri April 11, 2000 A regular meeting of the Board of Aldermen of tt-e City of Riverside, Missouri was held in the City Hall of Riverside, M~souri on April i 1, 2000. Those in attendance were Mayor Ed Rule, Aldermen Ron Super, Pamela Dara/a, Ray Beard, Betty Burch and George Flaws. Alderman Brenda Teters, absent. Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk and Chief Wylie Simpson. Minutes, March 21, 2000 Alderman Beard moved that the minutes of March 21, 2000 be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen Beard, Super, Flaws, Darata and Burch. Absent: Alderman Teters. Motion carries. Comments by Visitors Phillip Brenner, 3202 NW Cerrito, Riverside, Mo. and Becky Ricker, 7120 Hidden Hills Dr., Smithville, Mo. spoke to the board regarding Riverview Street. Property owner, adjacent to the street, bas placed concrete barriers blocking the street. Mayor Role suggested the City Administrator have the City Attorney investigate to determine if this is a platted street or private drive. Cory Sweet, 5716 N. Madison, Kansas City, Mo. 64118 made a request to rent the Amphitheater at the E.H. Young Riverfront Park June 10"' for a rock concert and sell items. Mayor Rule suggested that Tim Golden, who is with the band and initiated We request, come to the next meeting to explain precisely what they are intending to sell at the Park. Mr. Sweet didn't lmow anything about the request for vendors. Approval for Woodbridge Alderman $urch moved to approve the request from Charlotte Hill Corporation to have alcohol with Woodbridge Corporation, SSSNW Platte Valley Rd., Riverside, and various other activities Mo. for alcohol (2 kegs of beer) to be served, have a moonwalk a and equipment at the River- tent with tables, a caterer, smoker and a dumpster at the E.H. Young front Park July 8"'. Riverfront Park on July 8, 2000 for the company's picnic, seconded by Alderman Beard, the vote was: Aye: Aldermen Beard, Super, Flaws, Darata and Burch. Absent: Alderman Teters. Motion carries. City Administrator Report Ann reported the sewer line at the east end of City Hall bas collapsed and is in the process of being repaired. Street swceping is in progress. Municipal Court Report The Municipal Court Report was presented for March. Damon Purcell, Contractor gave an estimate on painting the rock wall railings on High Drive being nearly 1,000 fcet of railing for $3,100. First, the fencing must be finished. The railing project will be advertised for bids. The replacement of survey stakes bas bcen completed. on NW 32"" Street. MARC estimated the cost for flyover (aerial) maps is between $12-13,000 and if the City is interested, MARC must Imow before April 13"'. The Board doesn't want this done at this time. Resolution for signatures Alderman Super moved that the Farmers Exchange Bank Certificate on bank acrnunts of Resolution for signatures on the City's bank accounts be Approved approved, seconded by Alderman Flaws, the vote was: Aye: Aldermen Super, Darata, Beard, Burch and Flaws. Absent: Alderman Teters. Motion carries. Bill No. 2000-38 Alderman Flaws moved to place BiR No. 2000-38 on its first reading, Payment of Bills said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Burch, the vote was: Aye: Aldermen Super, Flaws, Darata, Burch and Beard. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-38 Alderman Super moved to place Bill No. 2000-38 on its second Approved reading, and upon passage of same become Ordinance No. 2000-38, seconded by Alderman Flaws, the vote was: Aye: Aldermen Super, Flaws, Darata, Burcb and Beard Absent: Alderman Teters. Motion carries. Bill No. 2000-39 Extending the temporary Moratorium on submission of rezoning applications & certain bldg. permits under the L-38S etal... Alderman Beard moved to place Bill No. 2000-39 on its first reading, said Bill extending the temporary moratorium on the submissfon and consideration of rezoning applications and certain building permit and development applications within the L-38S Levee Re- development Plan, seconded by Alderman Super, the vote was: Aye: Aldermen Flaws, Darata, Burch, Beard and Super. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-39 Alderman Super moved to place Bill No. 2000-39 on its second Approved reading, and upon passage of same become Ordinance No. 2000-39, seconded by Alderman Beard, the vote was: Aye: Aldermen Darata, Burch, Beard, Super and Flaws. Absent: Alderman Teters. Bill No. 2000-40 Placing a moratorium on the submission & consider- ation of applications for franchises & uses of the City's right of-ways Alderman Beard moved to place Bill No. 2000-40 on ifs fast reading, said Bill placing a temporary moratorium on the submission and consideration of applications for franchises and uses of the City's right of-ways, seconded by Alderman Darala, the vote was: Aye: Aldermen Burch, Beard, Super, Flaws and Darata. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-40 Alderman Beard moved to place Bill No. 2000-4(1 on its second Approved reading, and upon passage of same become Ordinance No. 2000-40, seconded by Alderman Darata, the vote was: Aye: Aldermen Burch, Beard, Super, Flaws and Darata. Absent: Alderman Teters. Motion carries. Bill No. 2000-41 Alderman Super moved to place Bill No. 2000-41 on its first reading, Ratifying We acceptance said Bill ratifying the acceptance of bids on $1,636,369.80, seconded of bids on $1,636,369.80 by Alderman Darata, the vote was: Aye: Aldermen Super, Flaws, Darata, Burch and Beard. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-41 Alderman Burch moved to place Bill No. 2000-41 on its second Approved reading, and upon passage of same become Ordinance No. 2000-41, seconded by Alderman Beard, the vote was: Aye: Alderman Super, Flaws, Darata, Burch and Beard. Absent: Alderman Teters. Motion carries. The Certification for the Municipal Election held on April 4, 2000 was read. Bill No. 2000-42 Alderman Beard moved to place Bill No. 2000-42 on its first reading, Ratifying the certifieation said Bill Ratifying the Certification of the Municipal Election held on of the election held on Apri14, 2000, seconded by Alderman Darsta, the vote was: April 4s'. Aye: Aldermen Flaws, Darata, Burch, Beard and Super. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-42 Alderman Super moved to place Bill No. 2000-42 on its second Approved reading, and upon passage of same become Ordinance No. 2000-42, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Super, Flaws, Darata and Burch. Absent: Alderman Teters. Motion carries. Swearing in, newly Louise Rusick, City Clerk swore in the newly elected officials. elected officials Mayor, Betty Burch, Alderman, Ward I, George Flaws, Alderman, Ward II, Andrew Morse and Alderman, Ward III, Rochelle Legaard. A reception followed. Bill No. 2000-43 Alderman Darata moved to place Bill No. 2000-43 on its first Ratifying the Mayor's reading, said Bill ratifying the appointment of Bill Bright as appointment of Bill Bright City Treasurer for the City of Riverside, Mo. and setting the as City Treasurer remuneration for the position, seconded by Alderman Super, the vote was: Aye: Aldermen Super, Flaws, Darata, Burch and Beard. Absent: Alderman Teters. Motion carries. Ordinance No. 2000-43 Alderman Flaws moved to place Bill No. 2000-43 on it second Approved reading, and upon passage of same become Ordinance No. 2000-43, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Flaws, Darata, Burch and Beard. Absent: Alderman Teters. Motion carries. Selection of Mayor Pro Tem, Alderman Darats nominated Ron Super as Mayor Pro Tem for Ron Super the coming year, seconded by Alderman Morse, the vote was: Aye: Aldermen Flaws, Darata, Morse, Beard and Legaard. Abstain: Alderman Super. Motion carries. Adjournment at 8:40 p.m. Alderman Flaws moved to adjourn, seconded by Alderman Darata, the vote was: Aye: Aldermen Super, Legaard, Beard, Darata, Morse and Flaws.
