REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 2, 2023
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 2,
2023.
Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, Rob Milner, and
Steve Palma.
Also present were City Administrator Brian Koral, Police Chief Chris Skinrood, City Clerk Robin
Kincaid, HR Manager Amy Strough, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:04 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Beck.
Yes: Cockrell, Beck, Palma, Draut, Cretsinger, and Milner.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Cretsinger moved at 6:57 p.m. to adjourn closed
CLOSED @ 6:57 P.M. session with action taken, second by Alderman Draut.
Yes: Cretsinger, Draut, Milner, Palma, Cockrell, and Beck.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:03 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan
Cretsinger, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Finance
Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.

CONSENT AGENDA Alderman Beck moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Beck, Cockrell, Cretsinger, Milner, Draut, and Palma.
Motion carried 6-0.
MINUTES OF 12-19-2023 Alderman Beck moved to approve the minutes of the December
19, 2023 meeting, second by Alderman Cockrell.
Yes: Beck, Cockrell, Cretsinger, Milner, Draut, and Palma.
Motion carried 6-0.
RESOLUTION 2024-001 Alderman Beck moved to approve Resolution 2024-001
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2023-2024 weeks ending
December 22nd and December 29th in the amount of$226,912.86,
second by Alderman Cockrell.
Yes: Beck, Cockrell, Cretsinger, Milner, Draut, and Palma.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2024-001 City Clerk Robin Kincaid gave first reading of Bill No. 2024-001.
Northmoor MOU Termination Alderman Cretsinger moved to accept first reading and place Bill
2024-001 on second and final reading, second by Alderman
Palma.
Yes: Cretsinger, Palma, Beck, Milner, Draut, and Cockrell.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-001.
Alderman Milner moved to approve Bill 2024-001 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Milner, Cockrell, Cretsinger, Palma, Draut, and Beck.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared the Upstream Story
congratulating Sergeant Paul Campbell of the Riverside Police
Department graduating from the University of Kansas Public
Management Center's Certified Public Manager Program. He
participated in the CPM Law Enforcement Leadership Academy
Command School that is a 300-hour course taking one year to
complete and is one of the first police management professionals
from the State of Missouri to attend this prestigious academy.

COMMUNITY DEVELOPMENT No report.
ENGINEERING Capital Projects / Parks Manager Noel Challis Bennnion reviewed
the current Park Shelter Rental Policy with updated options for the
Board to consider. She showed current policies of nearby cities
regarding rentals deposits and alcohol use. We also want to move
to an online reservation process. Following discussion the Board
agreed to the online process, removing the deposit policy, and
continue the no alcohol allowance in the park and shelters with an

exception for commercial and non-profits, if they follow the proper
guidelines.

LEVEE BOARD No report.
MAYOR'S DISCUSSION Mayor Kathy Rose wished everyone a Happy New Year!
BOARD OF ALDERMEN Alderman Cretsinger— Happy New Year everyone. There was an
eleventh hour decision for me not to run for re-election and
complete my third term. I have had several absences throughout
the last year. I thoroughly enjoy the position and when I am able to
attend the meetings, but it has been difficult with my work
schedule. There was someone very interested and connected to
our City, Staci Bundy that has signed up.
Alderman Beck— Nothing to report.
Alderman Palma — Happy New Year everyone.
Alderman Milner— Happy New Year and I do ask that you all
please keep praying for my Mom and her cancer diagnosis.
Alderman Cockrell — Nothing to report.
Alderman Draut— Nothing to report.
MOTION TO ADJOURN Alderman Draut moved to adjourn the meeting at 7:19 p.m.,
second by Alderman Cretsinger.
Yes: Draut,'Cretsinger, Palma, Milner, Beck, and Cockrell.
