RESOLUTION NO. R-2024-007 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION OUTREACH GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND RECREATION QUARTER-CENT SALES TAX WHEREAS, the County of Platte and the City of Riverside deem it a high priority to improve quality of life for all citizens through parks and recreation programs,and WHEREAS, the County Commission of the County of Platte seeks to support local parks and recreation efforts, create effective partnerships, and increase the level of cooperation between County government and cities, schools,and non-profit community service organizations within the county,and WHEREAS, the citizens of Platte County on August 4, 2020 approved a renewal of the dedicated quarter-cent sales tax for parks,recreation, and stormwater control for a period of ten(10)years, and WHEREAS, the County Commission of the County of Platte has developed the Parks and Recreation Outreach Grant Program, funded by the citizen approved quarter-cent county-wide sales tax,and WHEREAS, the City of Riverside wishes to make application to the County for consideration of the attached and completed Outreach Grant Program Application for the Renner Brenner Skatepark,and WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines and requirements of said Outreach Grant Program if such application shall be funded by the County Commission, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the attached application is respectfully submitted for consideration by the County Commission. Describe the need for the project, the increased recreational value it will provide, and why Outreach Grant funds are needed. 1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a statement identifying the needs to be addressed by your project and how your project will satisfy those needs. Identify the parties responsible for project completion. The Renner Brenner Skatepark was installed in 2006 and has been well-loved and used. The ramps and other features are at the end of their useful life. The City hired a skatepark designer to create a new plan for the park based on citizen input, including a skatepark committee, an online survey, focus groups and an open house meeting at the skatepark. This provided helpful insight into the preferred design from people of all ages and abilities. The City also partnered with Wildflower Wellness in fall 2023, who hosted "Grind for the Blind" at the skatepark. Anthony Ferraro, a blind skateboarder, came to the park, met with visually impaired kids who skate and are learning to skate, and the kids were given one-on-one coaching on skateboarding skills. The citizen input and partnership with Wildflower Wellness (501(c)3) has inspired us to create the first skatepark in the United States that is inclusive for visually and hearing impaired individuals. The design will be created in a way that is inclusive for skaters of all abilities from beginners to experienced. Most of the features will be constructed of concrete for durability and reduced maintenance. Other amenities that skaters requested such as lighting, shade, and a seating areas are included. One of the most important features for visually impaired skaters will be a tactile map donated by Wildflower Wellness. The City will issue bids and hire a qualified contractor to construct the skatepark. 2. MASTER PLAN CORRELATION: How does the project relate to community priorities, your comprehensive or master plan and the County's Park System Master Plan? The City is committed to providing outdoor recreation opportunities for our citizens. Riverside's Comprehensive Master Plan from 2006 showed the need for an improved park system. In 2018, the City conducted an ETC Survey of residents. Residents listed quality of city parks as one of the three priority areas for City focus. The skatepark at Renner Brenner Park is in need of quality improvements. During the skatepark input opportunities, we met with many skaters who learned to skate at Renner Brenner Park, have been coming to the park for years, and are excited about proposed improvements. The County Parks Master Plan (CPMP) lists 4 categories of funding. The skatepark project aligns with "Category 4 - Funding to respond to new trends and visions." Listed in this category are extreme sports such as skateparks. The Riverside skatepark also aligns with the goal of this category to be implemented by partnership with the majority of funding and project management coming from a partner other than the County. Providing Safe Recreation Places for Children is one of the three Guiding Principles of the CPMP. One of the goals under this principle is to collaborate with community partners to enhance a diverse network of opportunities for Platte County youth. This skatepark is currently one of three in Platte County and will be the only one tailored to users of all ages and abilities. Page 2 of 10 3. OPERATION & MAINTENANCE: Identify the responsible agency and source of funding that will support the operation and maintenance of the project/equipment once it is complete. (Land acquisition projects shall be dedicated to public use in perpetuity; development projects will be for the life of the proposed facility). The City of Riverside is currently responsible for maintaining the skatepark and will continue to maintain the new improvements. The Public Works Department consistently maintains Riverside's parks to provide a safe recreation environment. Maintenance funds will be from the City infrastructure maintenance fund under the Public Works Department. Wildflower Wellness has committed to maintain the tactile map and any other access features included in the park. 4. TIMELINE: Describe the time frame in which you plan to implement and complete your project. Identify what activities will occur chronologically and by project phase. If grant request is for one phase of a multi-year project. describe the scope and cost of the entire project. May 2024 - Request and receive bids for skatepark construction. June - August 2024 - Construct the skatepark. September 2024 - Wildflower Wellness to install tactile map. October 2024 - Project complete. grand opening of skatepark. **Throughout construction, we will update citizens on progress via social media and our newsletter. 5. FEASIBILITY AND IMPACT: Briefly describe the history of your organization's involvement in parks and recreation programs. Describe who will benefit from this project. Describe how you arrived at your estimate for how many users the project will serve. Riverside has been improving parks and trails since the late 1970s. We started with Homestead Park and have since expanded the park system to include over 60 acres of park land and 13.5 miles of trail. We continue to enhance our parks and trails through priority projects that fit our Comprehensive Plan and meet citizen needs. The Renner Brenner Skatepark is designed to be inclusive for all ages and abilities. The survey conducted during skatepark planning had 151 responses from active skaters. The "Grind for the Blind" event had 25 participants. If the survey respondents use the skatepark once a week, that would be 7,852 uses. Visually impaired skaters and their coaches at one visit per week would be 2,600 uses. This is a conservative estimate of about 10,500 uses and will likely be significantly more. Page 3 of 10 6. PARTNERSHIP INVOLVEMENT: Describe the partnerships established between local government, private citizens, community organizations, and/or the business community to plan and complete the proposed project and the role of each entity. The City of Riverside will be responsible for constructing the project through a selected contractor. Partners on the project design include members of the skatepark committee (a skate shop owner and skate enthusiasts), lifetime skaters of Renner Brenner Park, and many citizens. The Riverside Park Board, made up of Riverside citizens is supportive of this project. Wildflower Wellness (see attached support letter), has committed to working with Riverside to provide features that will make this skatepark inclusive for skaters of all ages and abilities. They will also continue to activate the park by hosting events and coaching sessions for visual and hearing-impaired skaters. 7. MATCHING CONTRIBUTIONS: Identify the matching contributions for the proposed project. Describe the contributions in terms of type, quantity and/or value, and source. (land contributions must be specific to the proposed project and only for the area needed to complete the project in order to be considered). The City of Riverside will be the main source of matching funds for project construction. Wildflower Wellness will provide the tactile map and other items to make the park truly inclusive. Outreach Grant Money Request: The amount requested from the County for the purpose of reimbursing project costs. Sponsors will be required to submit invoices or receipts for items listed in this category before reimbursement. The County cannot reimburse a project sponsor for more than the amount requested for each expense item. 3. Dollar Value of Applicant Match: Sponsor contributions to the project.
