HomeMy WebLinkAbout2024-01-16 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, January 16, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 16, 2024. Mayor Rose called the meeting to order at 6:32 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, and Rob Milner (arrived at 6:34 p.m.). Alderman Steve Palma was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris Skinrood, HR Manager Amy Strough, Community Development Director Mike Duffy, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant to CLOSED @ 6:32 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, and Cretsinger. Motion carried 4-0. MOTION TO ADJOURN Alderman Draut moved at 6:58 p.m. to adjourn closed session CLOSED @ 6:58 P.M. with action taken, second by Alderman Cretsinger. Yes: Draut, Cretsinger, Milner, Cockrell, and Beck. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, and Rob Milner. Alderman Steve Palma was absent. Also present were City Administrator Brian Korai, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Capital Projects /Parks Manager Noel Challis Bennion, Finance Director Erika Benitez, Firefighter Adam Ellis, IT Manager Jason Ketter, and City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. MINUTES OF 01-02-2024 Alderman Beck moved to approve the minutes of the January 2, 2024, meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. COURT REPORT Alderman Beck moved to approve the court report for the month of December 2023, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. RESOLUTION 2024-002 Alderman Beck moved to approve Resolution 2024-002 Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for weeks ending January 5th and January 12th in the amount of $990,761.35, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. RESOLUTION 2024-003 Alderman Beck moved to approve Resolution 2024-003 Embassy Landscape Contract for the third-year renewal of the 2021 City Landscape Project and approving the agreement between the City and Embassy Landscape Group, Inc for such project, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. RESOLUTION 2024-004 Alderman Beck moved to approve Resolution 2024-004 approving Private Function Rental Policy the amendment and implementation of a revised private function rental policy for City owned facilities, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. RESOLUTION 2024-005 Alderman Beck moved to approve Resolution 2024-005 approving Signifi-Kenton Agreement an agreement with Signifi Solutions, Inc., and Kenton Brothers Police Lockers Locksmiths, Incorporated, relating to Police Department Lockers, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. 2 RESOLUTION 2024-006 Alderman Beck moved to approve Resolution 2024-006 approving an invoice from the Missouri Home Dock Cities Association regarding dues for lobbyist and marketing services, second by Alderman Cockrell. Yes: Beck, Cockrell, Draut, Milner, and Cretsinger. Motion carried 5-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose announced that the public hearing was pulled from the agenda. BILL NO. 2024-002 City Clerk Robin Kincaid gave first reading of Bill No. 2024-002. Tourism Fund-House Sunday City Administrator Brian Koral explained that this ordinance and the next are requests for tourism funds. The first request is for $65,000 to House Sunday-April Roberson for management services and budget for the Carved Event. This was managed by the Chamber of Commerce but with recent staffing changes, this will be handled as a stand-alone event. The agreement includes a mechanism for unused funds to be returned to the Tourism Fund. The second ordinance is for tourism funds in the amount of $75,000, to be paid through a memorandum of understanding as a tourism service provider to bring projects and tourism to the City. Alderman Milner moved to accept first reading and place Bill 2024-002 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Cretsinger, Draut, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-002. Alderman Milner moved to approve Bill 2024-002 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner, Beck, Cockrell, Cretsinger, and Draut. Motion carried 5-0. BILL NO. 2024-003 City Clerk Robin Kincaid gave first reading of Bill No. 2024-003. Tourism Fund-Chamber Agmnt Alderman Beck moved to accept first reading and place Bill 2024-003 on second and final reading, second by Alderman Draut. Yes: Beck, Draut, Milner, Cockrell, and Cretsinger. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-003. Alderman Draut moved to approve Bill 2024-003 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Cretsinger, Milner, and Beck. Motion carried 5-0. RESOLUTION 2024-007 Capital Projects/Parks Manager Noel Challis Bennion stated that Outreach Grant-Skatepark this year staff submit two applications this year, one for funding to help with the skatepark upgrade and the other one for the 9 Hwy Connector Trail for the area from Northwood Road to Horizons Parkway. 3 Alderman Beck moved to approve Resolution 2024-007 approving and endorsing application to the Platte County Commission for funding under the Parks and Recreation Outreach Grant Program, funded by the County-Wide dedicated Parks and Recreation quarter-cent sales tax, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Milner, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2024-008 Alderman Beck moved to approve Resolution 2024-008 Platte Co. Outreach Grant approving and endorsing application to the Platte County Commission for funding under the Parks and Recreation Outreach Grant Program, funded by the county-wide dedicated Parks and Recreation Quarter-Cent Sales Tax, second by Alderman Draut. Yes: Beck, Draut, Cockrell, Milner, and Cretsinger. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral began by reminding the Board of the many grants funded to benefit and help with City projects. All due to Capital Projects/ Parks Manager Noel Challis Bennion's diligent efforts filling out the detailed applications and her work is appreciated. We also want to reiterate what we all know, this time of year, the great work of our Public Works Crew. They have worked very hard the last several days taking care of our roads and city parking lots, keeping folks safe. That goes along with our Police and Fire Departments doing the great work they do as well, keeping us safe. They are ready to serve, ready to respond, and work together to keep our residents safe. The Upstream Story is an email received from APHIS-USDA-Wildlife Services thanking Animal Control Officer Shane Moore for his impressive work to help control our deer population, putting in hours of work, and all being very impressive and well done. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated that Officer Moore took care of 52 deer, with the majority of them going to the North Oak Meat Company for processing and over 1,000 pounds of processed meat has been taken to MiMi's Pantry to be dispersed to those in need. We received the draft of the Comprehensive Plan and will spend the next couple of weeks reviewing the document, then it will go to the Steering Committee, and we hope to have it all complete in April. ENGINEERING Nothing to report. FINANCE Finance Director Erika Benitez shared a PowerPoint presentation showing that we are at 50% through the fiscal year and right on pace with the budget. Benitez explained some Revenue, Expenditure, and Investment details. FIRE Fire Chief Gordon Fowlston reviewed the 2023-year end reports and monthly reports that were included in the packet with the Board and answered questions from the Board. 4 POLICE Police Chief Chris Skinrood explained some of the numbers as he reviewed the monthly and annual reports that were in the packet. Questions were answered from the Board regarding arrests. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover commented that there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Kathy Rose stated that she is excited about things that are going on and coming to us. She then held up a blue baby t-shirt acknowledging that she is going to be Grandma to a new baby boy in June 2024. This cold weather has been a challenge and so many people have helped me personally and others. Our Fire and Police are doing a wonderful job. Today, a nonresident came to my home and commented on how clean the streets were in Riverside after having such weather! I thank all of you for all that you do for our City. BOARD OF ALDERMEN Alderman Beck—Thank you for the clean streets. Alderman Cretsinger— Nothing to report. Alderman Draut—Things can change quickly in life, be thankful for what you have. Be prepared and roll with the punches. Alderman Cockrell — Nothing this evening. Alderman Milner—Thank you all for the streets. There is nowhere else I have been and seen, that work be so consistently done, as in our city. Thank you for that. Mayor, I hope you are healing well.
