A RESOLUTION APPROVING TASK ORDER NUMBER 1 WITH STANTEC, INC.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Riverside Board of Aldermen hereby approves Task Order Number 1 by and
between the City of Riverside and Stantec, Inc., in substantially the form attached hereto, and
the Mayor is authorized to execute the Task Order Number 1 on behalf of the City; and
FURTHER THAT the Mayor, the City Administrator and other appropriate City officials
are hereby authorized to take any and all actions as may be deemed necessary or convenient
to carry out and comply with the intent of this Resolution and to execute and deliver for and on
behalf of the City all certificates, instruments, agreements and other documents, as may be
necessary or convenient to perform all matters herein authorized; and
FURTHER THAT this Resolution shall be in full force and effect from and after its
passage and approval.

Task Order Number 1
For Architectural/Engineering Services
This Task Order is entered into as of the 6th day of February, 2024 (the"Effective Date"),
by and between Stantec, Inc., a New York corporation having an office at 7208 W 80th St, Suite
201, Overland Park, KS 66204 (the "Consultant") and the City of Riverside, Missouri, a
Missouri municipal corporation(the"City").
WHEREAS, the City has engaged Consultant to provide landscape architecture /
engineering services pursuant to the Agreement for Landscape architecture/engineering services
dated February 6, 2024 pursuant to which the City may task the Consultant to provide additional
professional landscape architecture / engineering services on a project-specific basis by
acknowledging a separate Task Order.
NOW, THEREFORE, in consideration of the promises and mutual covenants between the
parties and for other good and valuable consideration the receipt of which is acknowledged by
the parties,they agree as follows:
1. Incorporation of Base Agreement. This Task Order is subject to all terms and conditions
contained in the Agreement for Landscape architecture/engineering services dated February
6, 2024,that are not inconsistent with the specific terms contained herein, and the Agreement
for Landscape architecture/engineering services dated February 6, 2024, between the parties
is incorporated herein as if set forth in full by this reference.
2. Scope of Services. The Scope of Services pursuant to this Task Order are as contained in
Exhibit A.
3. Term. Consultant shall begin work pursuant to this Task Order No. 1 upon its Effective
Date and shall continue until the EH Young Master Plan Update 227-024 ("Project") Task Order
1 is completed.
4. Compensation. Unless compensation is set forth in this Task Order, compensation shall
be as provided in the Agreement for Landscape architecture / engineering services dated
February 6,2024, between the parties.
5. Project Schedule. See attached Exhibit A.

Thank you for selecting us to work in partnership with the city for the EH Young Park Master Plan
Update! We recognize the importance of a holistic approach to the design and scale of each
project. Our approach is a collaborative partnership with you that strives to complement the
context of the park while creating unique opportunities for outdoor placemaking, recreation, and
events implemented with resilient practices. We believe in experience-based design that not only
reveals and optimizes the essence of a place but exposes the inter-connectedness of that place
to the surrounding context.These "elective places" should inspire creativity, activity, thought,
reflection, pride, and engagement.
Please contact us if you have any questions about this proposal for the master plan update. We
included alternative visualization tools if deemed necessary to help support the master plan
update approval. We are happy to discuss this proposal further if you have any questions or

Master Plan Update
Phase 1 LISTEN AND LEARN
Review park data and analysis This task involves setting the project goals and objectives,
gathering and reviewing relevant data and information about the park such as reviewing the
previous master plan, perform a context overview of current and proposed uses adjacent to
the park, understand what existing infrastructure is available, observe conditions of site
features and amenities that have been built to date. Review the annual, seasonal, and
scheduled park programing events. Discuss what park operations and maintenance have
been implemented and what has been overlooked. Discuss the highest to lowest used
amenities and elements by park visitors in each season, as well as the parks current
environmental conditions and sustainable practices implemented and overlooked.
Kick-off meeting 8,Site Tour Establish project goals and objectives such as project schedule,
approval process, and initial programming. Discuss possible site features and desired passive
and recreational uses that are anticipated. Create a draft Stakeholder Group list and
coordinate public engagement outreach plan, facilitation, and schedule.

• The deliverables for this task to include an inventory and assessment plan, a site analysis
map, and a SWOT (strengths,weaknesses, opportunities, and threats) analysis for
programming, operations, maintenance, and sustainability. Stakeholder list, public
engagement outreach plan, and schedule.
Phase 2 BRAINSTORMING
Vision and concept development: This task involves refining the vision and concept for the future
of the park based on data collection and analysis, stakeholder input, and the public engagement
and outreach. The vision and concept should reflect the project goals and objectives, the park
user needs and preferences, and site opportunities and constraints.
• The deliverables for this task include a scaled concept plan with design narratives and
design visuals.
Public engagement and outreach:This task involves engaging and communicating with the park
users and stakeholders, such as the public, park staff, city officials, community groups, and other
agencies and adjacent businesses.The purpose of this task is to solicit input and feedback on the
existing conditions and desired uses, issues, and opportunities for the park, and to build consensus
and support for the project. The concept plan deliverables will be shared in an open house for
feedback.
• The deliverables for this task include an on-line survey questionnaire, a community open
house and a summary of public comments.
Phase 3 DREAM AND DRAW
Design and implementation strategy: This task involves creating a refined design and
implementation strategy for the updated park master plan based on the vision, input, and
approved concept.The design and implementation strategy will include the design elements,
design standards, operations and maintenance guidelines, sustainability and resiliency guidelines,
phasing, costs, possible funding sources, and timeline for the next phase of the project.
• The deliverables for this task include a draft design plan, a draft master plan outline, a high
level cost estimate, a funding plan, and a schedule.
Phase 4 DEFINE & REFINE
Final Master Plan: This task involves creating the final master plan update based on the vision,
input, and approved design plan. The final master plan will include the agreed upon design
elements, design standards, operations and maintenance guidelines, sustainability and resiliency
guidelines, phasing, costs, possible funding sources, and timeline for the next phase of the project.
• The deliverables for this task include the final master plan update drawings, (2) birds eye
aerials renderings of proposed improvements, and design visuals along with a public input
and steering committee summary, a high level cost estimate, a funding plan, and a
schedule.

The project timeframe is unchanged from what was submitted in the proposal. Meetings are
anticipated to be a combination of virtual and in-person as noted below.

Scope Notes and Assumptions for items NIC and Potential Additional Services:
• Note: Phase 5 (construction documents) identified in the proposal are not included in this
scope and shall be part of the next phase.
• Venue procurement, scheduling, and announcement/invitations shall be provided by City
of Riverside.
• Cost estimate provided for each phase will be very high level. A more detailed cost
estimate to be developed in bid document phase.
• Additional 3D renderings, perspectives, or 3D fly-through videos beyond what was
identified in the scope of services will be assessed reflective of the effort required to
complete the requested products.
• Meetings beyond those stated in scope of services such as Planning Commission, Board of
Aldermen, or Park Board meetings will be additional services.
• Meetings beyond quantities stated above negotiated per need &effort.
If Change Orders require additional design, additional services will be assessed reflective of the
effort required to design and detail new or revised elements added to the master plan update.
