A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was Geld in
the City HaU in Riverside, Missouri on May 16, 2000 at 7:30 p.ro.
Those in attendance were Mayor Betty Burch, Aldermen Ron Super, Andy Morse, Pam
Darata, Rochdle Legaard, Ray Beard and George Flaws.
Also present were Ann Daniels, City Administrator, Louise Rusick, City Clerk, Steve
Crystal and Deborah Polk, City Attoroeys.
Minutes, May 2, 2000 Alderman Darata moved that the minutes of May 2, 2000 be approved,
Approved seconded by Alderman Flaws, the vote was:
Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard.
Motion carries.
Comment by Visitors Richard Ulrich, 5015 NW Merrimac, Riverside, Mo. asked the board if the
City is to build the street to the end. The comment to Mr. Ulrich was when
the street is built, (a developer is required to build a street) then the City
would accept and dedicate the street.
City Administrator The date set for the Breworks licensees meeting is Msy 22°d at 7;30 p.ro. at
comments the Community Center.
Bill No. 2000.50 Alderman Morse moved to place Bill No. 2000-50 on its Tirst reading, said
Payment of Bills BiU authorizing the payment of certain indebtedness listed therein,
seconded by Alderman Super, the vote was:
Aye: Alderman Darata, I.egaard, Beard, Morse, Super and Flaws.
Motion carries.
Ordinance No. 2000-50 Alderman Flaws moved to place Bill No. 2000-50 on its second reading and
Approved upon passage of same become Ordinance No. 2000.50, seconded by
Alderman Beard, the vote was: -
Aye: Aldermen Flaws, Beard, Darata, Morse, Legasrd and Super.
Motion carries.
Bill No. 2000.51 Alderman Super moved to place Bill No. 2000.51 on its first reading, said
Entering into contract Bill authorizing the Mayor to enter into a contract with C.S. E6inger to
with C.S. Ehinger for provide demolition services for City owned property, formerly (mows as
demolition of PIC PIC Plaza, and setting a contract amount for same, seconded by Alderman
Plaza Morse, the vote was:
Aye: Aldermen Super, Darata, Beard, Legaard, Morse and Flaws.
Motion carries.
Ordinance No. 2000.51 Alderman Flaws moved to place Bill No. 2000.51 on its second reading and
Approved upon passage of same become Ordinance No. 2000.51, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Darata, Beard, Legaard, Morse, Flaws and Super.
Motion carries.

Right-of--Way Bill Amending the Municipal Code, City of Riverside By Adding Chapter
Mgmt. & Telecomm. 250 Relating to Right-Of-Way Management and Telecommunications,
seconded by Aldermen, Darata, the vote was:
Aye: Aldermen Super, Darata, Beard, Legsard, Morse and Flaws.
Motion carries.
Ordinance No. 2000.52 Alderman Super moved to place Bill No. 2000.52 on its second reading, and
Approved upon passage of same become Ordinance No. 2000-52, seconded by
Alderman Morse, the vote was:
Aye: Aldermen Darata, Beard, Legaard, Morse, Super and Flaws.
Motion carries.
Bill No. 2000-53 Alderman Legaard moved to place Bill No. 2000.53 on its first reading, said
Employment of Bill authorizing the employment of Kim White, Amber Johnson and Sarah
Kim White, Amber Green as part-time summer employees for the Community Center recrea-
Johnson and Sarah tion programs and setting a salary for same, seconded by Alderman Darata
Green, part-time vote was:

Aye: Aldermen Beard, Legaard, Morse, Flaws, Super and Darata.
Motion carries.
Ordinance No. 2000-53 Alderman Morse moved to place Bill No. 2000.53 on its second reading and
Approved upon passage of same become Ordinance No. 2000.53, seconded by
Aidermsn Darata, the vote was:
Aye: Aldermen Legaard, Morse, Flaws, Super, Darata and Beard.
Motion carries.
BiU No. 2000.54 Alderman Darata moved to place BdI No. 2000.54 on it first reading, said
Appointment of BiR ratifying the Mayor's appointment of Barbara Snyder as a member of
Barbara Snyder to the Planning and Zoning Commission for the City of riverside, Mo, and
Planning & Zon. setting a term for same, seconded by Alderman Morse, the vote was:

Aye: Aldermen Flaws, Darata, Legaard, Beard, Morse and Super.
Motion carries.
Ordinance No. 2000-34 Alderman Darata moved to place Bill No. 2000.34 on it second reading and
Approved upon passage of same become Ordinance No. 2000-54, seconded by
Alderman Morse, the vote was:
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and legaard.
Motion Carries.
Approval for Option 2 Alderman Beard moved to accept the City Engineer's recommendation for
St. Joe Blvd. and Riverside Street sub grade repair change order, Option 2
to over excavate sub grade 18" and remove, compact 2 to 6 inches rock,
place filter fabric, place AB-3 rock base and compacted lifts, 6" asphalt
instead of 8", cost not to exceed based on exact quantity used, seconded by
Alderman Super, the vote was:
Aye: Aldermen Super, Darata, Beard, I.egaard, Morse and Flaws.
Motion carries.
General Discnasioo Alderman Super inquired about opening the E.H. Young Park at dawn for
public use. Chief Simpson said it would be done if there is an Officer
available at that time.
Alderman Morse asked about opening the Community Center on Saturday
morning to the public. Mayor Burch said a work session would be planned
after the budget work is completed.
AMermau Darata asked if alt the street lights had bees installed on NW
High Drive and Ann said, Kno."
Alderman Flaws had a couple of phone calls from residents saying they
appreciated the City crew picking up limbs.
Recess A brief recess was called at 8:40 p.m.
Reconvene All Alderman and the Mayor responded to roll call and the meeting
reconvened at 8:50 p.m.
Motion for Closed Alderman Morse moved that the Board go into closed session parsuaat to
Session RSMO 610.021(1) for discussion of legal issues, RSMO 610.021(2) Real
Estate, and 610.021(3) personnel issues with the City Attorney, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Beard, DaraGy Super, Flaws, Morse and Legaard.
Motion carries.
Motion for Open Alderman Flaws moved that the meeting go into open session, seconded by
Session Alderman Super, the vote was:
Aye: Aldermen Darata, Super, Beard, Morse, Legaand and Flaws.
Motion carries.
Approval to accept Alderman Darata moved to accept Ann Daniels resignation to be effective
Ann Daniels resig- May 30, 2000, seconded by Alderman Morse, the vote was:
