HomeMy WebLinkAbout2024-02-20 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 20, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 20, 2024. Mayor Kathy Rose called the meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Nathan Cretsinger, Jason Draut, Rob Milner, and Steve Palma. Alderman Dawn Cockrell was absent. Also present were City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, City Planner Sarah Wagner, Capital Projects /Parks Manager Noel Challis Bennion, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. Mayor Rose welcomed Boy Scout Jacob Wade, attending our meeting to earn one of his scouting badges. CONSENT AGENDA Alderman Palma moved to approve the consent agenda as presented, second by Alderman Milner. Yes: Palma, Milner, Cretsinger, Beck, and Draut. Motion carried 5-0. MINUTES OF 02-06-2024 Alderman Palma moved to approve the minutes of the February 6, 2024, meeting, second by Alderman Milner. Yes: Palma, Milner, Cretsinger, Beck, and Draut. Motion carried 5-0. COURT REPORT Alderman Palma moved to approve the court report for the month of January 2024, second by Alderman Milner. Yes: Palma, Milner, Cretsinger, Beck, and Draut. Motion carried 5-0. RESOLUTION 2024-018 Alderman Palma moved to approve Resolution 2024-018 Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for weeks ending February 9th and February 16th in the amount of $868,613.41, second by Alderman Milner. Yes: Palma, Milner, Cretsinger, Beck, and Draut. Motion carried 5-0. 1 RESOLUTION 2024-019 Alderman Palma moved to approve Resolution 2024-019 Police Purchase Two ATVs authorizing the purchase of two (2) 2024 Polaris Ranger ATVs from Advantage Powersports and Emergency Equipment in an amount not to exceed $40,000, second by Alderman Milner. Yes: Palma, Milner, Cretsinger, Beck, and Draut. Motion carried 5-0. REGULAR AGENDA BILL NO. 2024-009 City Clerk Robin Kincaid gave first reading of Bill No. 2024-009. Amend Code - Marijuana Police Chief Chris Skinrood explained that this ordinance is to bring our city ordinances to be put in line with state statutes and the new laws that have been put in place. Alderman Beck moved to accept first reading and place Bill 2024- 009 on second and final reading, second by Alderman Draut. Yes: Beck, Draut, Palma, Milner, and Cretsinger. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-009. Alderman Milner moved to approve Bill 2024-009 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Cretsinger, Draut, and Palma. Motion carried 5-0. BILL NO. 2024-010 City Clerk Robin Kincaid gave first reading of Bill No. 2024-010. Amend Code—Hands Free Police Chief Skinrood added that this is similar to the previous ordinance, we do not have this currently in our code, and passing this will get our code in line with our state statutes. Alderman Milner moved to accept first reading and place Bill 2024-010 on second and final reading, second by Alderman Beck. Yes: Milner, Beck, Palma, Cretsinger, and Draut. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-010. Alderman Cretsinger moved to approve Bill 2024-010 and enact said bill as ordinance, second by Alderman Palma. Yes: Cretsinger, Palma, Milner, Draut, and Beck. Motion carried 5-0. RESOLUTION 2024-020 Capital Projects/Parks Manager Noel Challis Bennion stated that Purchase Park Equipment this resolution is for the purchase of park playground equipment along with a small shelter for Homestead Park, as was discussed at the last meeting. Alderman Beck moved to approve Resolution 2024-020 approving the purchase of playground equipment from Kompan, Inc. in connection with the Homestead Park Improvements Project and approving an agreement therefor, second by Alderman Cretsinger. Yes: Beck, Cretsinger, Draut, Milner, and Palma. Motion carried 5-0. 2 CITY ADMINISTRATOR City Administrator Koral was attending the MML Legislative Conference, in his absence, Police Chief Chris Skinrood reported on the Upstream Story about the Polar Plunge 2024. Dispatcher Laura Thomas is the representative for this area of the State of Missouri as $6,286 was raised for Special Olympics Missouri. The Riverside group, consisting of Fire and Police won first place in the costume contest. Laura does a great job in this event and the Corner Café "Tip a Cop" and together these two events make us the leading agency in Missouri for donations to Missouri Special Olympics. She has done a fantastic job. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reported that Laura does a great job organizing the Polar Plunge Event. He then reviewed the January 2024 report provided in the packet. The new fire truck was here for two nights and is now in St. Louis getting the final equipment installed and we hope to have it ready for service within a few weeks. POLICE Police Chief Chris Skinrood said the biggest impact is the crashes that were worked and that is due mainly to the bad weather conditions. We have been on the campaign as other Northland cities regarding the expired license plates and that has yielded significant results for the plates, and we have recovered several weapons, so this has been very advantageous for us. PUBLIC WORKS Nothing to report. LEVEE BOARD Nothing to report. MAYOR'S DISCUSSION Mayor Kathy Rose reported that today I attended the NRCC monthly luncheon with Michelle from North Kansas City Hospital, gave a presentation about Narcan and made it readily available to everyone in the room. It was quite an eye opener listening to what she had to share. At our March 5th regular meeting Brian Noller with Northland Development Workforce Center will be making a presentation. He and I have made presentations at four other cities in our area. We need to be getting our heads wrapped around what we, as a City, will be able to contribute to them. The NRCC Annual Banquet will be held on Saturday, March 2nd, I will be going out as the President. I need a couple park board members for Ward 3 and one member from Ward 1. This weather has been wonderful! 3 BOARD OF ALDERMEN Alderman Beck— I was able to attend the Parkville Chamber Legislative breakfast last Friday and it was very interesting. Alderman Cretsinger—Thank you to Public Works for fixing potholes in our neighborhood in such a timely manner. Alderman Draut— I have a Finance question regarding the expenses for the law firm Spencer Fane that Joe Bednar works for. In the month of December there was billing for $81,000. I would like to see the scope of work from him moving forward and the Board should be notified for any of the meetings, when there is one, for anything concerning the Board. Alderman Milner— I am curious to hear some data from the transit system we have been using, the progress, next steps. I would love to hear an update. Mayor Rose added that on March 14th at 7:30 a.m. she and an engineer will be making a presentation at the NRCC Planning and Development meeting regarding commuter rail from downtown to the airport. This will be held at the NRCC Office. Alderman Palma - Nothing to report. MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:19 p.m., second by Alderman Milner.
