REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 5, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 5,
2024.
Mayor Rose called the meeting to order at 6:05 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, Rob Milner, and
Steve Palma.
Also present were City Administrator Brian Koral, Police Chief Chris Skinrood, Police Captain
Gary McMullen, City Clerk Robin Kincaid, HR Manager Amy Strough, City Attorney Paul
Campo, Community Development Director Mike Duffy, and Special Counsel Joe Bednar
(arrived at 6:40 pm).
MOTION TO ENTER INTO Alderman Cretsinger moved to enter closed session pursuant to
CLOSED @ 6:05 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Cretsinger, Cockrell, Draut, Milner, Palma, and Beck.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Beck moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken, second by Alderman Cockrell.
Yes: Beck, Cockrell, Draut, Cretsinger, Palma, and Milner.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:06 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan
Cretsinger, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Captain Gary McMullin,
Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Finance
Director Erika Benitez, IT Manager Jason Ketter, City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENTS None.
PRESENTATION Director Jeff Green with the Northland Career Center and Ethan
Norris from Marlen International, Inc. shared a PowerPoint
presentation for a Northland Workforce Development Center that
would be more centrally located for students and adults in the
Northland regional area. Opportunities and new programs, design,
and a five-bucket approach campaign for the project were all
shared with the Board and those in attendance. The State of
Missouri has allocated $30,000,000 and matching funds
comprised of Federal, Foundations, Industry and Corporations,
Individuals and pledged by December 31, 2024. The total
projected goal is $74,000,000.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
MINUTES OF 02-20-2024 Alderman Milner moved to approve the minutes of the February
20, 2024 meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
RESOLUTION 2024-021 Alderman Milner moved to approve Resolution 2024-021
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2023-2024 weeks ending
February 23rd and March 1st in the amount of$431,373.22, second
by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
RESOLUTION 2024-022 Alderman Milner moved to approve Resolution 2024-022
Laserfiche Change Order#1 authorizing a change order to the agreement regarding the
Laserfiche Avante System for document management software
and support services from ICC Community Development
Solutions, second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
RESOLUTION 2024-023 Alderman Milner moved to approve Resolution 2024-023
Mo Police Chiefs' Testing approving an agreement with Missouri Police Chiefs' Association,
Inc. for testing and assessment services, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.

RESOLUTION 2024-024 Alderman Milner moved to approve Resolution 2024-024
Amend IBIS Agreement approving the first amendment to the agreement between the City
and the Institute for Building and Technology Safety, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
RESOLUTION 2024-025 Alderman Milner moved to approve Resolution 2024-025
Appoint Burdt to Park Board appointing Vera Burdt to the Park Board of Riverside, Missouri,
second by Alderman Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
RESOLUTION 2024-026 Alderman Milner moved to approve Resolution 2024-026
Tomo Agreement approving an agreement with Tomo Employee Screening Services
of Missouri, LLC, D/B/A Tomo Drug Testing, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Beck, Palma, Cretsinger, and Draut.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2024-011 City Clerk Robin Kincaid gave first reading of Bill No. 2024-011.
Fire Hire - Mahorney Alderman Beck moved to accept first reading and place Bill
2024-011 on second and final reading, second by Alderman
Cretsinger.
Yes: Beck, Cretsinger, Milner, Cockrell, Draut, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-011.
Alderman Milner moved to approve Bill 2024-011 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Cockrell, Beck, Palma, and Cretsinger.
Motion carried 6-0.
BILL NO. 2024-012 City Administrator requested that this item be held and other
Amend Lease Agreement continue with staff reports and then circle back to this item.
CITY ADMINISTRATOR City Administrator Brian Koral shared the Upstream Story
reporting on the IRIS transportation put into place a year ago with
graphs showing ridership, areas being serviced, and costs per
ride. As ridership increases or costs actually decrease per ride.
KCATA is willing to extend the contract through the 2024 calendar
year at the same rate, so we will bring that to the Board for your
consideration in the near future. This is a much better use of
services rather than the fixed bus routes previously used.
COMMUNITY DEVELOPMENT No report.
ENGINEERING No report.
FINANCE No report.

FIRE Fire Chief Gordon Fowlston announced a leadership class being
offered on May 8th in the Aldermen Chambers that is open to the
Mayor and Board as well as staff. Mayor Rose asked if Fire
Marshal/Emergency Management Keith Sharp to organize NIMS
training for the Board of Aldermen when possible. We have our
annual 2024 Fireworks meeting scheduled next week that is
mandatory for anyone having fireworks tents this coming season.
POLICE No report.
PUBLIC WORKS No report.
LEVEE BOARD City Engineer Travis Hoover state the Levee Board meets next
week.
MAYOR'S DISCUSSION Mayor Kathy Rose stated that the NRCC Annual Banquet was
held last Saturday evening at Argosy. I am leaving as the Board
Chair, so I was able to introduce the new Board Chair. We
recognized Pat Klein who served many years with the KCMO
Aviation Department as Northlander of the Year and I handed out
several awards. It was a wonderful evening with great
representation from the Northland. We have so many things
coming and future development. I also want to thank Tom
Wooddell and his Public Works crew for taking care of things at
the dog park that I had asked him to do. It is being well utilized.
BOARD OF ALDERMEN Alderman Milner— I was able to visit my Mom over the weekend,
she is doing as best as possible dealing with her cancer, and I
really appreciate everyone's thoughts and prayers for her.
Alderman Cockrell — Nothing to report.
Alderman Draut— Nothing to report.
Alderman Cretsinger— I shared the update regarding the Google
Fiber with our neighborhood group and there are many exciting
and positive comments.
Alderman Beck—We had our HOA community meeting last
Thursday, Mayor Rose attended, and after she left the meeting
every question was about the City. I want to thank staff for fielding
all the questions I sent out to them and how quick they all were to
respond, thank you.
Alderman Palma — I want to reiterate the excitement in our
neighborhood about the Google Fiber.
