SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Thursday, March 7, 2024
6:00 P.M.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Thursday,
March 7, 2024.
Mayor Kathy Rose called the meeting to order at 6:08 p.m. Those in attendance were, Mayor
Kathy Rose, Aldermen Nathan Cretsinger, and Steve Palma (all attending in person) and
Aldermen Jill Beck, Dawn Cockrell, Jason Draut, and Rob Milner(all present by Zoom).
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, City Clerk Robin Kincaid, City Planner Sarah Wagner, City Engineer Travis Hoover,
Police Chief Chris Skinrood, and Special Counsel Joe Bednar(arrived at 6:35 p.m.).
MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to
CLOSED @ 6:08 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cretsinger.
Yes: Palma, Cretsinger, Beck, Cockrell, Milner, and Draut.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Beck moved at 7:25 p.m. to adjourn closed session
CLOSED &ENTER INTO with no action taken and move into open session, second by
OPEN SESSION @ 7:25 P.M. Alderman Palma.
Yes: Beck, Palma, Milner, Draut, Cockrell, and Cretsinger.
Motion carried 6-0.
LEGISLATIVE SESSION
BILL NO. 2024-012 City Clerk Robin Kincaid gave first reading of Bill No. 2024-012.
Lease & Development Agmnt Alderman Milner moved to accept first reading and place Bill
2024-012 on second and final reading, second by Alderman
Cretsinger.
Yes: Milner, Cretsinger, Draut, Palma, Cockrell, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-012.
Alderman Cretsinger moved to approve Bill 2024-012 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Cretsinger, Palma, Beck, Cockrell, Milner, and Draut.
Motion carried 6-0.

MOTION TO ADJOURN Alderman Beck moved to adjourn the meeting at 7:28 p.m.,
second by Alderman Cretsinger.
Yes: Beck, Cretsinger, Cockrell, Milner, Draut, and Palma.
Motion carried 6-0.
