BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Monday, April 1, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Monday, April 1, 2024.
Mayor Rose called the meeting to order at 6:05 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan Cretsinger, Jason Draut, Rob Milner, and
Steve Palma.
Also present were City Administrator Brian Koral, Police Chief Chris Skinrood, City Clerk Robin
Kincaid, and HR Manager Amy Strough.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:05 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, RSMo 610.021 (9) Preparation, including discussions
or work product, on behalf of a pubic governmental boy or its
representatives for negotiations with employee groups, and
RSMo 610.021 (13) Individually identifiable personnel records,
performance ratings or records pertaining to employee or
applicant for employment, second by Alderman Beck.
Yes: Cockrell, Beck, Palma, Draut, Cretsinger, and Milner.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Beck moved at 6:44 p.m. to adjourn closed
CLOSED @ 6:44 P.M. session with action taken, second by Alderman Cockrell.
Yes: Beck, Cockrell, Draut, Cretsinger, Milner, and Palma.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Nathan
Cretsinger, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Korai, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Assistant Fire Chief Jason Snarr, HR Manager Amy Strough, City Engineer Travis Hoover, IT
Manager Jason Ketter, Capital Projects / Parks Manager Noel Challis Bennion, and City Planner
Sarah Wagner.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENTS None.
PROCLAMATION Mayor Rose read the proclamation for National Public Safety
Telecommunications Week 2024—April 14—20 and presented it
to Police Chief Chris Skinrood.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
MINUTES OF 03-19-2024 Alderman Milner moved to approve the minutes of the March 19,
2024 meeting, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
MINUTES OF 03-28-2024 Alderman Milner moved to approve the minutes of the March 28,
2024 meeting, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2024-034 Alderman Milner moved to approve Resolution 2024-034
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2023-2024 weeks ending March
22nd and March 29th in the amount of$190,101.20, second by
Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2024-035 Alderman Milner moved to approve Resolution 2024-035
Stormwater Grant approving and endorsing application to the Platte County
Commission for funding under the Platte County Stormwater
Grant Program, funded by the County-Wide dedicated Parks and
Recreation and Stormwater Quarter-Cent Sales Tax, second by
Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2024-036 Alderman Milner moved to approve Resolution 2024-036
Appoint Park Board Member appointing Lindsey Diepenbrock to the Park Board of Riverside, '
Missouri, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.
RESOLUTION 2024-037 Alderman Milner moved to approve Resolution 2024-037
RubinBrown LLP Agreement approving an agreement with RubinBrown LLP for external
accounting and financial reporting services, second by Alderman
Beck.
Yes: Milner, Beck, Cockrell, Palma, Draut, and Cretsinger.
Motion carried 6-0.

BILL NO. 2024-018 City Clerk Robin Kincaid gave first reading of Bill No. 2024-018.
Communications Hire-Ortiz Alderman Milner moved to accept first reading and place Bill
2024-018 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Draut, Beck, Palma, and Cretsinger.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-018.
Alderman Draut moved to approve Bill 2024-018 and enact
said bill as ordinance, second by Alderman Milner.

Motion carried 6-0.
BILL NO. 2024-019 City Clerk Robin Kincaid gave first reading of Bill No. 2024-019.
Communication Hire-McVicker Alderman Cockrell moved to accept first reading and place Bill
2024-019 on second and final reading, second by Alderman
Draut.
Yes: Cockrell, Draut, Milner, Beck, Cretsinger, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-019.
Alderman Milner moved to approve Bill 2024-019 and enact
said bill as ordinance, second by Alderman Beck.

Motion carried 6-0.
BILL NO. 2024-020 City Clerk Robin Kincaid gave first reading of Bill No. 2024-020.
Amend Code— Private Security Police Chief Skinrood addressed the Board and explained how this
Code for private security officers had begun and the purpose for
the discontinuation of such services. Questions were addressed
by the Chief.
Alderman Palma moved to accept first reading and place Bill
2024-020 on second and final reading, second by Alderman
Cockrell.
Yes: Palma, Cockrell, Milner, and Beck.
No: Cretsinger and Draut.
Motion carried 4-0-2.
City Clerk Kincaid gave second reading of Bill No. 2024-020.
Alderman Palma moved to approve Bill 2024-020 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Palma, Cockrell, Beck, and Milner.
No: Draut and Cretsinger.
Motion carried 4-0-2.
BILL NO. 2024-021 City Clerk Robin Kincaid gave first reading of Bill No. 2024-021.
Decertify Supervisory Union Police Chief Chris Skinrood clarified that this is only pertaining to
the Supervisory Bargaining Unit decertifying.
Alderman Milner moved to accept first reading and place Bill
2024-021 on second and final reading, second by Alderman
Draut.
Yes: Milner, Draut, Cockrell, Cretsinger, Palma, and Beck.

Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-021.
Alderman Milner moved to approve Bill 2024-021 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Palma, Beck, Cretsinger, and Draut.
Motion carried 6-0.
BILL NO. 2024-022 City Clerk Robin Kincaid gave first reading of Bill No. 2024-022.
Amend Employee Handbook Police Chief Chris Skinrood stated that with the decertifying of the
Supervisory Unit there were two items in that contract that now
need to be added to our handbook, which are the On Call
Detective Pay and Shift Differential Pay.
Alderman Cretsinger moved to accept first reading and place Bill
2024-022 on second and final reading, second by Alderman
Milner.
Yes: Cretsinger, Milner, Draut, Cockrell, Palma, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-022.
Alderman Draut moved to approve Bill 2024-022 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Draut, Cockrell, Cretsinger, Milner, Beck, and Palma.
Motion carried 6-0.
RESOLUTION 2024-035 Capital Projects/Parks Manager Noel Challis Bennion responded
Bid Award to Royal Const. to questions from the Mayor and Board regarding the Royal
Construction Services, LLC.
Alderman Milner moved to approve Resolution 2024-035
awarding the bid for the Riverside Pool and Restroom
Improvements and approving the agreement between the City and
Royal Construction,Services, LLC for such project, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Cretsinger, Palma, and Beck.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral reminded the Board that it is
election day eve and thanked them for meeting this evening. He
then shared an Upstream Story that was a voicemail
complimenting the outstanding Police Department. Koral then
gave an update on the IRIS Pilot Program Ridership.
COMMUNITY DEVELOPMENT City Planner Sarah Wagner had a PowerPoint presentation she
reviewed with the Board regarding the request for backyard
animals being allowed in the City of Riverside. Our codes, what
surrounding cities codes allow, and the process to amend the
code if desired, was information shared. Mr. and Mrs. Slawik Pech
shared their desire to have goats on their property and reasons for
the code change. The Mayor and Board shared their thoughts,
asked questions of staff, and agreed to have a town hall meeting
to allow residents to voice their opinions at our next meeting.

ENGINEERING City Engineer Travis Hoover showed areas for the Street
Maintenance - Concrete work this year. Bids will be opened April
25th and work will hopefully be completed by the Fall of 2024.
FINANCE No report.
FIRE Assistant Chief Jason Snarr thanked Red X for allowing Riverside
Fire to invite several area fire departments into our city for a large
training exercise a week ago in their old building. We also trained
last week with our Police Department at Park Hill South and had
100% attendance for that exercise as well.
POLICE No report.
PUBLIC WORKS Public Works Director Tom Wooddell announced the Spring
Clean-up Days April 8 —20 at the Public Works Facility - 7:30 a.m.
to 3:30 p.m. each day except Sundays.
LEVEE BOARD City Engineer Travis Hoover stated the next meeting is April 17th
MAYOR'S DISCUSSION Mayor Kathy Rose stated that the Easter Egg Hunt was a huge
success. We had 6,000 eggs and approximately 250 people,
counting adults and children. The eggs were gone in five minutes!
The children also enjoyed face painting, a bubble guy, and of
course the Easter Bunny. Thank you to Lori, her team, and the
Fire Department that helped get the event set up for success. This
weekend, April 5-6, are the City-Wide Garage Sales. Brian is
looking at a time to get the electronics and shred event scheduled.
Election Day is tomorrow so please get out and vote. Nathan, this
is your last full meeting and I want to thank you and appreciate
your service not only to your Ward III constituents but to the
community, as a whole. Thank you for everything.
BOARD OF ALDERMEN Alderman Cockrell — I want to say goodbye to Nate. We will miss
you and thanks for all that you have done.
Alderman Draut— I want to thank Nate and Sal for getting me into
this, I am really enjoying being a part of all of it. You will be
missed, Nate.
Alderman Milner— Nate, I appreciate you and your friendship. My
parade buddy, we have been in several parades together. You
have been a great example as an alderman, how you have led
and represented your ward and the city. I am proud to be on the
Board beside you.
Alderman Palma — I want to thank Nate for being here and the
opportunity for meeting him. Look forward to seeing him in the
audience for public comments. Thank you for everything.

Alderman Beck—Thank you Nate, it has been good sitting beside
you and for all you do. The encouraging words for the Reaching
Riverside events have always been nice. I also wanted to bring up
the Northland Workforce Development building the Mayor brought
to us a couple of weeks ago. Is there enough interest from the
Board to put this on next agenda with a donation to the fund at
$250,000 with the naming rights for a specific room?
The Mayor asked if there was a general consensus of that dollar
amount for this project? The Board all agreed with this amount
and it will be brought to the Board for consideration soon.
Alderman Cretsinger— I very much appreciate all the comments
made from each of you. I hope that as we all provide input and
ideas along with staff's huge input on information for us to
consider on topics and projects. I hope that the decisions I have
made for my ward and our community have been helpful to
Riverside residents and families and brought a better community
forward for them. I appreciate all the discussions we have had and
then come forward with a unified decision, a majority of the time. I
appreciate every single one of you.
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 8:16 p.m.,
second by Alderman Cockrell.
