knowledge of the transaction might adversely affect the legal consideration therefore
610.021(3) Hiring, firing, disciplining or promoting a particular employee, when
personal information about the employee is discussed
610,021(9) Preparation, including discussions or work product, on behalf of a public governmental
body or its representatives for negotiations with employee groups
610.021(13) Individually identifiable personnel records, performance ratings or records pertaining to

regarding a enda and non -agenda items. However, any item not listed on the agenda will be taken under
advisement. Public comment on any agenda item which has a Public Hearing should be reserved until the
Public Hearing is opened and comments on such item will be taken at that time. Each speaker is limited to 5
minutes.

1. First Reading: Bill No. 2023-023: AN ORDINANCE RATIFYING THE CERTIFICATION OF
THE APRIL 2, 2024 ELECTION RESULTS RECEIVED FROM THE PLATTE COUNTY
BOARD OF ELECTION COMMISSIONERS. Point of Contact: City Clerk Robin Kincaid.
a. Communication from Mayor and Board of Aldermen.
b. Swearing in of the newly elected officials.
2. Motion to appoint a Board President Pro Tern for a one-year term.
3. Proclamation — Older Americans Month — May 2024 presented to Debra Gwin, Platte
County Senior Fund
4. Proclamation — Public Service Recognition Week — May 5-11, 2024 presented to HR
Manager Amy Strough.
5. CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the Board of Aldermen and will be
enacted by one motion to approve the Consent Agenda as presented There is no separate discussion of these
items. The Mayor or a member of the Board of Aldermen may request that any item be removed from the Consent
Agenda for discussion or explanation. If removed, it will be considered separately following approval of the
remaining items on the Consent Agenda. No motion is required to remove an item from the Consent Agenda.

R-2024-039: A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS OUT OF
THE CITY TREASURY OF THE CITY OF RIVERSIDE FOR FISCAL YEAR 2023-2024
WEEKS ENDING APRIL 5T" AND APRIL 12T" IN THE AMOUNT OF $899,788.89. Point of

R-2024-040: A RESOLUTION AMENDING THE FISCAL YEAR 2023-24 ANNUAL
BUDGET FOR THE CITY OF RIVERSIDE, MISSOURI. Point of Contact: Finance Director

R-2023-041: A RESOLUTION APPROVING THE FORM OF EMPLOYMENT INCENTIVE
AGREEMENTS AND AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE THE
SAME. Point of Contact: HR Manager Amy Strough.
R-2023-042: A RESOLUTION AWARDING THE BID FOR THE GATEWOODS FLOOD
BENCHING AND APPROVING THE AGREEMENT BETWEEN THE CITY AND
BELLANTE, LLC FOR SUCH PROJECT. Point of Contact: City Engineer Travis Hoover.
REGULAR AGENDA
First Reading: Bill No. 2024-024: AN ORDINANCE AUTHORIZING THE EMPLOYMENT
OF PHILIP LAMANNA AS A PART-TIME POLICE OFFICER IN THE POLICE
DEPARTMENT AND ESTABLISHING A SALARY AND START DATE FOR SUCH

2. First Reading: Bill No. 2024-025: AN ORDINANCE CONFIRMING THE REAPPOINTMENT

MISSOURI FOR A TWO-YEAR TERM PURSUANT TO SECTION 130.040 OF THE

3. First Reading: Bill No. 2024-026: AN ORDINANCE APPROVING THE EXPENDITURE OF
FUNDS TO SUPPORT THE CAPITAL CAMPAIGN FOR THE CONSTRUCTION OF THE
NORTHLAND WORKFORCE DEVELOPMENT CENTER. Point of Contact: City

4. First Reading: Bill No. 2024-027: AN ORDINANCE APPROVING A CLINICAL
