HomeMy WebLinkAbout2024-04-16 Regular Meeting Mintues MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 16, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 16, 2024. Mayor Rose called the meeting to order at 6:05 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Rob Milner(arrived at 6:32 p.m.), Jason Draut, and Steve Palma (by Zoom). Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, HR Manager Amy Strough, Community Development Director Mike Duffy, City Engineer Travis Hoover, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to CLOSED @ 6:05 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, RSMo 610.021 (9) Preparation, including discussions or work product, on behalf of a public governmental body or its representatives for negotiations with employee groups, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Cockrell, Beck, Palma, and Draut. Motion carried 4-0. MOTION TO ADJOURN Alderman Cockrell moved at 6:35 p.m. to adjourn closed session CLOSED @ 6:35 P.M. with action taken, second by Alderman Beck. Yes: Cockrell, Beck, Palma, Milner, and Draut. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma (by Zoom). Alderman Nathan Cretsinger was absent. 1 Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. BILL NO. 2024-023 City Clerk Robin Kincaid gave first reading of Bill No. 2024-023. 2024 Election Certification Alderman Milner moved to accept first reading and place Bill No. 2024-023 on second and final reading, second by Alderman Draut. Yes: Milner, Draut, Cockrell, Beck, and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-023. Alderman Draut moved to approve Bill 2024-023 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Palma, Beck, and Milner. Motion carried 5-0. Mayor Rose announced that the next two years are going to be very exciting. Thank you to staff for everything that you do to make sure the Board has all the information needed to make decisions. Tonight is a bit historic as we have all women being sworn in tonight. We will have a great group to serve our public. We welcome our newly elected alderman, Staci Bundy. Alderman Milner stated that he is excited to have our new board member. Alderman Beck commented on the six years she has served, and she looks forward to the next two years. Alderman Cockrell appreciates those that support her, and she hopes to continue to represent them well. City Clerk Robin Kincaid administered the oath to Mayor Kathy Rose. Kincaid then swore in Alderman Dawn Cockrell, Alderman Jill Beck, and Alderman Staci Bundy. BREAK Mayor Rose called a short break at 7:10 p.m. for pictures and cookies. BACK FROM BREAK Mayor Rose asked for roll to be called at 7:20 p.m. Those present were Mayor Rose, Aldermen Staci Bundy, Rob Milner, Dawn Cockrell, Jill Beck, Jason Draut, and Steve Palma (by Zoom). PRESIDENT PRO TEM Alderman Cockrell moved to appoint Alderman Jill Beck to serve as President Pro Tern for a one-year term, second by Alderman Milner. Yes: Cockrell, Milner, Draut, Beck, Bundy, and Palma. Motion carried 6-0. 2 PROCLAMATION Mayor Rose read the proclamation for Older Americans Month - May 2024 with Debra Gwin from Platte County Senior Fund present to receive the proclamation. Debra thanked the City for their support. PROCLAMATION Mayor Rose read the proclamation for Public Service Recognition Week, May 5-11, 2024 and presented it to HR Manager Amy Strough. Mayor Rose then stated that she and the Board of Aldermen are very appreciative of the entire staff and the jobs they do for the citizens of Riverside. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. MINUTES OF 04-01-2024 Alderman Milner moved to approve the minutes of the April 1, 2024, meeting, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-039 Alderman Milner moved to approve Resolution 2024-039 Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for weeks ending April 5th and April 12th in the amount of $899,788.89, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-040 Alderman Milner moved to approve Resolution 2024-040 Amend 2023-2024 Budget amending the fiscal year 2023-2024 annual budget for the City of Riverside, Missouri, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-041 Alderman Milner moved to approve Resolution 2024-041 Employment Incentives approving the form of employment incentive agreements and authorizing the City Administrator to execute the same, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-042 Alderman Milner moved to approve Resolution 2024-042 Gatewoods Flood Benching awarding the bid for the Gatewoods Flood Benching and approving the agreement between the City and Bellante, LLC for such Project, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, Draut, and Bundy. Motion carried 6-0. 3 REGULAR AGENDA BILL NO. 2024-024 City Clerk Robin Kincaid gave first reading of Bill No. 2024-024. Police PT— Lamanna Alderman Draut moved to accept first reading and place Bill 2024-024 on second and final reading, second by Alderman Milner. Yes: Draut, Milner, Bundy, Palma, Beck, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-024. Alderman Draut moved to approve Bill 2024-024 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Draut, Cockrell, Palma, Beck, Bundy, and Milner. Motion carried 6-0. BILL NO. 2024-025 City Clerk Robin Kincaid gave first reading of Bill No. 2024-025. Judge Reappointment Alderman Cockrell moved to accept first reading and place Bill 2024-025 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Beck, Bundy, Palma, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-025. Alderman Milner moved to approve Bill 2024-025 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. BILL NO. 2024-026 City Clerk Robin Kincaid gave first reading of Bill No. 2024-026. NWDC Support Funds City Administrator Brian Koral explained that this is to authorize the expenditure of$250,000 as a contribution to the construction of the Northland Development Workforce Center with our contribution going toward the Public Services component. An amendment to the budget for this expenditure was approved during the consent portion of the agenda this evening. Alderman Draut moved to accept first reading and place Bill 2024-024 on second and final reading, second by Alderman Beck. Yes: Draut, Beck, Cockrell, Milner, Bundy, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-026. Alderman Beck moved to approve Bill 2024-026 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Beck, Cockrell, Bundy, Milner, Draut, and Palma. Motion carried 6-0. BILL NO. 2024-027 City Clerk Robin Kincaid gave first reading of Bill No. 2024-027. Clinical Agmnt w/ MCC Fire Chief Fowlston stated that this is an agreement with MCC for us to be a clinical host for the community college paramedic students may come and work with our medics to gain hours of hands-on experience. Alderman Milner moved to accept first reading and place Bill 2024-027 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck. 4 Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-027. Alderman Cockrell moved to approve Bill 2024-027 and enact said bill as ordinance, second by Alderman Draut. Yes: Cockrell, Draut, Milner, Bundy, Palma, and Beck. Motion carried 6-0. BILL NO. 2024-028 City Clerk Robin Kincaid gave first reading of Bill No. 2024-028. Vazquez Holdings, LLC Community Development Director Mike Duffy reviewed the third purchase and sale agreement of the 40 West small lot subdivision. He showed pictures of the location and reviewed purchase price and planned development. Alderman Cockrell moved to accept first reading and place Bill 2024-028 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Palma, Beck, Bundy, and Milner. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-028. Alderman Beck moved to approve Bill 2024-028 and enact said bill as ordinance, second by Alderman Milner. Yes: Beck, Milner, Draut, Bundy, Palma, and Cockrell. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral announced it is exciting to see the 40 West development purchases. MCPL Riverside Branch will be closing on April 27' to move into the new facility in May with a grand opening on June 14ch. We will share more details as they become available. We are planning Reaching Riverside Events and will get those locked in soon. We are recognizing our employees with Public Service Week May 8-12, with a roadside cleanup and lunch every day for the employees. The May 7cn meeting will have two public hearings. One will be from 4 -7 p.m. in the lobby regarding the Riverway Project for public input and the other will be at 7 p.m. regarding animals within city limits. Welcome to Alderman Bundy and congratulations to the re- elected officials as well. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Finance Director Erika Benitez shared a PowerPoint presentation showing that we are at 75% through the fiscal year and right on pace with the budget. Benitez explained a variety of Revenue, Expenditure, and Investment details. FIRE Fire Chief Gordon Fowlston reviewed the March 2024 monthly reports that were included in the packet and answered questions about the training at the old Red X building. The new pumper truck has arrived. 5 POLICE Police Chief Chris Skinrood was absent, City Administrator Koral reviewed the report in the packet for Police. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover commented there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Kathy Rose reported that Larry's Nursery is inundated with people and the parking situation is limited due to the RedX preparation for demolition. People need to be aware and prepared for traffic in that area. Staff was directed to follow up with Larry's. There was the EH Young Master Plan Committee meeting last week to discuss the next phase of development. There were four different scenarios to look at and pick and choose what is favored in those designs. There will be two more meetings for the committee with public input. There was a car show last weekend that had over 1,500 people and it was a traffic nightmare. They were parked all over the grass. It brought many people into the city, but I do not believe we were prepared for such numbers, and we need to follow up and make sure we know all details about these events. Governor Parson had a book signing at Piropos. It is an interesting read and all payments for the book go to donations for his wife's charity. He is a special man; he truly enjoys Riverside and what we do here. He actually has relatives that live in Riverside. LiveNation is looking at June 19th or 20th for groundbreaking and we will make that known when we are certain of the date. There is a U.S. Conference of Mayors in Kansas City, Missouri around those dates and they would like to have the groundbreaking when all the mayors are in KC. Today we hosted the NRCC Youth Leadership for local government. Mayors from Parkville, Smithville, and myself got to speak to the group and answer questions. It was a great group, and they learned a lot about local government today. BOARD OF ALDERMEN Alderman Draut- I would like to look into signage, welcoming people into Riverside at Hwy 635 and Horizons, off 1-29 and Gateway and one when it is redesigned on Riverway. Travis, if you could look into that and get it budgeted. Also, lights at 635 for safety issues. If there could also be a "wrong way" sign posted at a specified location. Just a little advice — "Go do something you never thought you'd do." Alderman Cockrell — Congratulations to you, Mayor. It is a pleasure to work with you for two more years. Welcome Alderman Bundy and Jill, congratulations. Alderman Bundy— I am really excited to join the gang up hear and learn more about Riverside and make decisions that will help the community. 6 Alderman Beck— Congratulations to Alderman Bundy, Alderman Cockrell, and Mayor Rose. Alderman Milner— I thoroughly enjoy working with you here and it is a privilege to work with this group of people. Alderman Palma — Congratulations Mayor on your re-election.
