HomeMy WebLinkAbout2024-05-07 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 7, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 7, 2024. Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Rob Milner, and Steve Palma. Alderman Jason Draut was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Planner Sarah Wagner, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:04 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, 610.021(9) Preparation, including discussions or work product, on behalf of a public governmental body or its representatives for negotiations with employee groups, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Cockrell. Yes: Palma, Cockrell, Bundy, Beck, and Milner. Motion carried 5-0. MOTION TO ADJOURN Alderman Cockrell moved at 6:57 p.m. to adjourn closed CLOSED @ 6:57 P.M. session with no action taken, second by Alderman Milner. Yes: Cockrell, Milner, Beck, Bundy, and Palma. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Rob Milner, and Steve Palma. Alderman Jason Draut was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Captain Gary McMullin, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Finance 1 Director Erika Benitez, Capital Projects/Parks Manager Noel Challis Bennion, City Planner Sarah Wagner, City Attorney Paul Campo, and Special Counsel Joe Bednar. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS Mayor Rose welcomed everyone in attendance and announced that there are 12-13 people signed up to speak on the small livestock topic where each will have not more than 5 minutes to share their thoughts. City Administrator Brian Koral introduced City Planner Sarah Wagner that will give a brief overview of the research of the small livestock and the current city code Chapter 205 —Animal Regulations. Stephanie Gunter-4912 NW Montebella — Read a statement of concerns regarding an LOI between Gunter and the City on 40 West Lot properties. Christina Gunter, President of Gunter Construction — Echoed Stephanie's concerns and urged the City to investigate the issue. David McNicholas —2330 NW Riverview Drive —Stated negative opinion on small livestock in the city. Dennis Frees —4021 NW South Drive— Stated positive opinion on small livestock in the city. Nick Conforh — 2171 NW Scenic View Drive — Stated negative opinion on small livestock in the city. Sarah Gasten — 5113 NW Belton Ct— Stated positive opinion for chickens in the city. Erin & Slawik Pech —4613 NW Klamm Road — Stated positive opinion for small livestock in the city. Sheryl Dunham — 5100 NW Gower Ct— Stated positive opinion for chickens in the city. Terry Buller— 4415 NW Pawnee Dr— Stated negative opinion for small livestock in the city. Soshi Monthrevchi —4170 NW Palisades Point— Stated negative opinion for small livestock in the city. Laura Fellows — 2430 NW Riverview Dr— Stated negative opinion for small livestock in the city. Mark Hawk—4171 NW Palisades Dr— Stated negative opinion for small livestock in the city. Lowell Mitchell — 2110 Palisades Dr— Stated opinion against small livestock in the city. May Hefner—4421 NW Indian Lane — Stated positive opinion for small livestock in the city. Mayor Rose thanked all those attending and speaking this evening. The Board will discuss this issue and will come back with a decision soon. PROCLAMATION Mayor Rose read the proclamation for National Building Safety Month May 2024 and presented it to Community Development Director Mike Duffy. 2 PROCLAMATION Mayor Rose read the proclamation for National Public Works Week, May 19-25, 2024 and presented it to Public Works Director Tom Wooddell. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Bundy. Motion carried 5-0. MINUTES OF 04-16-2024 Alderman Milner moved to approve the minutes of the April 16, 2024 meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Bundy. Motion carried 5-0. RESOLUTION 2024-044 Alderman Milner moved to approve Resolution 2024-044 Tyler Technologies approving an agreement amendment with Tyler Technologies, Inc., second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Bundy. Motion carried 5-0. RESOLUTION 2024-045 Alderman Milner moved to approve Resolution 2024-045 McClure- Riverway Blvd. approving a supplemental agreement to the contract with McClure for Riverway Boulevard Improvements, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Bundy. Motion carried 5-0. RESOLUTION 2024-046 Alderman Milner moved to approve Resolution 2024-046 CO1 Monarch Build, LLC approving Change Order 1 to the Agreement with Monarch Build, LLC for soccer Road & Parking Lot Project resulting in a revised contract amount of$814,040.34 for such purposes, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Bundy. Motion carried 5-0. REGULAR AGENDA BILL NO. 2024-029 City Clerk Robin Kincaid gave first reading of Bill No. 2024-029. LLE3 & LHM Agreement Community Development Director Mike Duffy explained the purpose of this bill and that all parties are part of Block Real Estate Holdings to the Board. Alderman Milner moved to accept first reading and place Bill 2024-029 on second and final reading, second by Alderman Palma. Yes: Milner, Palma, Cockrell, Bundy, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-029. Alderman Milner moved to approve Bill 2024-029 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Bundy, and Cockrell. Motion carried 5-0. 3 RESOLUTION 2024-047 City Engineer Travis Hoover explained that this is the concrete bid 2024 Street Maint. -Concrete discussed a few weeks ago and that Snelling was the only bidder, but they have done work for us previously and have no concerns about the bid and we are ready to move forward. Alderman Milner moved to approve Resolution 2024-047 awarding the bid for construction of the 2024 Street Maintenance - Concrete and approving the agreement between the City and Terry Snelling Construction, Inc. for construction of such project, second by Alderman Beck. Yes: Milner, Beck, Bundy, Palma, and Cockrell. Motion carried 5-0. RESOLUTION 2024-048 HR Manager Amy Strough gave a brief overview of the benefits Insurance Benefits 2024-25 for health, dental, and vision plans along with other volunteer products for our employees. Our expenses are remaining fairly flat and great benefit offerings for the employees. Alderman Milner moved to approve Resolution 2024-048 designating an agent and accepting certain employee insurance benefits beginning July 1, 2024, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 5-0. RESOLUTION 2024-043 Alderman Beck moved to approve Resolution 2024-043 Bill Pay authorizing the expenditure of funds out of the City treasury of the City of Riverside for Fiscal Year 2023-2024 weeks ending April 19th, April 26th, and May 3rd in the amount of$988,314.08, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Bundy, and Milner. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral thanked HR Manager Amy Strough and Finance Director Erika Benitez for their work in shopping the benefits for this upcoming fiscal year. The Upstream Story relates to our Public Service Recognition Week, we honor all of our employees and begin the week with a highway clean up on Tullison Road, and then had lunch each day. An update on the IRIS services was shared with graphs showing usage. COMMUNITY DEVELOPMENT No report. ENGINEERING No report. FINANCE No report. FIRE Fire Chief Gordon Fowlston apologized for the issue with sirens being sounded by KC, MO last night. Chief Payne is addressing the concern since we were not actually in the warning area. We are looking forward to the leadership training all day tomorrow that will be taking place in this room. POLICE No report. 4 PUBLIC WORKS No report. LEVEE BOARD City Engineer Travis Hoover stated the Levee Board meets next Wednesday. MAYOR'S DISCUSSION Mayor Kathy Rose commented that she was glad to have had the public hearing tonight, that we have codes and need to make them count. The codes have been addressed and we will discuss the issue. We need to keep all our codes enforced. Illegal parking on South Street needs to be watched. Reaching Riverside Events are coming up and I am very excited for these to begin. I went over to the Beyond the Bell picnic at Renner Brenner tonight and it is such a great program that we, as a City, partner with for so many children in our community. Shred and electronics is coming in June, 2024. BOARD OF ALDERMEN Alderman Cockrell — Nothing to report. Alderman Milner—Announced that he is moving from Walden Middle School to Park Hill South High School as Assistant Principal there. I love being in this community and it was great seeing our students at the Beyond the Bell picnic tonight. Alderman Beck— Mentioned an area over by Argosy on a trail where there was a pothole that needs attention. Thank you for the support on Gatewoods neighborhood issues. Our Reaching Riverside event is on May 31 sc Alderman Bundy— I appreciate the Fire Department coming to our subdivision a few weeks ago and hold a CPR class for those wishing to attend. Alderman Palma — Shout out to Amy and Erika for their work on the insurance benefits, it is a lot of work, but well worth it for the more services, more options, and keeping costs down. Thanks to Police and Fire for all you do, and I want to thank the public for their candid comments this evening. It is appreciated.
