REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 21, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 21,
2024.
Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut (by Zoom until arrived in person at
6:34 p.m.), Rob Milner, and Steve Palma.
Alderman Staci Bundy was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy
Strough, Community Development Director Mike Duffy, and City Attorney Paul Campo. Special
Counsel Joe Bednar was also absent.
MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant to
CLOSED @ 6:03 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2)
Leasing, Purchase, or sale of real estate, RSMo 610.021(3)
Hiring, firing, disciplining, or promoting a particular employee,
when personal information about the employee is discussed,
RSMo 610.021 (9) Preparation, including discussions or work
product, on behalf of a public governmental body or its
representatives for negotiations with employee groups, and
RSMo 610.021 (13) Individually identifiable personnel records,
performance ratings or records pertaining to employee or
applicant for employment, second by Alderman Milner.
Yes: Beck, Milner, Draut, Cockrell, and Palma.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Milner moved at 7:02 p.m. to adjourn closed session
CLOSED @ 7:02 P.M. with action taken, second by Alderman Beck.
Yes: Milner, Cockrell, Beck, Draut, and Palma.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, HR
Manager Amy Strough, Police Chief Chris Skinrood, Capital Projects/Parks Manager Noel

Challis Bennion, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney
Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for World Elder Abuse
Awareness Day— June 15, 2024, with Debra Gwin from Platte
County Senior Fund present to receive the proclamation.
PRESENTATION Beyond the Bell — English Landing Elementary represented by
Principal Dr. Angela Doss, Jennifer Steele, and Kristine Douglas.
A PowerPoint of the 2023-2024 school year program and
highlights were shared, along with their goals for the past year.
They thanked the Board for their support of the program that is
helping so many Riverside residents and not possible without this
added financial funding. They also thanked City Administrator
Brian Koral for being the Point of Contact and helping with
scheduling and events.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
MINUTES OF 05-07-2024 Alderman Milner moved to approve the minutes of the May 7,
2024, meeting, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
MINUTES OF 05-15-2024 Alderman Milner moved to approve the minutes of the May 15,
2024, meeting, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
COURT REPORT Alderman Milner moved to approve the April 2024 Court Report,
meeting, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2024-049 Alderman Milner moved to approve Resolution 2024-049
Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for
weeks ending May 10th and May 17th in the amount of
$1,085,569.36, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.

RESOLUTION 2024-050 Alderman Milner moved to approve Resolution 2024-050
WSP USA, INC Agreement approving an agreement for archaeological services between the
City of Riverside, Missouri and WSP USA, Inc, second by
Alderman Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2024-051 Alderman Milner moved to approve Resolution 2024-051
TO 1 WSP USA, INC approving Task Order 1 with WSP USA, Inc., second by Alderman
Draut.
Yes: Milner, Draut, Bundy, Palma, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2024-052 Alderman Milner moved to approve Resolution 2024-052
MARC Agreement approving an agreement with the Mid-America Regional Council,
second by Alderman Draut.
Yes: Milner, Draut, Bundy. Palma, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2024-053 Alderman Milner moved to approve Resolution 2024-053
TO 4 Waters Edge approving Task Order 4 with Waters Edge Aquatic Design, second
by Alderman Draut.
Yes: Milner, Draut, Bundy. Palma, Cockrell, and Beck.
Motion carried 6-0.
RESOLUTION 2024-054 Alderman Milner moved to approve Resolution 2024-054
2024 KC Chamber Trip approving participation in the 2024 Kansas City Chamber of
Commerce Leadership Exchange Program, second by Alderman
Draut.
Yes: Milner, Draut, Bundy. Palma, Cockrell, and Beck.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2024-030 City Clerk Robin Kincaid gave first reading of Bill No. 2024-030.
Amend Code Veh. Sideshows Police Chief Chris Skinrood reviewed the need and purpose of this
bill to amend the City Code to give the ability to deal with and
enforce issues of street racing within our city limits.
Alderman Milner moved to accept first reading and place Bill
2024-030 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Draut, Bundy, Palma, and Beck.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-030.
Alderman Beck moved to approve Bill 2024-030 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Beck, Palma, Bundy, Milner, Cockrell, and Draut.
Motion carried 6-0.

RESOLUTION 2024-055 Capital Projects/Parks Manager Noel Challis Bennion explained
CO 1 Royal Construction to the Board that this change order encompasses two items, some
failed sanitary vent pipes and the alternate that was included in
the bid for reinforcing the south brick wall of the restroom. Noel
answered questions of the Board.
Alderman Beck moved to approve Resolution 2024-055 approving
Change Order 1 to the agreement with Royal Construction
Services, LLC for $3,337,009.00 for such purposes, second by
Alderman Milner.
Yes: Beck, Milner, Draut, Palma, Cockrell, and Bundy.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral shared a brief overview of the
meeting a couple weeks ago regarding the backyard small
livestock. Through PowerPoint presentation he restated the
Riverside Code of Ordinances Chapter 205 —Animal Regulations
and then House Bill 2062 that was just passed in legislature, but
the Governor has not signed it. Mayor Rose stated the result of
discussions with Board members is that consensus of the Board
decision to have our current ordinance remain as is and to
continue moving forward in the direction we have been striving.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report and the item that was listed on the agenda for
discussion has been resolved.
FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 83.3% through the fiscal year and right on
pace with the budget. Benitez explained a variety of Revenue,
Expenditure, and Investment details.
FIRE Fire Chief Gordon Fowlston announced that on June 2' at 3 p.m.
we will Push-In the new truck to officially put the new truck into
service. We will also have a swearing in ceremony for several of
our fire fighters along with having burgers and brauts served to all
in attendance. We are painting our bay doors red, and they are
looking a lot nicer. Fowlston then reviewed the April 2024 monthly
reports that were included in the packet.
POLICE Police Chief Chris Skinrood went through the April 2024 report in
the packet for Police and answered questions of the board.
PUBLIC WORKS Nothing to report. Mayor Rose stated that Public Works is doing a
great job keeping the parks manicured. EH Young is being utilized
like crazy and even Renner Brenner was filled with volleyball nets
and full of people all weekend. We have great parks, and they are
being used, thank you for all you are doing.
LEVEE BOARD The next meeting is June 26th

MAYOR'S DISCUSSION Mayor Kathy Rose commented that a resolution on the consent
agenda was allowing me to attend a Kansas City Regional
Chamber Leadership Exchange Program. I am very excited to get
this opportunity to go with them to Minneapolis, Minnesota. I have
gone on a trip with them previously but have not had the
opportunity the last two years or so and I very happy to be invited
this year and looking forward to that trip in September, hoping to
bring back valuable and useful information. Larry's had Mother's
Day weekend, it was a traffic mess, but I sure hope their sales
were still good. Red X has their fence up and there was an issue
with a transformer, they called me with concerns for help from
Evergy on the issue. I called Brian, he made some calls, the issue
was handled within a week and the demo should begin soon.
Today we attended the NRCC monthly luncheon that included
legislative updates. There were positive things passed on the
education front. This Friday is the last day of school. Pools will
open this weekend. The Reaching Riverside Events are beginning
with the first one at Gatewoods on Friday, May 31 st. The entire
Board is invited to attend all of the events. Jr. Police Academy is
coming in July. We have a great summer planned! The Library
grand opening is June 14tn
BOARD OF ALDERMEN Alderman Bundy— This Friday, May 24tn Montebella is having an
end of the school year ice cream social from 1-3 p.m. at the
clubhouse. Police and Fire are welcome to come by.
Alderman Palma — Nothing to report.
Alderman Beck— Nothing to report.
Alderman Draut— Congrats to Alderman Milner for being the new
Assistant Principal at Park Hill South High School. My daughter
was in the Capstone Program, and I saw some of our police
officers there. I was not aware of the City's involvement in that
program, it is great that you do that. My daughter graduated
yesterday. Discussion of Google and Spectrum in the
neighborhoods and that Spectrum is the fiber in Montebella right
now. Inquiry regarding the roundabouts off 9 Hwy and their start
date. Koral responded that this project has not been bid yet. It will
likely be scheduled in 2025.
Alderman Cockrell — My daughter graduated yesterday, too!
Alderman Milner— My daughter graduated last weekend from
Mizzou, which was a great celebration for our family! It was great
to be at the Mayor's house on Monday evening to discuss and
hear about the Northland Workforce Development Project and
raising funds for it. I am fully in support of that project, because
not all students will choose college. It is important to have a place
with vocational opportunities for students to grow and have
careers that do not go to college. I am excited to be able to have

my job in the City of Riverside. I will miss Walden School, but
super excited to be at Park Hill South.

second by Alderman Cockrell.
