REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 4, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 4,
2024.
Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Staci Bundy, Dawn Cockrell, Jason Draut, and Steve Palma.
Aldermen Jill Beck and Rob Milner were absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Attorney
Paul Campo, and Special Counsel Joe Bednar (arrived at 6:36 p.m.)
MOTION TO ENTER INTO Alderman Draut moved to enter closed session pursuant to
CLOSED @ 6:03 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, 610.021(9) Preparation, including discussions or
work product, on behalf of a public governmental body or its
representatives for negotiations with employee groups, and
RSMo 610.021 (13) Individually identifiable personnel records,
performance ratings or records pertaining to employee or
applicant for employment, second by Alderman Palma.
Yes: Draut, Palma, Bundy, and Cockrell.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:58 p.m. to adjourn closed
CLOSED @ 6:58 P.M. session with no action taken, second by Alderman Palma.
Yes: Cockrell, Palma, Bundy, and Draut.
Motion carried 4-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Staci Bundy, Dawn Cockrell, Jason
Draut, and Steve Palma.
Aldermen Jill Beck and Rob Milner were absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,

Fire Chief Gordon Fowlston, HR Manager Amy Strough, City Engineer Travis Hoover, Finance
Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
CONSENT AGENDA Alderman Cockrell moved to approve the consent agenda with
Resolution R-2024-060 pulled and may be heard at the next
meeting, second by Alderman Palma.
Yes: Cockrell, Palma, Draut, and Bundy.
Motion carried 4-0.
MINUTES OF 05-21-2024 Alderman Cockrell moved to approve the minutes of the May 21,
2024 meeting, second by Alderman Palma.
Yes: Cockrell, Palma, Draut, and Bundy.
Motion carried 4-0.
RESOLUTION 2024-056 Alderman Cockrell moved to approve Resolution 2024-056
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2023-2024 weeks ending May
24th and May 31 St in the amount of$341,932.00, second by
Alderman Palma.
Yes: Cockrell, Palma, Draut, and Bundy.
Motion carried 4-0.
REGULAR AGENDA
RESOLUTION 2024-057 HR Manager Amy Strough explained that we received a quote this
Withdrawal from MPR Ins. Spring from an insurance pool MIRMA and following review of
coverages and comparison with our current provider MPR, we
determined that a move to MIRMA would be beneficial to the City
and detailed many points. This resolution is the official withdrawal
from our current provider MPR, and the next resolution is
approving the purchase of property, liability, and workers
compensation from MIRMA for the 2024-2025 year.
Alderman Palma moved to approve Resolution 2024-057
authorizing the withdrawal from the Midwest Public Risk of
Missouri coverage pool, second by Alderman Cockrell.
Yes: Palma, Cockrell, Bundy, and Draut.
Motion carried 4-0.
RESOLUTION 2024-058 Alderman Cockrell moved to approve Resolution 2024-058
Property, Liability, Work Comp. approving the purchase of Workers' Compensation, Property, and
Liability coverage, second by Alderman Draut.
Yes: Cockrell, Draut, Bundy, and Palma.
Motion carried 4-0.

RESOLUTION 2024-059 City Administrator Brian Koral stated that this is an update to our
Williams &Campo Agmnt annual agreement and moving forward, this will have an automatic
renewal annually with an adjustment to the State Tax Commission CPI.
Alderman Palma moved to approve Resolution 2024-059
approving updated engagement terms with Williams & Campo,
P.C., second by Alderman Draut.
Yes: Palma, Draut, Bundy, and Cockrell.
Motion carried 4-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced an opportunity for the
City Board of Aldermen, Mayor and employees to have an early
tour prior to the grand opening of the library tomorrow morning at
10:00 a.m., we hope to see you there. The Fire Department
celebrated their Push-In for the new Fire Truck 81, the first in over
a decade. It was a great event and also the swearing in of nine
firefighters and promotions.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reminded the Board
that it is June, which means fireworks sales will begin on June
20th. Tents will begin going up in the near future and sales will run
until July 5th. We continue to work diligently at code enforcement
issues. We have abated three parties that have not mowed and
have a couple of others coming up soon. We have gotten a lot of
compliance too on those code issues.
ENGINEERING City Engineer Travis Hoover reported that we have several
projects underway. We just finished up work on Apache and
Apache Court in Indian Hills and will do Strathbury and Merimac
tomorrow. Mattox Road will have work done Saturday. Concrete
work will begin toward the end of next week.

MAYOR'S DISCUSSION Mayor Kathy Rose commented that she has been on vacation, it
was a fabulous trip, and I am ready to hit the ground running. I
was able to get back for the Fire Department promotions and the
traditional "Push-in" of the truck. It was exciting and great to see
the families that attended. Assistant Chief Jason Snarr was the
M.C. for the event and did a great job. Zeke Young called and said
that he was having an event on Monday morning at 9 a.m. and he
made the first strike on the old Red X building. I just received a
text from Commissioner Dagmar Wood that the City of Riverside

has received two grants: the skate park for $30,000 and the 9
Highway Connector Trail for $30,000.
BOARD OF ALDERMEN Alderman Palma —Talking about the demolition of Red X brings
back many great childhood memories and I would like to give Lori
Boji kudos for the well-organized bike ride event that was at EH
Young Park sponsored by Platte County.
Alderman Cockrell — I want to thank the City for the beautiful
street! They did a fabulous job.
Alderman Draut— Nothing to report.
Alderman Bundy— I want to thank the Police and Fire
Departments for coming to our subdivision for last day of school
event a few days ago. She also inquired as to any type of
communication platform that police could use to get information to
the residents when there is an issue within a neighborhood or
within the city. Chief Skinrood shared pros and cons of platforms
and will do some research on the options.
BREAK @ 7:23 P.M. Break was taken to set up the room for the work session.
RECONVENE @ 7:31 p.m. Mayor Rose reconvened the meeting for the Budget Work Session
at 7:31 p.m.
BUDGET WORKSHOP City Administrator Brian Koral reviewed the PowerPoint
Fiscal Year 2024-2025 presentation. Group discussion was held regarding the
2024-2025 Budget. Koral and Finance Director Erika Benitez
reviewed where we were in the beginning of FY2024, detailed
numbers and fund balances for all funds, including staff priorities,
and budget proposals for the coming year. Questions were asked
by the Board and staff responded with further information. The
2024 - 2025 Budget will be on the agenda for consideration at the
next regular meeting after all comments and questions are fully
addressed.
MOTION TO ADJOURN Alderman Draut moved to adjourn the meeting at 8:37 p.m.,
second by Alderman Palma.
Yes: Draut, Palma, Cockrell, and Bundy.
Motion carried 4-0.
