BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 18, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, June 18,
2024.
Mayor Rose called the meeting to order at 6:03 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Dawn Cockrell, Jason Draut (by Zoom), and Rob Milner.
Aldermen Jill Beck and Steve Palma were absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy
Strough, City Planner Sarah Wagner, and City Attorney Paul Campo. Special Counsel Joe
Bednar was also present (arrived at 6:13 p.m.).
MOTION TO ENTER INTO Alderman Milner moved to enter closed session pursuant to
CLOSED @ 6:02 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2)
Leasing, Purchase, or sale of real estate, RSMo 610.021(3)
Hiring, firing, disciplining, or promoting a particular employee,
when personal information about the employee is discussed,
RSMo 610.021 (9) Preparation, including discussions or work
product, on behalf of a public governmental body or its
representatives for negotiations with employee groups, and
RSMo 610.021 (13) Individually identifiable personnel records,

MOTION TO ADJOURN Alderman Draut moved at 6:20 p.m. to adjourn closed session
CLOSED @ 6:20 P.M. with action taken, second by Alderman Milner.

REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Staci Bundy, Dawn Cockrell, Jason
Draut (by Zoom), and Rob Milner.
Aldermen Jill Beck and Steve Palma were absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, HR Manager Amy Strough, Finance Director Erika Benitez, City

Engineer Travis Hoover, City Planner Sarah Wagner, Police Chief Chris Skinrood, Fire Chief
Gordon Fowlston, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

CONSENT AGENDA Alderman Cockrell moved to approve the consent agenda as
presented, second by Alderman Milner.

Motion carried 4-0.
MINUTES OF 06-04-2024 Alderman Cockrell moved to approve the minutes of the June 4,
2024, meeting, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.
MINUTES OF 06-07-2024 Alderman Cockrell moved to approve the minutes of the June 7,
2024, meeting, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.

COURT REPORT Alderman Cockrell moved to approve the May 2024 Court Report,
meeting, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.

RESOLUTION 2024-061 Alderman Cockrell moved to approve Resolution 2024-061
Bill Pay authorizing the expenditure of funds for fiscal year 2023-2024 for
weeks ending June 7th and June 14th in the amount of
$1,062,132.50, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.
RESOLUTION 2024-062 Alderman Cockrell moved to approve Resolution 2024-062
Laserfiche CO2 authorizing a Change Order 2 to the agreement regarding the
Laserfiche Avante System for document management software
and support services from ICC Community Development
Solutions, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.
RESOLUTION 2024-063 Alderman Cockrell moved to approve Resolution 2024-063
Royal Construction CO2 approving Change Order 2 to the agreement with Royal
Construction Services, LLC for Riverside pool and restroom
improvements resulting in a revised contract amount of
$3,340m445.92 for such purposes, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.

RESOLUTION 2024-064 Alderman Cockrell moved to approve Resolution 2024-064
Hutchinson Salt Co. Agmnt approving the purchase of snow and ice control materials from
Hutchinson Salt Company and Central Salt, LLC through the Mid
America Regional Council and Kansas City Regional purchasing
cooperative bid No. 112, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.
RESOLUTION 2024-065 Alderman Cockrell moved to approve Resolution 2024-065
Cyber Liability Insurance authorizing the purchase of Cyber Liability Insurance from Node
International Insurance for the annual premium in an amount not
to exceed $9,566.00, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, and Bundy.
Motion carried 4-0.
REGULAR AGENDA
BILL NO. 2024-032 City Clerk Robin Kincaid gave first reading of Bill No. 2024-032.
Repeal Ord. 1979-Quality City Administrator Brian Koral stated this is in relation to Lot 5 of
40 West in Horizons. Quality Plumbing has indicated they are no
longer interested in the property and do not want to move forward,
and they have never signed the ordinance and agreement, so this
will repeal the transaction.
Alderman Cockrell moved to accept first reading and place Bill
2024-032 on second and final reading, second by Alderman
Milner.
Yes: Cockrell, Milner, Bundy, and Draut.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2024-032.

BILL NO. 2024-033 City Clerk Robin Kincaid gave first reading of Bill No. 2024-033.
Lot 2-40 West Final Dev Plan City Planner Sarah Wagner reported that the Planning & Zoning
Commission met last Thursday and unanimously approved this
final development plan for NECCO Coffee. An almost 40,000
square foot building similar to the other Horizons building.
Alderman Milner moved to accept first reading and place Bill
2024-033 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, and Draut.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2024-033.

BILL NO. 2024-034 City Clerk Robin Kincaid gave first reading of Bill No. 2024-034.
Replat Palisades Second Plat City Planner Sarah Wagner commented that this is a request from
Barth the builder in Palisades, to adjust lot lines 5-10 feet to the
east of Lots 63-66 of Phase 2, so lot shapes have changed for
accommodating the houses.
Alderman Cockrell moved to accept first reading and place Bill
2024-034 on second and final reading, second by Alderman
Milner.

Motion carried 4-0.

BILL NO. 2024-035 City Clerk Robin Kincaid gave first reading of Bill No. 2024-035.
Compensation Plan FY24-25 City Administrator Brian Koral stated this is the annual update to
the employee compensation plan moving the salary ranges to the
2.5% market growth for all non-represented positions.
Alderman Milner moved to accept first reading and place Bill
2024-035 on second and final reading, second by Alderman
Cockrell.

Motion carried 4-0.

2024-038 on second and final reading, second by Alderman

BILL NO. 2024-039 City Clerk Robin Kincaid gave first reading of Bill No. 2024-039.
FOP 2024 Side Letter City Administrator Brian Koral reported this is the side letter
approving the compensations for the represented employees of
the Police Department, realigning their steps.
Alderman Milner moved to accept first reading and place Bill
2024-039 on second and final reading, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, and Draut.
Motion carried 4-0.
City Clerk Kincaid gave second reading of Bill No. 2024-039.
Alderman Cockrell moved to approve Bill 2024-039 and enact
said bill as ordinance, second by Alderman Bundy.

RESOLUTION 2024-066 Finance Director reported no changes from the presentation at the
FY 2024-2025 Annual Budget work session review last meeting with the addition of 50th Street
maintenance being added.
Alderman Milner moved to approve Resolution 2024-066 adopting
the Fiscal Year 2024-2025 annual budget for the City of Riverside,
Missouri, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, and Bundy.
Motion carried 4-0.
CITY ADMINISTRATOR City Administrator Brian Koral gave an update that City offices will
be closed for Juneteenth tomorrow and that this holiday
observance will also cause the trash to be delayed to Saturday,
June 22' service. Pool will be open at regular hours. The annual
recycling event will be this Saturday, June 22"d at 8 a.m. in the
parking lot. The FPAL Golf Tournament will be held on July 12th.
Koral reviewed project priorities for the Riverside Public Safety
Sales Tax, how it has been used so far, and pictures of the MCPL
Grand Opening was last Friday, June 14th

COMMUNITY DEVELOPMENT City Planner Sarah Wagner announced the first Reaching
Riverside Event will be held Saturday, June 29th off Cliffview at
those apartments, 11 a.m. to 1 p.m., next to the dog park.
ENGINEERING Nothing to report.
FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 91.6% through the fiscal year and right on
pace with the budget. Benitez explained a variety of Revenue and
they are staying strong. She also reviewed expenditure and
investment details.
FIRE Fire Chief Gordon Fowlston reviewed Fire monthly reporting and
all numbers have stayed about the same. It is fireworks season
and tents are going up.
POLICE Police Chief Chris Skinrood went through the May 2024 report in
the packet most have remained very similar to last month. We are
working with some businesses and their security alarms.
PUBLIC WORKS Nothing to report.
LEVEE BOARD There is a meeting next week.
MAYOR'S DISCUSSION Mayor Kathy Rose commented she is excited to have three
women new hires this evening for three different departments. The
MCPL event was a great event, the library is beautiful. They also
had an Art Walk on Saturday to tie in with the grand opening and it
was packed with people inside and outside of the library. I am very
thankful. Shout out to our Public Works employees, Matt Behle
and Ed Jeffries for their promotions. Today, we went to a NRCC
monthly luncheon with World Cup information shared. We have
two years to get ready for this event and I want to work with
Parkville, North Kansas City, and Gladstone to put together a
strategy and solid plan for those traveling from other countries and
from our area, to make it a great experience while they are here.
BOARD OF ALDERMEN Alderman Draut— Nothing to report.
Alderman Milner— Please send positive vibes and prayers, my
son is having ACL surgery in the morning.
Alderman Cockrell —Asked when opening day is for Homestead
Park. We hope to have a Reaching Riverside Event and opening
on July 26th.
Alderman Bundy— Nothing to report.
