A RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO PURCHASE A THROWBOT
FROM RECON ROBOTICS OFF THE GSA CONTRACT IN AN AMOUNT NOT TO EXCEED
$17,090.00
WHEREAS, the Police Department has the need to purchase a ThrowBot remote control
device used for our SWAT team; and
WHEREAS, the City of Riverside in the adoption of its purchasing policy has approved the
practice of purchasing equipment from competitive bids awarded by other governmental entities
through the cooperative bidding process and, also recognizing that this product is from a sole
source manufacturer; and
WHEREAS, funds for such purpose were budgeted in the Fiscal Year 2024-2025 budget;
and
WHEREAS, the City of Riverside finds it is in the best interest of the citizens of the City of
Riverside to authorize and approve the purchase of a ThrowBot remote control device for the Police
Department SWAT team, from Recon Robotics, off the GSA Contract #GS-07F-0075U in an
amount not to exceed $17,090.00.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT, the purchase of a ThrowBot remote control device, for the Police Department SWAT
team, from Recon Robotics, off the GSA Contract in an amount not to exceed $17,090.00 is hereby
authorized and approved; and
FURTHER THAT the Mayor, City Administrator, Police Chief, or his designee, are hereby
authorized to execute all documents necessary or incidental to this transaction and the City Clerk is
authorized to attest thereto.
PASSED AND ADOPTED by the Board of Aldermen and APPROVED by the Mayor of
the City of Riverside, Missouri, the Jar` day of July 2024.

FCC Eligibility
The usage of the Recon Scout robot and related equipment is subject to the following conditions:
• Eligibility is limited to state and local police and firefighters eligible for licensing under Section 90.20(a)(1)of the
Commission's Rules,and security personnel in critical infrastructure industries. •
• The Recon Scout robot may be used only during actual emergencies involving threats to safety of life,and for necessary
training related to such operations.
• Security personnel in critical infrastructure industries may operate the Recon Scout robot only in areas that are
environmentally hazardous for entry by human personnel,and for necessary training related to such operations.
• The Recon Scout robot will operate on a secondary basis(cannot cause interference and is not protected from
interference)to all Federal users and licensed non-Federal users. This device may not interfere with Federal stations
operating in the 420-450 MHz band and must accept any interference received.
• Training operations are not permitted within thirty kilometers of the following Federal radiolocation sites:

BACKGROUND: This is for the purchase of a °ThrowBot" that is used for our SWAT
team. The robot is designed to be thrown through a window and then operated from a
distance by a remote control and includes video and audio capabilities. There is only
one manufacturer for this equipment.. and the manufacturer is also part of the GSA
procurement division. GSA# GS-07F-0075U. The funds for this purchase were
included in the FY25 budget.
