BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 16, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 16,
2024.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck (by Zoom), Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner,
and Steven Palma.
Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, and
City Attorney Paul Campo. Special Counsel Joe Bednar present by Zoom 6:00 to 6:18 p.m.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:00 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2)
Leasing, Purchase, or sale of real estate, RSMo 610.021(3)
Hiring, firing, disciplining, or promoting a particular employee,
when personal information about the employee is discussed,
and RSMo 610.021 (13) Individually identifiable personnel
records, performance ratings or records pertaining to employee
or applicant for employment, second by Alderman Milner.
Yes: Cockrell, Milner, Draut, Bundy, Beck, and Palma.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:58 p.m. to adjourn closed session
CLOSED @ 6:58 P.M. with action taken, second by Alderman Palma.
Yes: Cockrell, Palma, Beck, Bundy, Draut, and Milner.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:06 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck (by Zoom), Staci Bundy,
Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid,
Public Works Director Tom Wooddell, HR Manager Amy Strough, Finance Director Erika
Benitez, City Engineer Travis Hoover, City Planner Sarah Wagner, Police Captain Gary
McMullin, Fire Chief Gordon Fowlston, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PRESENTATION Mayor Rose introduced Platte County Presiding Commissioner
Scott Fricker and Sheriff Mark Owen. They are here to make a
presentation about the Platte County Ballot Question on the
August 6th Primary Election, explaining the need for renovation and
expansion of the Platte County Detention Center.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
MINUTES OF 07-02-2024 Alderman Milner moved to approve the minutes of the July 2,
2024, meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
COURT REPORT Alderman Milner moved to approve the June 2024 Court Report,
meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
RESOLUTION 2024-093 Alderman Milner moved to approve Resolution 2024-093
Bill Pay authorizing the expenditure of funds for fiscal years 2023-2024
and 2024-2025 for weeks ending July 5th and July 12th in the
amount of$1,528,364.91, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
RESOLUTION 2024-094 Alderman Milner moved to approve Resolution 2024-094
Purchase Durangos - Police authorizing the purchase of two Dodge 2025 Police Durangos for
the Police Department through Landmark Dodge off the Mid
America Regional Council Government bid for Cooperative Fleet
Pricing in an amount not to exceed $87,000.00, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
RESOLUTION 2024-095 Alderman Milner moved to approve Resolution 2024-095
Police Purchase Throwbot authorizing the Police Department to purchase a Throwbot from
Recon Robotics off the GSA Contract in an amount not to exceed
$17,090.00, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
RESOLUTION 2024-096 Alderman Milner moved to approve Resolution 2024-096
Purchase Rifle Plates Inserts authorizing the purchase of Level IV Rifle Plate Inserts for the
Police Department off the Missouri State NASPO Government
Contract in an amount not to exceed $15,713.00, second by
Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.

RESOLUTION 2024-097 Alderman Milner moved to approve Resolution 2024-097
Maint. Agmnt. Blue Valley PS approving a maintenance agreement with Blue Valley Public
Safety, Inc. second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2024-043 City Clerk Robin Kincaid gave first reading of Bill No. 2024-043.
Term. MCPL Lease Community Development Director Mike Duffy reported that this bill
is terminating the lease with Mid Continent Public Library effective
tomorrow, allowing us to take possession, and then we can begin
operations to demo the building. We will then prepare it for future
development.
Alderman Milner moved to accept first reading and place Bill
2024-043 on second and final reading, second by Alderman
Draut.
Yes: Milner, Draut, Cockrell, Beck, Bundy, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-043.
Alderman Palma moved to approve Bill 2024-043 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Palma, Cockrell, Beck, Draut, Bundy, and Milner.
Motion carried 6-0.
RESOLUTION 2024-098 City Engineer Travis Hoover stated the need for Change Order 1
CO 1 St. Maint. Asphalt 2024 to the 2024 Street Maintenance asphalt contract and that it was an
additional $2,500 for mobilization on Maddox Road.
Alderman Milner moved to approve Resolution 20204-098
approving Change Order 1 to the agreement with Barkley Asphalt
Co., Inc. for 2024 Street Maintenance—Asphalt resulting in a
revised contract amount of$229,300.00 for such purposes,
second by Alderman Cockrell.
Yes: Milner, Cockrell, Bundy, Draut, Palma, and Beck.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator not in attendance.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Erika Benitez shared a PowerPoint presentation
showing that we are at 100% through the fiscal year and end of
fiscal year budget. Benitez explained a variety of Revenue and
they are staying strong. She also reviewed expenditure and
investment details.

FIRE Fire Chief Gordon Fowlston reviewed Fire monthly reporting and
all numbers have stayed about the same. The 4th of July was fairly
calls and Fire Marshal Keith Payne handled most of the calls.
There was one incident with fireworks that sent a few people to
the hospital. We had a great time at the FPAL golf tournament.
POLICE Police Captain Gary McMullin went through the June 2024 report
in the packet most have remained very similar to last month.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Kathy Rose commented that there were some maintenance
spots around the dog park that she would like Public Works to
address. The FPAL golf tournament ran very efficiently this year, it
was fabulous and a big shout out to Holly Phillips for getting it all
organized. All the volunteers worked hard all day. Reaching
Riverside on Saturday was awesome! We had 50 or so attending
and we gathered great feedback and had a great time. The event
for Homestead Park will be rescheduled in August. August 10th at
the Riverside Townhomes is the next Reaching Riverside event.
Fire fighters attended the event on Saturday and they really talked
with the teenagers at the event. Kudos to Shawn Rulon for his
enthusiasm and time he spent with them. EH Young Master Plan
Discussion Event is this Thursday evening from 5:30 to 7:30 p.m.
at the park, everyone is welcome. We also have the Jr. Police
Academy going on right now with a class of twelve females and
two males. The graduation is on Friday at the Community Center
at 11:30 a.m. We have two church anniversaries coming up, St.
Matthews for their 180th anniversary is on Sept. 29th and Ebenezer
Evangelical Church at Homestead is celebrating their 10th
anniversary on Sunday, Aug. 11th
BOARD OF ALDERMEN Alderman Palma — Nothing to report.
Alderman Milner— Grateful to hear the Reaching Riverside is
going so well. It is doing what I hoped it would do, in giving people
an avenue to have a voice and share things they want to see
happening in the City.
Alderman Cockrell — It is great to see the library parking lot so full
and the library so busy all the time. It will be nice to see the old
library building gone.
Alderman Draut— Nothing to report.
Alderman Bundy— Nothing to report.

MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:54 p.m.,
second by Alderman Draut.
