HomeMy WebLinkAbout2000-08-29 SpecialMinutes of Special Meeting of Board of Alderman of City of Riverside, Missouri August 29, 2000 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri August 29, 2000, at 7:00 p.m. Those in attendance were Mayor Betly Burch, Aldermen Ron Super, Rochelle Legaard, George Flaws, Pamela Darata and Ray Beard. Alderman Morse, absent. N.W. 50"' Street Northwest 50"' Street project was reviewed and Mayor Burch had Discussion met with Kurt Talcott, Shafar, Kline, Warren and Mr. and Mrs. Wilbur Poe to discuss the Poe's easement. After eaplaining where the rock wall would be located and any trees that would have to be removed, Mr. and Mrs. Poe indicated they had a "clear picture" on what the city needed to accomplish. Everything was agreed to accept a fence ak-ng the east side of their property line. This will have to be addressed at another time, as it has nothing to do with the N.W. 50"' Street project. Mr, and Mrs. Jim Trimble and Mrs. and Mrs. Ralph Schmude spoke about the cul de sac that needs to be built at the top of the hill. The elevation of the street would be lowered 4 feet or so causing lots to be divided in the Gateway II project. An impact fee was discussed and if the development in Gateway II went forward and or any other development on the Lilly property, the city would have an agreement with all property owners to pay for all or part of the street. N.W. Cherokee The drainage project was discussed on N.W. Cherokee and an Discussion agreement with Ponzer-Youngquist was tabled until the neat meeting. The pipe sixes listed on the contract are not what the board discussed at the August 24"' meeting. Recess A brief recess was called. Reconvene All Aldermen and the Mayor responded to roll call. Bill No. 2000-68 Alderman Beard moved to place Bill No. 2000-68 on its first reading, Payment of Bills amending said Bill, authorizing the payment of certain indebtedness Amended as listed therein, seconded by Alderman Super, the vote was: Aye: Aldermen Darata, Super, Legaard, Beard and Flaws. Absent: Alderman Morse. Motion carries. Ordinance Alderman Flaws moved to place Bill No. 2000-68 on its second No. 2000-68 reading, and upon passage of same become Ordinance No. 2000-68, Amended and seconded by Alderman Beard, the vote was: Approved Aye: Aldermen Darata, Super, Legaard, Beard and Flaws. Absent: Alderman Morse. Motion carves. Bill No. 2000-69 Alderman Legaard moved to place Bill No. 2000-69 on its first Authorization to reading, said Bill authorizing the City of Riverside, Missouri to hire David L. employ David L. Blackburn as City Administrator for the City of Blackburn as Riverside, Missouri, seconded by Alderman Darata, the vote was: City Administrator Aye: Aldermen Flaws, Beard, Legaard, Darata and Super, Absent: Alderman Morse. Ordinance Alderman Flaws moved to place Bill No. 2000-69 on its second No. 2000-69 reading, and upon passage of same become Ordinance No. 2000- 69, Approved seconded by Alderman Darata, the vote was: Aye: Alderman Flaws, Beard, Legaard, Darata and Super. Absent: Alderman Morse. Bill No. 2000-70 Alderman Darata moved to place Bill No. 2000-70 on its first Payment of Bills reading, said Bill authorizing the payment of certain indebtedness listed therein, seconded by Alderman Legaard, the vote was: Aye: Aldermen Flaws, Beard, Legaard, Darata and Super. Absent: Alderman Morse. Ordinance Alderman Beard moved to place Bill No. 2000-70 on its second No. 2000-70 reading, and upon passage of same become Ordinance No. 2000-70, Approved the vote was: Aye: Alderman Beard, Flaws, Super, Darata and Legaard. Absent: Alderman Morse. Visitor comment Karen Gordy, 5110 NW Nigh Drive, Riverside, Mo. would like for someone to observe the fill dirt that has sunk behind the rock wall. Dick Winner, City Engineer will investigate. Motion for Alderman Legaard moved that the mceting go into closed session Closed session pursuant to RSMO 610.021(3) for discussion of personnel issues. 8:38 p.m. seconded by Alderman Darata, the vote was: Aye: Aldermen Darata, Super, Beard, Flaws and Legaard. Absent: Alderman Morse. Motion carries. Motion for Open Alderman Flaws moved that the mceting go into open session, Session seconded by Alderman Beard, the vote was: Aye: Aldermen Super, Beard, Flaws, Legaard and Darata. Absent: Alderman Morse. General Discussion Alderman Legaard requested that Dick Winner investigate the rock wall that is cracked and the storm drain at NW High Drive, John Moats residence.
