HomeMy WebLinkAbout2024-08-06 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 6, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 6, 2024. Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, and Steve Palma. Alderman Rob Milner was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Police Captain Mike Costanzo, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Draut moved to enter closed session pursuant to CLOSED @ 6:04 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Palma. Yes: Draut, Palma, Cockrell, Beck, and Bundy. Motion carried 5-0. MOTION TO ADJOURN Alderman Draut moved at 6:39 p.m. to adjourn closed CLOSED @ 6:39 P.M. session with action taken, second by Alderman Cockrell. Yes: Draut, Cockrell, Bundy, Beck, and Palma. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Captain Mike Costanzo, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENTS None. CONSENT AGENDA Alderman Beck moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Bundy, and Palma. Motion carried 6-0. MINUTES OF 07-16-2024 Alderman Beck moved to approve the minutes of the July 16, 2024 meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Bundy, and Palma. Motion carried 6-0. MINUTES OF 07-30-2024 Alderman Beck moved to approve the minutes of the July 30, 2024 special meeting, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Bundy, and Palma. Motion carried 6-0. RESOLUTION 2024-100 Alderman Beck moved to approve Resolution 2024-100 Police Patrol Rifles authorizing the purchase of patrol rifles for the Police Department off the Missouri Cooperative Government Contract in an amount not to exceed $23,460.00, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Bundy, and Palma. Motion carried 6-0. RESOLUTION 2024-101 Alderman Beck moved to approve Resolution 2024-101 Sound Reduction Rifle Devices authorizing the purchase of patrol rifle sound and flash reduction devices for the Police Department from Sunset Law Enforcement a sole distributor in the mid-west in an amount not to exceed $11,399.00, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Draut, Bundy, and Palma. Motion carried 6-0. REGULAR AGENDA BILL NO. 2024-044 City Clerk Robin Kincaid gave first reading of Bill No. 2024-044. Trail Temp. Occupancy MoDot Project Manager Heather Barrows explained the project and need for the temporary occupancy along with other project details and answered questions of the Board of Aldermen. Alderman Beck moved to accept first reading and place Bill 2024-044 on second and final reading, second by Alderman Palma. Yes: Beck, Palma, Draut, Bundy, Milner, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-044. Alderman Milner moved to approve Bill 2024-044 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. 2 BILL NO. 2024-045 City Clerk Robin Kincaid gave first reading of Bill No. 2024-045. Gunter Payment Agreement Alderman Cockrell moved to accept first reading and place Bill 2024-045 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Beck, Bundy, Milner, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-045. Alderman Milner moved to approve Bill 2024-045 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Palma, Bundy, Draut, and Cockrell. Motion carried 6-0. BILL NO. 2024-046 City Clerk Robin Kincaid gave first reading of Bill No. 2024-046. Amend Vazquez PSA Community Development Director Mike Duffy commented that this is the sale of Lot 7 in 40 West in Horizons and showed PowerPoint slides of the building along with details of the project and purchase, and with the request to extend the due diligence period. Alderman Cockrell moved to accept first reading and place Bill 2024-046 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Milner, Bundy, Palma, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-046. Alderman Milner moved to approve Bill 2024-046 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Cockrell, Bundy, Palma, and Draut. Motion carried 6-0. BILL NO. 2024-047 City Clerk Robin Kincaid gave first reading of Bill No. 2024-047. Draily Sale, Lease &Transfer Community Development Director Mike Duffy explained that this is both a purchase and a sale along with transaction details of this bill. Alderman Palma moved to accept first reading and place Bill 2024-047 on second and final reading, second by Alderman Draut. Yes: Palma, Draut, Bundy, Milner, Cockrell, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-047. Alderman Palma moved to approve Bill 2024-047 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Palma, Cockrell, Beck, Draut, Bundy, and Milner. Motion carried 6-0. BILL NO. 2024-048 City Clerk Robin Kincaid gave first reading of Bill No. 2024-048. PSA for KCWFC Parcel D Community Development Director Mike Duffy stated that this is the sale of additional property in Horizons. Parcel D is the final sale of soccer ground, and the remaining property is for commercial ground. Alderman Beck moved to accept first reading and place Bill 3 2024-048 on second and final reading, second by Alderman Cockrell. Yes: Beck, Cockrell, Milner, Palma, Draut, and Bundy. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-048. Alderman Milner moved to approve Bill 2024-048 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner, Palma, Beck, Cockrell, Bundy, and Draut. Motion carried 6-0. BILL NO. 2024-049 Mayor Rose was asked to pull Bill No. 2024-049 from the agenda Amend Ground Lease Agmnt for this meeting. RESOLUTION 2024-099 Alderman Cockrell moved to approve Resolution 2024-099 Bill Pay authorizing the expenditure of funds out of the City treasury of the City of Riverside for Fiscal Years 2023-2024 and 2024-2025 weeks ending July 19th, July 26th, and August 2nd in the amount of $391,270.98, second by Alderman Beck. Yes: Cockrell, Beck, Milner, Bundy, Draut, and Palma. Motion carried 6-0. RESOLUTION 2024-102 City Administrator Brian Koral reviewed the reason for trying this Enterprise Leasing Agreement option for purchasing new vehicles and beginning with five vehicles all as a "test program" over three departments for a three- year period and answered questions from the Board. Alderman Milner moved to approve Resolution 2024-102 authorizing the leasing of five certain vehicles and approving a lease agreement with Enterprise FM Trust and related maintenance agreements with Enterprise Fleet Management, Inc., second by Alderman Draut. Yes: Milner, Draut, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. RESOLUTION 2024-103 IT Manager Jason Ketter explained that the City went out to bid, Phone Bid Award -Towner received three responses and that Towner was the lowest bidder and is also the company we are currently using for our phone system. Alderman Beck moved to approve Resolution 2024-103 approving the quote from Towner Communications and agreements related thereto, second by Alderman Milner. Yes: Beck, Milner, Draut, Bundy, Cockrell, and Palma. Motion carried 6-0. Catering Liquor License Alderman Draut moved to approve a temporary catering liquor Temp Catering License license to The Jockey Club for the BriarFest event on September 27 & 28, 2024, at EH Young Park, 1001 NW Argosy Parkway, Riverside, Missouri contingent upon State of Missouri approval, second by Alderman Cockrell. Yes: Draut, Cockrell, Bundy, Palma, Milner, and Beck. Motion carried 6-0. 4 CITY ADMINISTRATOR City Administrator Brian Koral announced that Reaching Riverside will be this Saturday at 11 a.m. at the Riverside Townhomes. We will have the IRIS monthly report at the next meeting. Homestead Park construction is moving forward. Community Center restrooms are almost finished. Pool season wraps up on August 18th as we close to begin renovation process to open on Memorial Day. COMMUNITY DEVELOPMENT No report. ENGINEERING No report. FINANCE Finance Director Erika Benitez shared a PowerPoint presentation showing that we are at 8.3% and explained that many numbers don't show a lot, because of not even being one full month into the new fiscal year. She reviewed other expenditure and investment details at this point. FIRE No report. POLICE No report. PUBLIC WORKS No report. LEVEE BOARD City Engineer Travis Hoover reported a special meeting that was held with Congressman Graves and there are some deficiencies in the levy that the Levee Board is receiving funding for; repair to BNSF rolling gate at Intercontinental and there are a few other items that will be added to the list before 2026. MAYOR'S DISCUSSION Mayor Kathy Rose once again gave a big shout out to Alderman Jill Beck for being honored as one of a few CFOs of the year. It was a great event, and we are very proud of her. There was a very good turnout voting today! I was number 565 and there were several following me. BOARD OF ALDERMEN Alderman Bundy— Nothing to report. Alderman Draut— Nothing to report. Alderman Palma — Echo sentiments about Jill's accomplishment. Alderman Cockrell — Congratulations to Jill, that was a nice lunch and we are proud of you. Thank you to resident Terry Buller, for arranging for a bench at the bus stop for our neighborhood children. Alderman Beck—A big thank you to my colleagues here and the Mayor attending the event. It was wonderful to have that support. We, the Mayor, Alderman Milner, and I met with a resident that lives at El Chaparral Apartments and is very eager to get involved 5 with the City and attending the Reaching Riverside events. This outreach is so important to our City. Alderman Milner— I am very excited about having this young man Jill spoke of, getting involved and engaged. I also want to thank those that attended the luncheon at Park Hill South, it was great to have the Mayor, Brian, and many Aldermen have lunch together, so my two worlds collided. It was very special.
