Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
September 5, 2000
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was
held in the City Hall in Riverside, Missouri on September 5, 2000 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Ron Super, Andrew
Morse, Pam Darata, Rochelle Legaard, Ray Beard and George Flaws.
Also present was Louise Rusick, City Clerk, Wylie Simpson, Chief, Steve Crystal,
City Attorney and Deborah Polk, City Attorney's office.
Minutes, Aug. 17"' Alderman Morse moved to approve the minutes of August 17"' and
and Aug. 24th August 24"' as corrected, seconded by Alderman Beard, the vote

Motion carries.
Comments by Jim Trimble, 5503 Foxhill Road, Parkville, Mo. presented a plan for
Visitors the extension of 50"' street and suggested ideas on how the road
could be improved, in lieu of the present plan. Steve Crystal, City
Attorney and Alderman Super suggested a proposal be prepared
and submitted for review to We City Engineer for the project,
Shafer, Kline and Warren.
Carolyn Ghtzener, Parks and Recreation Coordinator for the City
gave a presentation of calendar of events planned. Also, Carolyn
presented a brochure she prepared stating 2,500 would be mailed at
a cost of $465.00 (bulk mail rate) at a total cost of $1,700 for the
brochures and postage asking the board to approve for mailing. No
action taken.
Stathbury extension Richard Ulrich, 5015 NW Merrimac, Riverside, Mo. and Mike
approved Fk-wers, Project Manager, Aylett Surveyors, 201 NW 72"d St.,
Gladstone, Mo. presented plans for the NW Strathbury extension,
(previously approved by the Planning Commission). Aklerman
Beard moved to approve the NW Strathbury extension, seconded by
Alderman Flaws, the vote was:
Aye: Aldermen Morse, Super, Flaws, Darats, Legaard and Beard.
Motion Carries.
Visitor PhyWs Reece, 4551 NW High Dr., Riverside, Mo. asked whether it
Comments was fact or fiction as she heard employees were pulled from their
regular job and doing other things and minors working in the
offices. Mayor Burch stated other employees were doing other
things than they normally do and the board didn't know either of the
above mentioned. Two children, one her grandson and the other, a
Dispatcher's daughter, fifteen year olds were voluntarily working in
the offices.
Mike Pope-4743 NW Riverside St., Dee Mortenson-4709 NW
Flintridge, Bael Ralston-4743 Platte Purchase, Riverside, Mo. spoke
to the board about playing basketball at the Community Center gym
on Saturday mornings from 8-10 a.m. No action taken by the board.
Louann Layton-4920 NW High Dr., Riverside, Mo. commented
about using the Community Center for rental on holidays. She had
inquired earlier at the City Clerk's office and misunderstood when
she was told previous reservations were "grand fathered in"
thinking anyone who had it reserved now had it reserved for future
years on holidays. It was explained to her this was in effect, "only
for the one time reservation."
Recess A brief recess was called at 8:40 p.m.
Reconvene All Aldermen and the Mayor responded to roll call and the meeting
reconvened.
Resolution Alderman Morse moved to approve a resolution to proclaim
approved to September as Senior Citizen's month, seconded by Alderman Flaws,
designate Sept. the vote was:

Motion carries.
Mary Zirchsky, Senior Citizen Coalition, P.O. Boa 12053, Parkville,
Mo. invited the Mayor and all Aldermen to open hoase on
September 22°d from 2-4 p.m. at the Park Hill Administration
building.
Motion for Closed Alderman Beard moved that the board go into closed session
Session pursuant to RSMO 610.021(2) personnel issues and 610.021(3) for
discussion of legal issues, seconded by Alderman Morse, the vote
was:
Aye: Aldermen Beard, Legaard, Darata, Flaws, Super and Morse.
Mofion carries.
Motion for Open Alderman Morse moved that the board go into open session,
Session seconded by Alderman Flaws, the vote was:

Motion carries.
Visitor Comment Beverly McWilliams, 2701 NW Riverside St, Riverside, Mo.
complained there are four places (curbs and sidewalks) cracked on
Riversfde St. The City Engineer will investigate.
Bill No. 2000.71 Alderman Beard moved to place Bill No. 2000.71 on its first reading,
Payment of Bills said Bill authorizing certain indebtedness listed therein, seconded by
Alderman Flaws, the vote was:
Aye: Aldermen Legaard, Beard, Morse, Super, Flaws and Darata.
Motion carries.
Ordinance Alderman Super moved to place Bill No. 2000.71 on its second
No. 2000-71 reading, and upon passage of same become Ordinance No. 2000.71,
Approved seconded by Alderman Legaard, the vote waa:
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and Legaard.
Motion carries.
Bill No. 2000-72 Alderman Flaws moved to place Bill No. 2000-72 on its first reading,
ratifying the accep- said Bill ratifying the acceptance of bids on $1,988,405.44 listed as
fence of bids on therein, seconded by Alderman Beard, the vote was:

Aye: Aldermen Super, Darata, Beard, Legaard, Morse and Flaws.
Motion carries.
Ordinance No. Alderman Beard moved to place Bill No. 2000.72 on its second
2000.72 reading, and upon passage of same become Ordinance No. 2000.72,
Approved seconded by Alderman Super, the vote was:
Aye: Aldermen Darata, Beard, Super, Morse, Flaws and Legaard.
Motion carries.
Bill No. 2000-73 Alderman Beard moved to place Bill No. 2000-73 on its first reading,
Authorizing the said Bill authorizing the City of Riverside, Missouri to employ Troy
employment of Eugene Smith as a full time Public Safety Officer in the Department
Troy E. Smith of Public Safety, setting a salary and start date for same, seconded
as a full time PSO by Alderman flaws, the vote was:
Aye: Aldermen Beard, Super, Morse, Flaws, Legaard and Darata.
Motion carries.
Ordinance Alderman Morse moved to place Bill No. 2000-73 on its second
No. 2000-73 reading, and upon passage of same become Ordinance No. 2000-73,
Approved seconded by Alderman Flaws, the vote was:
Aldermen Super, Morse, Flaws, Legaard, Beard and Darata.
Motion carries.
Bill No. 2000-74 Alderman Beard moved to place Bill No. 2000-74 on its first reading,
Authorizfng the said Bill authorizing the City of Riverside, Missouri to employ Brent
employment of Mfchael Holland as a full time Public Safety Officer in the
Brent M. Holland Department of Public Safety, setting a salary and start date for
as a full time PSO same, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Beard, Legaard, Morse, Flaws and Super.
Motion carries.
Ordinance Alderman Flaws moved to place Bill No. 2000-74 on its second
No. 2000-74 reading, and upon passage of same become Ordinance No. 20110-74,
Approved seconded by Alderman Legaard, the vote was:
Aye: Aldermen Beard, Super, Morse, Flaws, Legaard and Darata.
Motion carries.
Bill No. 2000-75 Alderman Beard moved to place Bill No. 2000-75 on its first reading
Authorizing the said Bill authorizing the City of Riverside, Missouri, to employ
employment of Anthony Bernard Dougherty as a full time Public Safety Officer in
Anthony B, the Department of Public Safety, setting a salary and start date for
Dougherty as a same, seconded by Alderman Legaard, the vote was:

Ordinance Alderman Flaws moved to place Bill No. 2000-75 on its second
No. 2000-75 reading, and upon passage of same become Ordinance No. 2000-75,

Motion carries.
Approval of agree- Alderman Darata moved to approve an agreement wiW Ponzer,
ment with Ponzer, Youngquist, 227 E. Demos Ave., Olathe, Ks. for N.W. Cherokee
Youngquist for storm drainage improvements in the amount of $16,500 (not to

Motion carries.
Motion dies Alderman Morse made a motion for the Community Center opening
for lack of second from 8 a.m. to 10 a.m, with open gym and for use of planned
Community Center activities.
Motion died for lack of second.
Approval of Alderman Flaws moved to approve rental of We Community Center
changes in Comm- leaving rental times on Saturdays as is at present and not allowing
unity Center rental of the gym on holidays, but renting the meeting rooms.
agreement Alderman Morse moved to amend the motion by adding on "rentals
from 9 a.m. to 1 a.m. and on holidays may not require presence of
more than one officer, with the period of days limited to the advance
booking for residents, one year and non-residents sia months. The
amendment died for lack of second. Alderman Super seconded the
main motion, with no amendment, the vote was:
Aye: Aldermen Legaard, Beard, Super, Flaws and Darata.
No: Alderman Morse.
Motion carries.
Acceptance of Alderman Beard moved to accept Public Safety Officer, Doug
PSO, Doug Poindexter's resignation to be effective October 1, 2000, seconded by
Poindexter's resig- Alderman Flaws, the vote was:

Motion carries.
