HomeMy WebLinkAbout2024-08-20 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 20, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 20, 2024. Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Police Captain Gary McMullin, HR Manager Amy Strough, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to CLOSED @ 6:00 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Cockrell, Beck, Draut, Bundy, Palma, and Milner. Motion carried 6-0. MOTION TO ADJOURN Alderman Milner moved at 6:39 p.m. to adjourn closed session CLOSED @ 6:39 P.M. with action taken, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, Draut, and Beck. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, HR Manager Amy Strough, City Engineer Travis Hoover, Police Captain Gary McMullin, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief Gordon Fowlston, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Draut moved to approve the consent agenda as presented, second by Alderman Milner. Yes: Draut, Milner, Palma, Beck, Cockrell, and Bundy. Motion carried 6-0. MINUTES OF 08-06-2024 Alderman Draut moved to approve the minutes of the August 6, 2024, meeting, second by Alderman Milner. Yes: Draut, Milner, Palma, Beck, Cockrell, and Bundy. Motion carried 6-0. COURT REPORT Alderman Draut moved to approve the July 2024 Court Report, meeting, second by Alderman Milner. Yes: Draut, Milner, Palma, Beck, Cockrell, and Bundy. Motion carried 6-0. RESOLUTION 2024-0104 Alderman Draut moved to approve Resolution 2024-104 Bill Pay authorizing the expenditure of funds for fiscal years 2023-2024 and 2024-2025 for weeks ending August 9'h and August 16th in the amount of$1,479,341.16, second by Alderman Milner. Yes: Draut, Milner, Palma, Beck, Cockrell, and Bundy. Motion carried 6-0. RESOLUTION 2024-105 Alderman Draut moved to approve Resolution 2024-105 CO 3 Royal Construction approving Change Order 3 to the Agreement with Royal Construction Services, LLC for Riverside Pool and Restroom Improvements resulting in a revised contact amount of $3,357,507.92 for such purposes, second by Alderman Milner. Yes: Draut, Milner, Palma, Beck, Cockrell, and Bundy. Motion carried 6-0. REGULAR AGENDA BILL NO. 2024-050 City Clerk Robin Kincaid gave first reading of Bill No. 2024-050. Final Development Plan Community Development Director Mike Duffy reported that this bill is approving the final development plan for Lot 7 of 40 West that was heard by the Planning & Zoning Commission last Thursday and unanimously approved. PowerPoint slides were shown for design and location. Alderman Cockrell moved to accept first reading and place Bill 2024-050 on second and final reading, second by Alderman Palma. Yes: Cockrell, Palma, Draut, Bundy, Milner, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-050. Alderman Palma moved to approve Bill 2024-050 and enact said bill as ordinance, second by Alderman Bundy. Yes: Palma, Bundy, Cockrell, Milner, Beck, and Draut. Motion carried 6-0. 2 BILL NO. 2024-051 City Clerk Robin Kincaid gave first reading of Bill No. 2024-051. MDFB Funding Agreement Community Development Director Mike Duffy explained that this is for the State of Missouri funding for the LiveNation Project. Alderman Milner moved to accept first reading and place Bill 2024-051 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-051. Alderman Milner moved to approve Bill 2024-051 and enact said bill as ordinance, second by Alderman Beck. Yes: Milner, Beck, Bundy, Draut, Palma, and Cockrell. Motion carried 6-0. BILL NO. 2024-052 Mayor Rose announced that Bill No. 2024-052 is pulled from the Amended & Restated Lease agenda at this time and to be heard at a later date. BILL NO. 2024-053 City Clerk Robin Kincaid gave first reading of Bill No. 2024-053. New Hire PT Fire - Lance Alderman Milner moved to accept first reading and place Bill 2024-053 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Palma, Bundy, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-053. Alderman Cockrell moved to approve Bill 2024-053 and enact said bill as ordinance, second by Alderman Beck. Yes: Cockrell, Beck, Milner, Bundy, Draut, and Palma. Motion carried 6-0. RESOLUTION 2024-106 City Engineer Travis Hoover commented that this agreement Reimbursement Magellan-LN begins the process of lowering the Magellan pipeline for the LiveNation Project. Alderman Cockrell moved to approve Resolution 2024-106 authorizing approval of the reimbursement agreement with Magellan Pipeline Company for the LiveNation Project, second by Alderman Palma. Yes: Cockrell, Palma, Beck, Bundy, Draut, and Milner. Motion carried 6-0. Catering Liquor License Alderman Cockrell moved to approve a temporary catering liquor Temp Catering License license for Edward Schmalz with ReRoll Tavern, LLC for the CARVED event on October 19 & 20, 2024 at Renner Brenner Park, 2901 NW Vivion Road, Riverside, MO contingent upon State of Missouri Approval, second by Alderman Palma. Yes: Cockrell, Palma, Milner, Beck, Bundy, and Draut. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral announced upcoming events as being the Public Safety Awards Ceremony on Thursday, August 22nd at 5:30 p.m. here in the Chambers. The Comp Plan meeting will be that same evening at the Library in their community room to 3 finalize that process. We have Reaching Riverside events: Homestead Park on Friday, August 23rd at 6:30 p.m. and FieldHouse Townhomes on Saturday, August 24th at 11 a.m. Koral shared an Upstream Story, showing a photo of the Emergency Operations Center in North Kansas City, and sharing an email received from NKC Fire Chief Williams extending sincere appreciation for the work and help from Assistant Chief Keith Payne and his expertise and professionalism as a valuable part of the EOC team. An update was given on the IRIS service including graphs on ridership and costs. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reminded the Board of the Comprehensive Plan meeting with the Steering Committee at 6:30 p.m. on Thursday, August 22nd, at the library. The Planning & Zoning Commission and the Parks Board are invited to attend as well. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reviewed Fire monthly reporting and all numbers have stayed about the same. It was a busy month, we received multiple calls at the same time, and I have to give the Dispatchers credit for handling those very well. POLICE Police Captain Gary McMullin went through the July 2024 report in the packet and most numbers have remained very similar to last month. School is back in session, and we have officers out at bus stops and in the neighborhoods as we usually do during school months in the mornings and afternoons. PUBLIC WORKS Public Works Director Tom Wooddell announced the HHW 2024 is scheduled for September 7th @ Platte Landing Park from 8 a.m. to noon. They will not be accepting any electronics or businesses waste. LEVEE BOARD City Engineer Travis Hoover announced the next regular meeting will be on September 18th and the Annual Landowner meeting will be held on October 16th, 2024. MAYOR'S DISCUSSION Mayor Kathy Rose went back to the Reaching Riverside event at the Townhomes and there was a great turnout, there was a great group attending. FieldHouse Reaching Riverside is this Saturday. I want to say that the cleanup of that area just north of the FieldHouse Townhomes, coming into the City from 1-29 looks so much better, thank you for taking care of that. We had a very informative meeting at EH Young Park discussing the next phases with many new and different ideas, and I think everyone is going to be very pleased with what came about. The pool closed this last weekend and demolition has started for that project. Today there 4 were several staff and me that attended the NRCC monthly luncheon with a very informative speaker who talked about today's workforce. It is going to be a big Fall season with many things happening! BOARD OF ALDERMEN Alderman Draut— Nothing to report. Alderman Cockrell — I am looking forward to the MML Annual Conference. I am going to miss the Friday evening Reaching Riverside event but will be attending the Saturday event. Alderman Milner— I will not attend either of the next two, but I was at the last event, and I was very encouraged with Kenneth and his excitement and conversations with so many kids and residents. Alderman Beck— Kenneth is very excited to be a part of the Reaching Riverside events. Alderman Palma — I really enjoyed the meeting at the park with the Park Board and thank you to Noel for coordinating that meeting. Looking forward to the Reaching Riverside events this weekend. Alderman Bundy— Nothing to report. MOTION TO ADJOURN Alderman Draut moved to adjourn the meeting at 7:37 p.m., second by Alderman Milner. Yes: Draut, Milner, Cockrell, Bundy, Palma, and Beck.
