Minutes of Regular Meeting
of We Board of Aldermen of City of Riverside
October 17, 2000
A regular meeting of the Board of Aldermen of the City of Riverside was held in the
City Hall of Riverside, Missouri on October 17, 2000.
Those in attendance were Mayor Pro-Tem, Ron Super, Aldermen Ray Beard, Pam
Dsrata, George Flaws, Ron Super and Rochelle Legaard. Mayor Burch and Alderman
Morse, absent
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk,
Steve Crystal, City Attorney and Deborah Polk, City Attorney's office.
Minutes, October 3'" Alderman Flaws moved that the minutes of October 3'~ be
Approved, approved, seconded by Alderman Beard, the vote was:
Aye: Aldermen Beard, Super, FMws, Darata and Legaard.
Absent: Alderman Morse.
Motion carries.
Minutes, October 10'~ Alderman Flaws moved that the minutes of October 10"' be
Approved approved, seconded by Alderman Darata, We vote was:
Aye: Alderman Super, Flaws, Darata, Legaard and Beard.
Absent: Alderman Morse.
Motion carries.
Visitor Comments A Girl Scout Troop with Weir leader attended to observe the
meeting so We girls could obtain Weir leadership badge
City Administrator David Blackburn mentioned We two (2) trash bids received,
Defl'enbaugh and Browning, Ferris, Industries. There needs to 6e
points of clarification before action is taken. This will be discussed
at anoWer meeting.
Jim Hampton, SouWwestem Bell spoke regarding We permit
request to lay conduit in conjunction wild Argosy. Mr. Hampton
said We construction was underway before We ordinance was passed
and was asked to stop worly but We moratorium was iq effeM when
Wey were working. Steve Crystal, City Attorney said We current
ordinance is in effect and We ordinance Wa! l~ be acted upon is
dealing wild an exception.
The Engineer wasn't sure conduit had to be removed when the
bridge work on NW Gateway was being done, but Southwestern Bell
said they would pay for any moving of the conduit.
Bill No. 2000-84 Alderman Beard moved to table Bill No. 2000-84, approving an
Tabled interim construction permit with Southwestern Bell, seconded by
Alderman Darata, the vote was:
Aye: Aldermen Darata, Legaard, Beard and Super.
No: Alderman Flaws.
Absent: Alderman Morse.
Motion carries.
General Discussion Alderman Legaard said the sod that was laid in the City Right of
Way at resident, Curttrkght's, 5115 NW Merrimac was bluegrass
and in the yard is zoysia. This will be investigated.
Resident, Dwayne and Jeanne Hurlburt, 5005 NW Merrimac, when
the sod was laid, the rnntractor cut the drain and it is now stopped
up. This will also be investigated.
Alderman Legaard advised checking into a commercial company for
cleaning o! the Community Center after rentals for the renters that
don't clean up fully afterwards.
Betty Johnson, 5112 NW High Dr. asked David Blackburn his
opinion on the.Southwestern Belt proposed ordmance. He thought it
is a problem snd said the City is taking a good approach on their
decision regarding Southwestern Bell.
Karen Gordy, 5110 NW High Dr. said she has zoysia grass. When
the contractor plugged new zoysia, the workers didn't smooth it, it's
very bumpy snd uneven. It cannot be mowed withoat skimming off
the soil David Blackburn will speak with the City Engincer and
investigate. .
Wilbur Poe, 3002 NW Florence complained about his vacant lot as to
when construction was fmiahed on the street, a lot of debris, black
top, trees, guttering and a drain pipe was left.. Nqw the time has
ezpired on the contract and feels it's too lah to be cleaned up: There
will be a follow up report st the neat meeting.
Motion for Cbaed Alderman Daradt moved drat the meeting go into closed session
Session pnrsnant to ktSMo 610.021(1) discussion of legal issaes with the City
Attorney, seconded by Alderman I,egaard, the vote was:

Motion carries.
Motion for Open Alderman Super moved that the mceting go into Open Session
Approved seconded by Alderman Beard, the vote was:
Aye: Alderman Darata, Super, Beard, l:.egaard and Flaws.
Absent: Alderman Morse.
Motion carries.
Motion to Adjourn By unanimous decision, the meeting a 'ourned at 9: .m.
