REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 1, 2024
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 1,
2024.
Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck (arrived at 6:07 p.m.), Staci Bundy, Dawn Cockrell, Jason Draut,
Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, HR Manager Amy Strough, Court Administrator Shayla Jones, Police
Chief Chris Skinrood, City Attorney Paul Campo, and Special Counsel Joe Bednar (arrived at
6:15 p.m.).
MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to
CLOSED @ 6:03 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Palma, Cockrell, Bundy, Milner, Draut, and Beck.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:41 p.m. to adjourn closed
CLOSED @ 6:41 P.M. session with action taken, second by Alderman Milner.
Yes: Cockrell, Milner, Palma, Beck, Bundy, and Draut.
Motion carried 6-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood,
Fire Chief Gordon Fowlston, City Engineer Travis Hoover, Finance Director Erika Benitez,
Capital Projects/Parks Manager Noel Challis Bennion, IT Manager Jason Ketter, and City
Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENTS None.
CONSENT AGENDA Alderman Draut moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Draut, Milner, Cockrell, Palma, Beck, and Bundy.
Motion carried 6-0.
MINUTES OF 09-17-2024 Alderman Draut moved to approve the minutes of the September
17, 2024 meeting, second by Alderman Milner.
Yes: Draut, Milner, Cockrell, Palma, Beck, and Bundy.
Motion carried 6-0.
RESOLUTION 2024-116 Alderman Draut moved to approve Resolution 2024-116
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025 weeks ending
September 20th and September 27th in the amount of$652,182.33,
second by Alderman Milner.
Yes: Draut, Milner, Cockrell, Palma, Beck, and Bundy.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2024-059 City Clerk Robin Kincaid gave first reading of Bill No. 2024-059.
Final Plat Lot Split Lot 14 Community Development Director Mike Duffy explained this is a
the first of two ordinances on this project. This is a final plat of Lot
14 splitting it into two parcels, showing pictures of the split.
Alderman Cockrell moved to accept first reading and place Bill
2024-059 on second and final reading, second by Alderman Beck.
Yes: Cockrell, Beck, Bundy, Milner, Draut, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-059.
Alderman Milner moved to approve Bill 2024-059 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Cockrell, Bundy, Palma, and Beck.
Motion carried 6-0.
BILL NO. 2024-060 City Clerk Robin Kincaid gave first reading of Bill No. 2024-060.
Final Development Plan Community Development Director Mike Duffy stated that this
ordinance is for the development plan of the hotel they are
proposing to be located on this lot. Showing renderings and giving
further details on this project. Concerted effort was made to
replicate designs of the training facility and will open early 2026.
Alderman Cockrell moved to accept first reading and place Bill
2024-060 on second and final reading, second by Alderman
Draut.
Yes: Cockrell, Draut, Milner, Bundy, Beck, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-060.
Alderman Milner moved to approve Bill 2024-060 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Milner, Draut, Bundy, Cockrell, Palma, and Beck.
Motion carried 6-0.

BILL NO. 2024-061 City Clerk Robin Kincaid gave first reading of Bill No. 2024-061.
Final Plat Amphitheater Community Development Director Mike Duffy announced that right
across the street from the new hotel will be we are replotting
approximately 16 tracts, and he shared the details of them. This
plan went to Planning and Zoning Commission last Thursday and
unanimously recommended approval of this plat.
Alderman Cockrell moved to accept first reading and place Bill
2024-061 on second and final reading, second by Alderman Beck.
Yes: Cockrell, Beck, Draut, Palma, Milner, and Bundy.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-061.
Alderman Milner moved to approve Bill 2024-061 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Milner, Palma, Bundy, Beck, Cockrell, and Draut.
Motion carried 6-0.
BILL NO. 2024-062 City Clerk Robin Kincaid gave first reading of Bill No. 2024-062.
Police Hire- Rogers Alderman Beck moved to accept first reading and place Bill
2024-062 on second and final reading, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Draut, Bundy, Milner, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-062.
Alderman Draut moved to approve Bill 2024-062 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Draut, Palma, Bundy, Milner, Cockrell, and Beck.
Motion carried 6-0.
BILL NO. 2024-063 Mayor Rose stated Bill No. 2024-063 is pulled from the agenda
Amend Ground Lease for this meeting.
RESOLUTION 2024-117 Capital Projects/Parks Manager Noel Challis Bennion reviewed
Bid Award Horizons Trees the results of the bidding for the tree project in Horizons with four
received and recommend going with the lowest bidder, Rosehill
Gardens. Slides were reviewed and questions were answered.
Alderman Beck moved to approve Resolution 2024-117
awarding the bid for the Horizons Trees and approving the
agreement between the City and Rosehill Gardens Inc. for such
project, second by Alderman Cockrell.
Yes: Beck, Cockrell, Palma, Milner, Draut, and Bundy.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral explained the need for policy
direction from the Board regarding Chapter 600 of our City Code
and liquor licensing restrictions that currently exist. Our code is
above and beyond the State Statute and with the amphitheater
along with other businesses coming into our city, we have options
of removing or increasing the number of licenses available.
Discussions were also held with the Board of Aldermen regarding
the buffer from schools and churches. Consensus of the Board
was to come back with an ordinance to increase limits on licenses.

There will be a Reaching Riverside Event in Palisades on October
5" from 4-6pm. The Fire Department will have their Open House
on October 5th from 10 am to 2 pm. The CARVED is going to be
two days this year on October 18 & 19 and then Trunk or Treat will
be on October 19th. The first meeting in November will be on
Monday, November 4th because of the election on Tuesday,
November 5th. An Upstream Story was shared how our Fire
Department was responding to a lift assist call, the gentleman they
were helping, was upset about his flag being in poor condition and
the A Shift Fire Crew decided to purchase a new flag and replace
the American flag for the gentleman. It is awesome that we have
people in our organization that care and provide Upstream from
Ordinary service.
COMMUNITY DEVELOPMENT Director Mike Duffy followed up on the Comprehensive Plan
discussion and said that the Planning & Zoning Commission
unanimously approved the Plan unanimously last Thursday
evening at their meeting. The Board discussed the process for the
Comp Plan and Duffy answered questions.
ENGINEERING No report.
FINANCE No report.
FIRE Fire Chief Gordon Fowlston announced the Flu Shot Clinic is
tomorrow, Wednesday, Oct. 2nd from 4-6 pm. We received a letter
today with a check in the amount of$5,000 corporate contribution
from the Bedford Foundation and Victaulic to the Fire Dept. to
advance the mission of supporting the enhancement of the
community where their employees work and live. Our department
is very thankful and will be looking at ways to best invest those
funds that may help with community outreach.
POLICE No report.
PUBLIC WORKS No report.
LEVEE BOARD City Engineer Travis Hoover stated that there is a meeting on the

MAYOR'S DISCUSSION Mayor Kathy Rose stated that she has received notice letters from
Yanfeng with 441 jobs and Adient with 200 jobs informing the City
that both businesses are closing. Very sad news and we hope to
get businesses to fill the vacant buildings and get these people
back to work. It has been a busy travel month as we have done
the DC Fly-In, MML Conference, and to Minnesota with the KC
Chamber. The trip to Minneapolis was fabulous. There were 170
of us on a chartered flight, we got to learn so much about the city,
their economic development councils and chambers, along with
their downtown and its struggles. A great learning experience and
making a lot of connections. Those on the trip are very excited

about all that is going on in our City with LiveNation. Tomorrow,
we have a meeting to discuss the Northland's role in the World
Cup for 2026.
BOARD OF ALDERMEN Alderman Palma — I was able to go on the Washington DC trip.
It was a great time, met a lot of great people and enjoyed seeing
the rich history there with the Northland Chamber group. I really
appreciate the opportunity to go on the trip. The round-a-bout is
being reconfigured up in our neighborhood and we appreciate the
work being done there and thank you to Travis and anyone else
helping with that project.
