HomeMy WebLinkAbout2024-10-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 15, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 15, 2024. Mayor Rose announced that there are no closed session items at this time, so there will be no closed session as tentatively projected. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, and Rob Milner. Aldermen Jason Draut and Steve Palma were absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, HR Manager Amy Strough, City Engineer Travis Hoover, Police Chief Chris Skinrood, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief Gordon Fowlston, IT Manager Jason Ketter, Finance Director Erika Benitez, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PROCLAMATION Mayor Rose read the proclamation for International Alpha Delta Kappa Month — October 2024 and presented it to Amy Holliday the leader of the local Alpha Delta Kappa organization. PUBLIC COMMENT Ken lrbin —4842 NW Homestead Road —Shared concerns about City Code 210.770— Noise disturbance and noise issues from the Eagle Animal Hospital. He shared all contacts made regarding this issue and that he has been addressing this issue since August 2024. Mayor Rose assured Mr. Irbin that staff would address the issue. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes:.Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. MINUTES OF 10-01-2024 Alderman Milner moved to approve the minutes of the October 1, 2024, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. 1 MINUTES OF 10-03-2024 Alderman Milner moved to approve the minutes of the October 3, 2024, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. COURT REPORT Alderman Milner moved to approve the September 2024 Court Report, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. RESOLUTION 2024-118 Alderman Milner moved to approve Resolution 2024-118 Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for weeks ending October 4th and October 11th in the amount of$469, 861.10, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. • RESOLUTION 2024-119 Alderman Milner moved to approve Resolution 2024-119 Surplus Property for Disposal Declaring Certain Equipment to be Surplus and Authorizing its Disposal, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. RESOLUTION 2024-120 Alderman Milner moved to approve Resolution 2024-120 Temp Landscape Easement Approving and Accepting a Temporary Landscape Easement from Link Real Estate, LLC for the Horizons Trees Project, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. _ Motion carried 4-0. RESOLUTION 2024-121 Alderman Milner moved to approve Resolution 2024-121 Aquatic Center Rules Approving the Aquatic Center Rules, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, and Bundy. Motion carried 4-0. REGULAR AGENDA BILL NO.2024-066 City Clerk Robin Kincaid gave first reading of Bill No. 2024-066. Amend Chapter 600 City Code City Administrator Brian Koral reviewed the discussion from the last meeting regarding the number limits by our ordinance for liquor'by the drink. This will increase our current number of two (2) licenses to five (5). Alderman Cockrell moved to accept first reading and place Bill 2024-066 on second and final reading, second by Alderman Bundy. Yes: Cockrell, Bundy, Milner, and Beck. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2024-066. Alderman Milner moved to approve Bill 2024-066 and enact said bill as ordinance, second by Alderman Beck. 2 Yes: Milner, Beck, Bundy, and Cockrell. Motion carried 4-0. BILL NO. 2024-067 City Clerk Robin Kincaid gave first reading of Bill No. 2024-067. Sr. Admin Assistant-Griffin Alderman Milner moved to accept first reading and place Bill 2024-067 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, and Beck. Motion carried 4-0. City Clerk Kincaid gave second reading of Bill No. 2024-067. Alderman Beck moved to approve Bill 2024-067 and enact said bill as ordinance, second by Alderman Bundy. Yes: Beck, Bundy, Cockrell, and Milner. Motion carried 4-0. CITY ADMINISTRATOR City Administrator Brian Koral announced upcoming events, be watching for calendar invites, and respond as quickly as possible for registration. The Mayor also wanted to discuss the Board's consideration of committing to the presidential level for the PHS Education Foundation for this fiscal year at$5,000. Following discussion and assurance there were funds available for this year, the Board gave general consensus to move forward with that commitment for 2024-2025. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects/Parks Manager Noel Challis Bennion gave an overview of concepts from the EH Young Riverfront Park Master Plan following several meetings from the Steering Committee and decisions agreed upon. Following a PowerPoint presentation introducing phases 1-4 and summarizing each. Noel answered questions from the Board and Mayor Rose shared input of each phase. FINANCE Finance Director Erika Benitez reviewed the PowerPoint graphs as the City is through 25% of the fiscal year and on track. Investments are remaining strong. FIRE Fire Chief Gordon Fowlston reviewed Fire monthly reporting and all numbers have stayed about the same. Open House had a good steady flow, and we were able to give away three bicycles. It was a busy month, and our training hours were very high. POLICE Police Chief Chris Skinrood went through the September 2024 report in the packet and some numbers have risen slightly, but a good amount remained very similar to last month. We are dealing with RedX and their loss prevention to minimize thefts. PUBLIC WORKS Public Works Director Tom Wooddell announced the Fall Clean Up days are through this Saturday—7:30 a.m. to 3:30 p.m. 3 LEVEE BOARD City Engineer Travis Hoover announced the Annual Landowner meeting will be held tomorrow, October 16th, 2024. MAYOR'S DISCUSSION Mayor Kathy Rose reported that this Saturday morning at E.H. Young Park—9 a.m. to clean up the park. CARVED is Friday and Saturday evening along with Trunk or Treat on Saturday, Oct. 19' from 5:30 - 6:30 pm. On October 24th I am hosting the PCEDC at my home, 4:30—6:30 pm. There is a special luncheon on Tuesday, Oct. 22nd with Lt. Governor Kehoe, and then the Groundbreaking on Oct. 29th for the amphitheater.
