HomeMy WebLinkAbout2024-11-4 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, November 4, 2024 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Monday, November 4, 2024. Mayor Rose called the meeting to order at 6:33 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. • Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, HR Manager Amy Strough, and Finance Director Erika Benitez. MOTION TO ENTER INTO Alderman Draut moved to enter closed session pursuant to CLOSED @ 6:33 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining, or promoting a particular employee, when personal information about the employee is discussed, and RSMo 610.021 (13) Individually identifiable personnel records, performance ratings or records pertaining to employee or applicant for employment, second by Alderman Beck. Yes: Draut, Beck, Cockrell, Milner, Bundy, and Palma. Motion carried 6-0. MOTION TO ADJOURN Alderman Cockrell moved at 6:43 p.m. to adjourn closed CLOSED @ 6:43 P.M. session with action taken, second by Alderman Beck. Yes: Cockrell, Beck, Draut, Milner, Palma, and Bundy. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, HR Manager Amy Strough, Finance Director Erika Benitez, and IT Manager Jason Ketter. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS None. 1 CONSENT AGENDA Alderman Draut moved to approve the consent agenda as presented, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. MINUTES OF 10-15-2024 Alderman Draut moved to approve the minutes of the October 15, 2024 meeting, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. RESOLUTION 2024-122 Alderman Draut moved to approve Resolution 2024-122 Bill Pay authorizing the expenditure of funds out of the City treasury of the City of Riverside for Fiscal Year 2024-2025 weeks ending October 18th, October 25th, and November 1st in the amount of $612,058.00, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. RESOLUTION 2024-123 Alderman Draut moved to approve Resolution 2024-123 Declaring Surplus Property declaring certain equipment to be surplus and authorizing its disposal, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. RESOLUTION 2024-124 Alderman Draut moved to approve Resolution 2024-124 Fire Purchase-Tactical Vests authorizing the purchase ballistic tactical safety vests for the Fire Department from CCG Safety Gear, LLC, off the NASPO purchasing contract in the amount not to exceed $12,165.00, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. RESOLUTION 2024-125 Alderman Draut moved to approve Resolution 2024-125 OneCause, Inc Agreement approving an agreement with OneCause, Inc, second by Alderman Milner. Yes: Draut, Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 6-0. REGULAR AGENDA BILL NO. 2024-068 City Clerk Robin Kincaid gave first reading of Bill No. 2024-068. Public Works Hire - Betancourt Alderman Milner moved to accept first reading and place Bill 2024-068 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Bundy, Draut, and Palma. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-068. Alderman Cockrell moved to approve Bill 2024-068 and enact said bill as ordinance, second by Alderman Draut. Yes: Cockrell, Draut, Palma, Beck, Bundy, and Milner. Motion carried 6-0. 2 BILL NO. 2024-069 City Clerk Robin Kincaid gave first reading of Bill No. 2024-069. MARC 2025 HHW Alderman Milner moved to accept first reading and place Bill 2024-069 on second and final reading, second by Alderman Beck. Yes: Milner, Beck, Bundy, Palma, Draut, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-069. Alderman Milner moved to approve Bill 2024-069 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, Beck, Palma, and Bundy. Motion carried 6-0. BILL NO. 2024-070 City Clerk Robin Kincaid gave first reading of Bill No. 2024-070. Cancellation & Release Agmnt Community Development Director Mike Duffy reviewed the circumstances of the Vazquez cancellation and release agreement and release of funds, terminating the purchase and sale agreement. Alderman Palma moved to accept first reading and place Bill 2024-070 on second and final reading, second by Alderman Beck. Yes: Palma, Beck, Milner, Bundy, Draut, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-070. Alderman Milner moved to approve Bill 2024-070 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Draut, Beck, and Palma. Motion carried 6-0. BILL NO. 2024-071 City Clerk Robin Kincaid gave first reading of Bill No. 2024-071. ROW& Easements Riverway Community Development Director Mike Duffy explained that this is on the Riverway Boulevard Project. Design phase is rapidly being completed and this is the start of the phase for right of way and construction easement acquisition and this allows us to begin. Alderman Beck moved to accept first reading and place Bill 2024-071 on second and final reading, second by Alderman Palma. Yes: Beck, Palma, Draut, Bundy, Milner, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-071. Alderman Milner moved to approve Bill 2024-071 and enact said bill as ordinance, second by Alderman Draut. Yes: Milner, Draut, Cockrell, Bundy, Beck, and Palma. Motion carried 6-0. Catering Liquor License Alderman Palma moved to approve a temporary catering liquor Temp Catering License license for Lorene Williams, Managing Officer for Levy Premium Foodservice, L.P. for a hosted event for KC WFC Training, LLC on November 22, 2024, at 1 Teal Rising Way, Riverside, Missouri, contingent upon State of Missouri approval, second by Alderman Beck. Yes: Palma, Beck, Bundy, Draut, Milner, and Cockrell. Motion carried 6-0. 3 CITY ADMINISTRATOR City Administrator Brian Koral shared the Upstream Stories that included handwritten thank you notes received from students from English Landing Elementary School that participate in the Beyond the Bell Program. Koral then gave an update on the IRIS Pilot Program Ridership and we should celebrate just over 10,000 rides since August 2023. IRIS will provide free rides to the election polls for voting tomorrow.
