REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 19, 2024
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November
19, 2024.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner(arrived at 6:52), and
Steve Palma.
Alderman Staci Bundy was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Finance Director Erika Benitez, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Cockrell moved to enter closed session pursuant to
CLOSED @ 6:30 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, second by
Alderman Beck.
Yes: Cockrell, Beck, Draut, and Palma.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Palma moved at 6:58 p.m. to adjourn closed session
CLOSED @ 6:58 P.M. with no action taken, second by Alderman Cockrell.
Yes: Palma, Cockrell, Beck, Milner, and Draut.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, Rob Milner, and Steve Palma.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Police Chief Chris Skinrood, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief
Gordon Fowlston, IT Manager Jason Ketter, Finance Director Erika Benitez, and City Attorney
Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Ken Irbin —4842 NW Homestead Road —Shared concerns about
City Code 210.770 Noise disturbance and noise issues from the
Eagle Animal Hospital at the October 15th BOA meeting. This
evening, he expressed his appreciation to the Board and that staff

members actually came out to his home to monitor the noise levels
and spoke to the veterinarian about their concerns. The neighbors
are all appreciative as well. Thanks to Mayor Rose, Board of
Aldermen, Chief Skinrood, Brian Koral, and Sarah Wagner for
listening to our concerns and following through to help the
situation.
CONSENT AGENDA Alderman Draut moved to approve the consent agenda as
presented, second by Alderman Milner.
Yes: Draut, Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 6-0.
MINUTES OF 11-04-2024 Alderman Draut moved to approve the minutes of the November
4, 2024, meeting, second by Alderman Milner.
Yes: Draut, Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 6-0.
COURT REPORT Alderman Draut moved to approve the October 2024 Court
Report, meeting, second by Alderman Milner.
Yes: Draut, Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2024-0126 Alderman Draut moved to approve Resolution 2024-126
Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for
weeks ending November 8th and November 15th in the amount of
$923,929.70, second by Alderman Milner.
Yes: Draut, Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 6-0.
RESOLUTION 2024-127 Alderman Draut moved to approve Resolution 2024-127
Declare Surplus Property declaring certain equipment to be surplus and authorizing its
disposal, second by Alderman Milner.
Yes: Draut, Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose opened the public hearing at 7:04 p.m. for
Chapter 100 Bonds Hotel consideration regarding a plan for industrial development providing
tax abatement for the Teal Rising Hotel Project, which involves the
construction of an approximately 134-unit hotel and related
improvements. The project will be located on Teal Rising Way
north of Taylor Boulevard and east of NW Horizons Parkway,
Riverside, Missouri.
Community Development Director Mike Duffy explained that this
project is for a hotel project and will have restaurant and bar along
with meeting space available. Site work is ready to begin and this,
for consideration, is Chapter 100 bonds for the project allowing for
the bonds for construction and sales tax exemption for the project.
David Martin from Gilmore & Bell explained details of the process
for this project. Mayor Rose asked if there were any further

questions or comments and hearing none, closed the public
hearing at 7:08 p.m.
BILL NO. 2024-072 City Clerk Robin Kincaid gave first reading of Bill No. 2024-072.
Teal Rising Hotel - Bonds Alderman Palma moved to accept first reading and place Bill
2024-072 on second and final reading, second by Alderman Beck.
Yes: Palma, Beck, Milner, Bundy, Draut, and Cockrell.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-072.
Alderman Palma moved to approve Bill 2024-072 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Palma, Draut, Bundy, Milner, Cockrell, and Beck.
Motion carried 6-0.
BILL NO. 2024-073 City Clerk Robin Kincaid gave first reading of Bill No. 2024-073.
MS Restoration, LLC Term Community Development Director Mike Duffy announced this
project was previously approved by the Board for an option on the
property listed, there has been an access to sanitary sewer on the
property indefinitely, this is terminating that option.
Alderman Cockrell moved to accept first reading and place Bill
2024-073 on second and final reading, second by Alderman
Draut.
Yes: Cockrell, Draut, Milner, Beck, Bundy, and Palma.
Motion carried 6-0.
City Clerk Kincaid gave second reading of Bill No. 2024-073.
Alderman Beck moved to approve Bill 2024-073 and enact
said bill as ordinance, second by Alderman Palma.
Yes: Beck, Palma, Cockrell, Bundy, Draut, and Milner.
Motion carried 6-0.
RESOLUTION 2024-128 Capital Projects/Parks Manager Noel Challis Bennion stated
Royal Construction CO 4 the need for a three-part change order relating to doors for the
project, showing PowerPoint slides to help explain, and adding
this change order stays within the project budget.
Alderman Beck moved to approve Resolution 2024-128 approving
Change Order 4 to the agreement with Royal Construction
Services, LLC for Riverside Pool and Restroom Improvements
resulting in a revised contract amount of$3,400,726.92 for such
purposes, second by Alderman Cockrell.
Yes: Beck, Cockrell, Bundy, Milner, Draut, and Palma.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced the Senior Dinner
coming up soon for our residents aged 55 and older on December
10t. City Hall will be closed next Thursday and Friday in
observance of the Thanksgiving Day Holiday. Koral shared an
Upstream Story, showing a photo of Madison Crowdes and Furko
attending a Narcotics Competition in Mississippi and placed first.
The training hosed agencies from all over the U.S. Great job
representing the City of Riverside!

COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects/Parks Manager Noel Challis Bennion introduced
Marc Harrell, Chief Inclusion Officer with Variety KC, to review the
plan for the park at Horizons and KC Current area by sharing
PowerPoint slides. Marc responded to questions from the Board.
City Engineer Travis Hoover then announced the next Asphalt,
Mill and Overlay Program to begin Spring 2025 and reviewed the
outlined areas for work during this project. This will be going out
for bid soon.
FINANCE Finance Director Erika Benitez reviewed the PowerPoint graphs
as the City is through 33.3% of the fiscal year with our October
report and on track. Investments are remaining pretty strong.
FIRE Fire Chief Gordon Fowlston reviewed the Fire monthly reporting
and all numbers have stayed about the same. Guys and gals are
doing a lot of training.
POLICE Police Chief Chris Skinrood went through the October 2024 report
in the packet and most numbers have gone down a little bit, which
is always good. We were not able to get accurate counts for 911
calls as MARC was experiencing issues with their phone lines.
PUBLIC WORKS Public Works Director Tom Wooddell reported the Christmas lights
are ready to go, there has been pretty good weather to get them
put up. Mayor Rose thanked the department for their hard work
getting that all ready for the December 5th tree lighting event.
LEVEE BOARD City Engineer Travis Hoover announced the next regular meeting
will be tomorrow.
MAYOR'S DISCUSSION Mayor Kathy Rose stated last Thursday that CK Supply had their
groundbreaking ceremony for their expansion. It is a company out
of St. Louis and have been in business since 1948, it is a dry ice
company. Thursday afternoon we attended the Awards of Valor
that our Police Dept. helps host at the Argosy annually. It is a very
moving awards ceremony. Today we hosted two separate groups
of 8th graders from Congress Middle School to visit with
businesses, municipalities, public services, etc. jobs that they may
be interested in. The department heads asked to attend were able
to share snippets of their jobs that may help direct the teenagers'
futures.
BOARD OF ALDERMEN Alderman Beck—The Carved event help benefit the not-for-profit
that I work for, we received a check last week and it looked as
though the event went well, thank you to staff for helping to make
the event a success.
