Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
November 21, 2000
A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was
held on November 21, 2000.
Those in attendance were Mayor Betty Burch, Aldermen George Flaws, Ray Beard,
Ron Super, Pam Darata, Rochelle Legaard and Andrew Morse.
Also, present was David Blackburn, City Administrator, Louise Rusick, City Clerk,
Chief, Wylie Simpson, Steve Crystal, City Attorney and John McClellan, City Attorneys
Office.
Visitor, Daniel Daniel Karr, Boy Scout with Troop No. 133, visited the meeting
Karr, Boy Scout so he may obtain a merit badge.
Minutes, Oct. 24, 2000 Alderman Flaws moved that the minutes of October 24, 2000 be
Approved approved, seconded by Alderman Darata, the vote was:
Aye: Aldermen Super, Darata, Beard, Legaard and Flaws.
Abstain: Alderman Morse
Motion carries.
Minutes, Nov. 7, 2000 Alderman Morse moved that the minutes of November 7, 2000 be
Approved approved, seconded by Alderman Legaard, the vote was:
Aye: Aldermen Flaws, Beard, Legaard, Darata, Morse and Super.
Motion carries.
Kansas City Area Bob Kohler with the Kansas City Area Transportation Authority
Transpor. Auth. Service Planning Department explained the bus routes in the City
presentation saying the City is provided with a twelve (12) passenger bus and
thirty (30) passengers from the City ride with two (2) runs per day.
Also, Mark Swope, Plan Manager with KCATA offered the
metroplea service that offers bus service circulation within the
community and provides service to other connections. The cost is
based on the number of miles operated within the City with an
approximate cost of 575,000, annually. The board will review the
information and discuss again at another time.
Chief Simpson's Chief Simpson said Blue Valley Public Safety installed the two (2)
Report new sirens on Vandepopulier on Monday, November 20"' and they
will soon be in full operation.
The 13"' annual Senior Citizens dinner will be held December 7"',
noon, at the Community Center.

City Administrator David Blackburn, City Administrator mentioned the bid of $3,440.00
Comments from Superior Mechanical Service, Inc. No action taken.
Fiftieth Street discussion took place. The plans will be ezamined and
Shafer, Kline and Warren will be asked to attend the nett meeting to
explain the limits of the project.
Visitors Comments Jim Trimble, 5503 NW Foxhill Rd., Parkville, Mo. was asked to
grant right of way easement on the North side of 50'~ Street His
rnncern is the final design of the road and suggests lowering bo a
12% grade in front of Gary Lily's driveway at 3315 NW SOs' Street
Mr. Trimble would be willing to sign the easement, if this could be
done.
Gary Lily suggested a stop sign be placed at the North driveway exit
at the Post Office. The Post Office should decide this.
Bill No. 2000-91 Alderman Beard moved to approve sharing the cost of bus service
Contract wiW with the Kansas City Area Transportation Authority for the City for
KCATA service from January 1, 2001 to December 31, 2001 in the amount of
514,175, seconded by Alderman Morse, the vote was:
Aye: Aldermen Legaard, Beard, Morse, Super, Flaws and Darata.
Motion carries.
Ordinance No. Alderman Flaws moved to place Bill No. 2000-91 on its second
2000-91 reading, and upon passage of same become Ordinance No. 2000-91,
Approved seconded by Alderman Morse, the vote was:
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and Legaard.
Motion carries.
Bill No. 2000-92 Alderman Morse moved to table Bill No. 2000-92, to the nest
R-O-W Mgmt regularly scheduled meeting of the Board of Aldermen, said Bill
Communications amending Chapter 250 of the Municipal Code City of Riverside
Tabled relating to Right of-Way Management and Communications,
seconded by Alderman Beard, We vote was:
Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard.
Motion carries.
There will be a work session planned on the right of way ordinance
regardmg the fee issues.

Several changes Alderman Beard moved to approve several changes to the new City
to the new City Hall Hall, namely; Storm Sewer-Vivion Rd., Court Modifications:
Approved Reinforced Holding Cell Wall, Plumbing, Carpentry, Framing and
Electrical for a total estimated cost of $33,890, seconded by
Alderman Legaard, the vote was:
Aye: Aldermen Morse, Flaws, Super, Darata, Beard and Legaard.
Motion carries.
Change Orders Alderman Darata moved to approve change orders for Cornell
for new City Hall Roofing, $11,526.36; F& W Construction, $2,590.OO;Electrical
Approved Contractors, $-1,800.00 credit (acceptable change okay by Architect)
and Maderak Const., $2,527.00, P.C. Contractors credit $-3,182.00
the total amount of $ 11,661.36, and taking this amount out of the
contingency, seconded by Alderman Super, the vote was:
Aye: Aldermen Legaard, Morse, Flaws, Super, Darata and Beard.
Motion carries.
Bill No. 2000-96 Alderman Beard moved to place Bill No. 2000-96 on its first reading,
An easement con- said Bill authorizing the Mayor to execute an easement conveyance
veyance with with Kansas City Power and Light Company, seconded by Alderman
Kansas City Power Flaws, the vote was:
& Light Co.
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and Legaard.
Motion carries.
Ordinance No. Alderman Flaws moved to place Bill No. 2000-96 on its second
2000-96 Approved reading, and upon passage of same become Ordinance No. 2000-96,
seconded by Alderman Beard, the vote was:
Aye: Aldermen .Beard, Morse, Flaws, Darata, Legaard and Super.
Motion carries.
Bill No. 2000-98 Alderman Darata moved to place Bill No. 2000-98 on its first
Employment of reading, said Bill authorizing the city of Riverside, Missouri, to
Christopher employ Christopher Brenner in the Public Works Department
Brenner for the City of Riverside, Mo. as a part time maintenance worker
Approved for (2) weeks at an hourly rate of $8.00 starting November 22, 2000,
seconded by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beard, Morse and Super.
Motion carries.
Ordinance No. Alderman Beard moved to place Bill No. 2000-98 on its second
2000-98 reading, and upon passage of same become Ordinance No. 2000-98,
Approved seconded by Alderman Morse, the vote was:
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and Legaard.
Motion carries.
Recess A brief recess was called at 8:50 p.m.
Reconvene All Aldermen and the Mayor responded to roll call and the mceting
reconvened at 9:05 pm
Motion for Closed Alderman Flaws moved that the mceting go into closed session
Session pursuant to RSMo 610.021(1) Legal issues, RSMo 610.021(2) Real
Estate, RSMo 610.021(3) Personnel issues with the City Attorney,
seconded by Alderman Beard, the vote was:
Aye: Aldermen Beard, Morse, Super, Flaws, Darata and Legaard.
Motion carries.
Motion for Open Alderman Morse moved that the mceting go into open session,
Session seconded by Alderman Beard, the vote was:
Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws.
Motion carries.
Bill No. 2000-95 Alderman Beard moved to place Bill No. 2000-95 on its first reading,
Payment of Bills said Bill authorizing the payment of certain indebtedness listed
therein, seconded by Alderman Morse, the vote was:
Aye: Alderman Morse, Super, Flaws, Darata, Legaard and Beard.
Motion carries.
Ordinance No. Alderman Flaws moved to place Bill No. 2000-95 on its second
2000-95 reading, and upon passage of same become Ordinance No. 2000-95,
Approved seconded by Alderman Morse, the vote was:
Aye: Aldermen Super, Morse, Darata, Legaard, Beard and Flaws.
Motion carries.
Bill No. 2000-97 Bill No. 2000-97, It was decided authorizing the taking of bids is not
necessary.

Bill No. 2000-99 Alderman Beard moved to approve Bill No. 2000-99 for the sale of
Approving the sak property to the Levee District for the L-385 Levee project; and
of property to the authorizing the execution and delivery of documents and actions
Levee Dist.... relating thereto, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Flaws, Darata, Legaard, Beard, Morse and Super.
Motion carries.
Ordinance No. Alderman Morse moved to place Bill No. 2000-99 on its second
2000-99 reading, and upon passage of same become Ordinance No. 2000-99,
Approved seconded by Alderman Beard, the vote was:
Aye: Aldermen Beard, Morse, Super, Flaws, Darsta and Legaard.
Motion carries.
Additional amount Alderman Morse moved to approve granting Carolyn Glazener,
Approved for Parks and Recreation Coordinator $1,865 approximately, for
Parks & Rec. Coord. postage and printing the January mailings, seconded by Alderman
Darsta, the vote was:
Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard.
Motion carries.
