HomeMy WebLinkAbout2024-12-03 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Monday, December 3, 2024` 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 3, 2024. Mayor Rose called the meeting to order at 6:04 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Dawn Cockrell, Jason Draut(by Zoom), Rob Milner, and Steve Palma. Alderman Jill Beck and Alderman Staci Bundy were both absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Palma moved to enter closed session pursuant to CLOSED @ 6:04 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, second by Alderman Milner. Yes: Palma, Milner, Cockrell, and Draut. Motion carried 4-0. MOTION TO ADJOURN Alderman Milner moved at 6:36 p.m. to adjourn closed CLOSED @ 6:36 P.M. session with no action taken, second by Alderman Cockrell. Yes: Milner, Cockrell, Draut, and Palma. Motion carried 4-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Rob Milner, and Steve Palma. Alderman Jason Draut was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, HR Manager Amy Strough, Finance Director Erika Benitez, IT Manager Jason Ketter, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENTS None. 1 CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. MINUTES OF 11-19-2024 Alderman Milner moved to approve the minutes of the November 19, 2024 meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. RESOLUTION 2024-129 Alderman Milner moved to approve Resolution 2024-129 Bill Pay authorizing the expenditure of funds out of the City treasury of the City of Riverside for Fiscal Year 2024-2025 weeks ending November 22nd and November 29th in the amount of$928,905.89, second by Alderman Cockrell. Yes:'Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. RESOLUTION 2024-130 Alderman Milner moved to approve Resolution 2024-130 Mobile License Plate Reader approving the purchase of a mobile license plate reader camera system, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. RESOLUTION 2024-131 Alderman Milner moved to approve Resolution 2024-131 Fixed License Plate Reader approving the purchase of a fixed mounted license plate reader camera system, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. REGULAR AGENDA BILL NO. 2024-074 City Clerk Robin Kincaid gave first reading of Bill No. 2024-074. Add Section 342.070 Code City Administrator Brian Koral explained the need for this addition to the City Code. Alderman Milner moved to accept first reading and place Bill 2024-074 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Bundy, and Palma. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-074. Alderman Beck moved to approve Bill 2024-074 and enact said bill as ordinance, second by Alderman Palma. Yes: Beck, Palma, Cockrell, Bundy, and Milner. Motion carried 5-0. BILL NO. 2024-075 City Clerk Robin Kincaid gave first reading of Bill No. 2024-075. New PT Hire Henderson Alderman Milner moved to accept first reading and place Bill 2024-075 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Palma, Bundy, and Beck. Motion carried 5-0. 2 City Clerk Kincaid gave second reading of Bill No. 2024-075. Alderman Milner moved to approve Bill 2024-075 and enact said bill as ordinance, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, and Beck. Motion carried 5-0. BILL NO.2024-076 City Clerk Robin Kincaid gave first reading of Bill No. 2024-076. PSA for KC WFC Training Community Development Director Mike Duffy explained this is the final parcel of ground for sale on the east side of Horizons Parkway related to soccer, it is the remaining commercial portion of ground. Closing will take place in January 2025. PowerPoint slides for location of the land were shared. Alderman Palma moved to accept first reading and place Bill 2024-076 on second and final reading, second by Alderman Milner. Yes: Palma, Milner, Cockrell, Bundy, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2024-076. Alderman Beck moved to approve Bill 2024-076 and enact said bill as ordinance, second by Alderman Palma. Yes: Beck, Palma, Bundy, Milner, and Cockrell. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral announced the April Municipal General Election 2024 filings will open on Tuesday, Dec. 10th at 8 a.m. We have many exciting events coming in the next couple weeks. The Mayor's Christmas Tree Lighting will be Thursday, December 5th at 5:30 p.m., the Public Work's team has done a great job and has the Welcome Plaza ready to light up. Sunday, December 8th is the employee holiday dinner at Argosy Casino with dueling pianos for entertainment. The Senior Residents Dinner at the Community Center is a week from today on Tuesday, December 10th at noon. Shop with a Cop and Firefighter is on Saturday, December 14th, an event supported by FPAL and will be serving fifty families this year within our community. Finally, probably my favorite event, is the Celebrating Service Luncheon on Wednesday, December 18th ,11:30 a.m. at Trezo Mare, we will be honoring thirteen employees that have a combined service time with out city of 205 years. It is a very special event, and I hope you will be able to join us. The IRIS ride share update was then given and Koral stated there would be a resolution for the Board's consideration at the next meeting that will extend the contract for this service through the end of our fiscal year. COMMUNITY DEVELOPMENT No report. ENGINEERING No report. FINANCE No report. FIRE No report. 3 POLICE No report. PUBLIC WORKS No report. Mayor Rose relayed a story of someone driving into Riverside from the Kansas City area that had a rough time getting around on their streets following the snow event but as soon as they hit our city limits the streets were wonderful and how appreciative they were. Thank you to our Public Works crew for their job well done. LEVEE BOARD No report. MAYOR'S DISCUSSION Mayor Kathy Rose stated there are a lot of events coming our way as Brian reported, so hold on to your hats. BOARD OF ALDERMEN Alderman Cockrell — Excited about all the events and seeing the trees. Alderman Milner— I am excited for Sunday, looking forward to it. Alderman Beck—Thank you to Public Works and Tom's help for making sure the neighborhood trash was picked up on Monday when they were not able to get around Saturday due to the snow. Alderman Palma—Thank you to Public Works for taking care of our streets. I won't be able to make the tree lighting, but I am looking forward to the dinner on Sunday. Alderman Bundy— I am looking forward to attending my first Christmas Party on Sunday. MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:22 p.m., second by Alderman Beck.
