HomeMy WebLinkAbout2000-12-05U F Minutes of Regular Meeting of Board of Aldermen of£ity of Riverside December 5, 2000 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on I?ece~mber• 5, 2008. Those in attendance-were Mayor Betty Burch, Aldermen Ron Super, Andy Morse, Pam Darata, Rochelle Legaard, Ray Beard and Gorge Flaws. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson, Steve Crystal, City Attorney, John McClellan and Deborah Polk, City Attorneys office. Minutes, Nov. 21, 2000 Aldermen Beard moved that the minutes of November 21, Approved 2000 be approved, seconded by Alderman Morse, the vote was: Aye: Aldermen Morse, Super, Flaws, Beard, Darata and Legaard. Motion carries. Chief Simpson's Chief Wylie Simpson recommended Public Safety Officer, Recommendation Billy: Aaron to be appointed as Relief. Sergeanw Officer Aaron has been with the Riverside Deparhnent of Public Safety for twenty, months and has had fqur years •in law enforcement. Shafer, Kline & Warren Gerald. Johnson, Vice President and Kurt Takott, Project presentation Manager on the NW SO'" Street project gave a presentation explaining the plans; i.e. the original plans that were presepted in May• 2000. The. last page of the plans shows continuing SO"' Street on to the West and proposed cul de sac. Kart explained the grade could be pushed down further. If Mr. Trimble signs the easement, this would make the road further away from the houses. To ktwer the road one (1) percent or two (2) feet would cause a reduction in the vertical grade. The wl de sac could-stay they same or it coald> be moved. it would push a bubble out to one side and there would be not beau advantage to this. Alderman Beard asked Mr. Trimble if he would be willingto give np -the right of way on the North side to get a better grade on the road and he said, "yes". r The Board authorized City Attorney, Steve Crystal to work out an agreement with Gatewoods Development, to revise the contract and bring the matter back to the next board meeting. Deffenbaugh repre- George McGrew, counsel for Deffenbaugh Industries, Inc. sensitive speaks spoke regarding the revised contract. Anytime after January i'` Deffenbaugh can start trash pick up. Fifty-five gallon drums can be used, wiW a weight of no more than 65 pounds. Bags are preferred and can be put in the container with no limit on containers or bags. The collection time will be from 7a.m. to 7 p.m, the same day of the week, once it is established. Recess at 8:15 p.m. A brief recess was called. Reconvene at 8:30 p.m. All Aldermen and the Mayor responded to roll call and the meeting reconvened. Bi112000-101 Alderman Flaws moved to place Bill No. 2000-101 ou its first Payment of Bills reading, said Bill authorizing the payment for certain indebtedness as listed tiierein, seconded by Alderman Morse and amended motion to withhold $7,166.89 (subject to review) the vote was: Aye: Aldermen Darata, Legaard, Beard, Morse, Super and Flaws. Motion carries. Ordinance No. 2000-101 Alderman Beard moved to place Bill No. 2000-101 on its Approved second reading, and upon passage of same become Ordinance No. 2000-101, seconded by Alderman Flaws, the vote was: Aye: Aldermen Legaard, beard, Morse, Super, Flaws and Darata. Motion carries. Bill No. 2000-102 Alderman Morse moved to place Bill No. 2000-102 on its first Billy J. Aaron appointed reading, said Bill authorizing the promotion of Billy J. Aaron as Relief Sergeant to the rank of Relief Sergeant in the Riverside Department of Public Safety and no additional personnel to the department, effective December 13, 2000 and placed on step 1 of the Classifieation Plan at minimum 535,000 annual salary with a probationary period of one year, seconded by Alderman Beard, the vote was: 2 f '.-. Ordinance No. 2000-102 Alderman Flaws moved to place Bill No. 2000-102 on its Approved second reading, and upon passage of same become Ordinance No. 2000-102, seconded by Alderman Morse, the vote was: Aye: Aldermen Darata, Beard, Legaard, Morse, Flaws and Super. Motion carries. Bill No. 2000-103 Alderman Beard moved to place Bill No. 2000-103 on its first Contract with Deffenbaugh reading, said Bill authorizing the Mayor to enter into a Ind. to provide residential contract with Deffenbaugh, Industries, Inc. to provide solid waste collection residential solid waste collection to the City of Riverside residents, seconded by Alderman Super, the vote was: Aye: Aldermen Beard, Legaard, Morse, Flaws, Super and Darala. Motion carries. Ordinance No. 2000-103 Alderman Flaws moved to place Bill No. 2000-103 on its Approved second reading, and upon passage of same become Ordinance No. 2000-103, seconded by Alderman Morse, the vote was: Aye: Aldermen Legaard, Morse, Flaws, Super, Darata and Beard. Motion carries. Bill No. 2000-92 Alderman Beard moved to place Bill No. 2000-92 on its first Amending Chapter 250 reading, said Bill amending Chapter 250 of the Municipal of the Municipal Code Code, City of Riverside relating to right-of-way management aad communications, seconded by Alderman Flaws, the vote was: Aye: Aldermen Morse, Super, Flaws, Darata, Legaard and Beard. Motion carves. 3 T Ordinance No. 2000-92 Alderman Beard moved to place Bill No. 2000-92 on its Approved second reading, and upon passage of same become Ordinance No. 2000-92, seconded by Alderman Morse, the vote was: Aye: Aldermen Super, Flaws, Darata, Legaard, Beard and Morse. Motion carries. Aldermen's comments Alderman Legaard would like to have a monthly list of events mailed to residents. Alderman Morse asked about the city having their own web site and City Administrator, David Blackburn will look into. A Request for Proposal was received from Shafer, Kline and Warren for the Gateway extension project to I-29 and Bucher, Willis will also prepare one. Motion for Closed Session Alderman Flaws moved that the meeting go into closed session pursuant to RSMO 610.021 (1) legal issues, RSMO 610.021 (2) real estate, RSMO 610.021 (3) Personnel issues wiW the City Attorney, seconded 6y Alderman Beard, the vote was: Aye: Aldermen Beard, Darata, Super, Flaws, Morse and Legaard• Motion carries. Open Session Alderman Darata moved that the meeting go into open session, seconded by Alderman Morse, the vote was: Aye: Aldermen Darata, Super, Beard, Morse, Legaard and Flaws. Motion Carries. Alderman Beard moved to approve the motion to authorize five (5) per cent ($123.00) of each $2,500 Public Ways Use Permit fee being sent to Mid America Regional Council to fund the Telecommunications Consortium activities for no longer than one (1) year, seconded by Alderman Flaws, the vote was: 4 T Aye: Alderman Morse, Super, Flaws, Darata, Legaard and Beard. Motion carries. Mayor Burch mentioned that she met with Bonnie Sue Cooper and Ed Ford of Kansas City, Mo. last Friday regarding the Jack Miller property and will mcet with Terms Loar of Kansas City soon. The tree lightiag ceremony will be December 7, 2000 at 6 p.m. at Renner Brenner Park. Bids have bcen let on Harry's Factory Outlet and painting will be done when the weather permits.
