HomeMy WebLinkAbout2024-12-17 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 17, 2024 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 17, 2024. Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Capital Projects/Parks Manager Noel Challis Bennion, Finance Director Erika Benitez, City Attorney Paul Campo, and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant to CLOSED @ 6:02 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, second by Alderman Cockrell. Yes: Beck, Cockrell, Bundy, Milner, Draut, and Palma. Motion carried 6-0. MOTION TO ADJOURN Alderman Cockrell moved at 6:49 p.m. to adjourn closed session CLOSED @ 6:49 P.M. with no action taken, second by Alderman Milner. Yes: Cockrell, Milner, Draut, Palma, Bundy, and Beck. Motion carried 6-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:01 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, HR Manager Amy Strough, Police Captain Mike Costanzo, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief Gordon Fowlston, IT Manager Jason Ketter, Firefighter Adam Ellis, Finance Director Erika Benitez, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. 1 MINUTES OF 12-03-2024 Alderman Milner moved to approve the minutes of the December 3, 2024, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. MINUTES OF 12-06-2024 Alderman Milner moved to approve the minutes of the December 6, 2024, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. COURT REPORT Alderman Milner moved to approve the November 2024 Court Report, meeting, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-133 Alderman Milner moved to approve Resolution 2024-133 CO 1 Street Maint./Concrete approving change order 1 to the agreement with Terry Snelling Construction Inc. for 2024 Street Maintenance—Concrete resulting in a revised contract amount of$1,097,757.25 for such purposes, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-134 Alderman Milner moved to approve Resolution 2024-134 2025 Renewal w/Patek approving and authorizing an agreement by and between the City of Riverside, Missouri and Patek and Associates, LLC regarding consulting and lobbying services, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-135 Alderman Milner moved to approve Resolution 2024-135 Keller, Craig &Associates, LLC approving an agreement for appraisal services with Keller, Craig & Associates, LLC, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, Draut, and Bundy. Motion carried 6-0. REGULAR AGENDA BILL NO. 2024-077 City Clerk Robin Kincaid gave first reading of Bill No. 2024-077. Revised Employee Handbook HR Manager Amy Strough reported that this is a process we hope to do annually with minor housekeeping issues and updates. A few policies were added to the Safety Handbook as well. Alderman Cockrell moved to accept first reading and place Bill 2024-077 on second and final reading, second by Alderman ' Draut. Yes: Cockrell, Draut, Milner, Bundy, Beck, and Palms. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-077. Alderman Milner moved to approve Bill 2024-077 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner, Palma, Cockrell, Bundy, Draut, and Beck. Motion carried 6-0. 2 BILL NO.2024-078 City Clerk Robin Kincaid gave first reading of Bill No. 2024-078. Mo Firefighters Critical Illness HR Manager Amy Strough announced this is a benefit we are Trust&Pool for approval to include for our firefighters and explained details of this benefit and how it is paid out when needed. Our insurance company, MIRMA, will pay half of the premium. Alderman Milner moved to accept first reading and place Bill 2024-078 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, Beck, and Draut. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-078. Alderman Palma moved to approve Bill 2024-078 and enact said bill as ordinance, second by Alderman Milner. Yes: Palma, Milner, Draut, Cockrell, Bundy, and Beck. Motion carried 6-0. BILL NO. 2024-079 City Clerk Robin Kincaid gave first reading of Bill No. 2024-079. PT Court Clerk Hire HR Manager Amy Strough stated this is filling the part-time court position that was vacated in October 2024. Alderman Milner moved to accept first reading and place Bill 2024-079 on second and final reading, second by Alderman Beck. Yes: Milner, Beck, Palma, Bundy, Draut, and Cockrell. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-079. Alderman Beck moved to approve Bill 2024-079 and enact said bill as ordinance, second by Alderman Palma. Yes: Beck, Palma, Bundy, Milner, Cockrell, and Draut. Motion carried 6-0. BILL NO. 2024-080 City Clerk Robin Kincaid gave first reading of Bill No. 2024-080. KCATA/IRIS Agreement City Administrator Brian Koral explained this agreement continues the IRIS contract through the end of the fiscal year with same rates and services. Alderman Milner moved to accept first reading and place Bill 2024-080 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Palma, Beck, and Draut. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-080. Alderman Palma moved to approve Bill 2024-080 and enact said bill as ordinance, second by Alderman Beck. Yes: Palma, Beck, Bundy, Draut, Milner, and Cockrell. Motion carried 6-0. BILL NO. 2024-081 City Clerk Robin Kincaid gave first reading of Bill No. 2024-081. PSA Ballard Real Estate, LLC Community Development Director Mike Duffy reported that this ordinance was passed a few meetings ago to sell the remaining commercial ground to the soccer group and planned for closing in 2024 and after deciding to move to 2025, there would be an assignment to a new entity at closing, the land holder. This is cleaning all that up. 3 Alderman'Cockrell moved to accept first reading and place Bill 2024-081 on second and final reading, second by Alderman Milner. Yes: Cockrell, Milner, Draut, Palma, Bundy, and Beck. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2024-081. Alderman Beck moved to approve Bill 2024-081 and enact said bill as ordinance, second by Alderman Palma. Yes: Beck, Palma, Milner, Cockrell, Bundy, and Draut. Motion carried 6-0. RESOLUTION 2024-0132 Alderman Beck moved to approve Resolution 2024-132 Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for weeks ending December 6th and December 13th in the amount of $1,419,272.86, second by Alderman Palma. Yes: Beck, Palma, Cockrell, Bundy, Draut, and Milner. Motion carried 6-0. RESOLUTION 2024-136 IT Manager Jason Ketter stated the purpose of this resolution and Kenton Bro. Software Agmnt it is a three-year license agreement for our doors and cameras. Alderman Milner moved to approve Resolution 2024-136 approving a software support agreement with Kenton Brothers Locksmiths, Inc., second by Alderman Cockrell. Yes: Milner, Cockrell, Bundy, Draut, Palma, and Beck. Motion carried 6-0. RESOLUTION 2024-137 Finance Director Erika Benitez explained this amendment is 2nd Budget Amendment being considered in anticipation of a real estate transaction that may take place in January 2025. Alderman Beck moved to approve Resolution 2024-137 for second amendment to the fiscal year 2024-2025 annual budget for the City of Riverside, Missouri, second by Alderman Milner. Yes: Beck, Milner,Cockrell, Palma, Draut, and Bundy. Motion carried 6-0. RESOLUTION 2024-138 Community Development Director Mike Duffy stated that this is Horizons TDD Petition the second phase of creating special districts to help fund infrastructure costs around the amphitheater project. It will be a 1 cent sales tax for the specific area, and this is approving a petition that will be filed in the Circuit Court of Platte County to form the district. Alderman Beck moved to approve Resolution 2024-138 authorizing the filing of a petition for the formation of the Horizons Transportation Development District, second by Alderman Cockrell. Yes: Beck, Cockrell, Palma, Milner, Bundy, and Draut. Motion.carried 6-0. 4 RESOLUTION 2024-139 Community Development Director Mike Duffy reviewed the Horizons CID Appointments need for the Horizons CID Board to have two seats for members from LiveNation to have representation on the board. Alderman Milner moved to approve Resolution 2024-139 approving mayoral appointments to the Horizons Community Improvement District, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Bundy, Draut, and Palma. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral announced that filing for the Municipal Election on April 8, 2025 remains open from 8 am to 5 pm weekdays through December 31, 2024. We have had a busy month with events for the Riverside Tree Lighting, Senior Dinner at the Community Center, Santa on the fire truck, Shop with a Cop, and Christmas adoptions for the nursing home residents that may not have anyone in the area to share Christmas with. I wish you all a Merry Christmas. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Finance Director Erika Benitez reviewed the PowerPoint graphs as the City is through 41% of the fiscal year with our November report and on track. Expenditures seem stable and investments remain fairly strong. FIRE Fire Chief Gordon Fowlston reviewed the Fire monthly reporting. We had some issues with the Santa Tracker the second evening we were out. We were able to see lots of children. POLICE Police Captain Mike Costanzo went through the November 2024 report in the packet. We had 25 crashes worked in the last month, which is high, but we did have some weather issues. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover announced the next regular meeting will be tomorrow. We should have some reviews on inspections during the meeting. MAYOR'S DISCUSSION Mayor Kathy Rose reviewed the follow up to the report from City Administrator Koral, that we have had a lot of events, and the people have loved all that we have done. It is heartwarming to hear all the responses, and I want to thank staff for their exceptional efforts on each event. We are making a difference in people's lives every day. We have our service luncheon tomorrow that will honor staff that have been with us for a long time. Police Department has Dennis Jones with 40 years and VanLeeuwen with 25 years of service. With all the years of service added together of those being recognized, it will be over 200. Our 2024 5 has seen so many accomplishments with the library, finally the LiveNation project, and our Reaching Riverside are all wonderful things! Look out for 2025! Merry Christmas and Happy New Year with your families! BOARD OF ALDERMEN Alderman Beck—Wish you a happy holiday and I am very proud and honored to serve our community. Alderman Palma—We have accomplished a lot this year and that is because we work together. Happy Holidays and Merry Christmas. Alderman Bundy— I have lived in Riverside for 16 years and now I am very excited to be on the board and a part of helping the city grow and improve our city. Merry Christmas and Happy New Year. Alderman Draut— Happy Holidays to my Riverside family! Alderman Cockrell — Happy Holidays. Alderman Milner—A friend of mine was visiting; we had to go to Walmart on Saturday and he saw our Police and Fire Departments helping kids with the Shop with a Cop/Firefighter program. He thought that was very cool. It is so encouraging to see the impact we are making on people and children's lives. I am proud to be in this city, proud to serve on this board, and Happy Holidays to everyone. MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:41 p.m., second by Alderman Cockrell.
