RESOLUTION NO. R-2025-002 A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION OUTREACH GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND RECREATION HALF-CENT SALES TAX WHEREAS, the County of Platte and the City of Riverside deem it a high priority to improve quality of life for all citizens through parks and recreation programs, and WHEREAS, the County Commission of the County of Platte seeks to support local parks and recreation efforts, create effective partnerships, and increase the level of cooperation between County government and cities, schools, and non-profit community service organizations within the county, and WHEREAS, the citizens of Platte County on August 4, 2020 approved a renewal of the dedicated quarter-cent sales tax for parks,recreation, and stormwater control for a period of ten(10)years, and WHEREAS, the County Commission of the County of Platte has developed the Parks and Recreation Outreach Grant Program, funded by the citizen approved quarter-cent county-wide sales tax,and WHEREAS, the City of Riverside wishes to make application to the County for consideration of the attached and completed Outreach Grant Program Application, and WHEREAS, the Board of Aldermen of the City of Riverside agree to comply with all program guidelines and requirements of said Outreach Grant Program if such application shall be funded by the County Commission, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS: THAT the attached application is respectfully submitted for consideration by the County Commission. FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. Describe the need for the project, the increased recreational value it will provide, and why Outreach Grant funds are needed. 1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a statement identifying the needs to be addressed by your project and how your project will satisfy those needs. Identify the parties responsible for project completion. The Line Creek Trail currently connects through Riverside by accessing the sidewalk along Vivion Rd between where the trail crosses NW Vivion Rd and NW Gateway Avenue. Thanks to a previous Outreach Grant we were.able to complete the section of trail from Renner Brenner Park under NW Gateway Avenue. This application is for the final missing link of the Line Creek Trail from the east side of NW Gateway Avenue to NW Vivion Rd. The proposed trail will follow Line Creek. With this trail connection complete, trail users will no longer have to access sidewalks to make the connection. The 10' wide, concrete path will be a safer way for cyclists and pedestrians to travel. The City has an engineered layout for the 1/3 mile of trail. Riverside will be responsible for bidding the project and hiring a contractor to install the trail. 2. MASTER PLAN CORRELATION: How does the project relate to community priorities, your comprehensive or master plan and the County's Park System Master Plan? The City of Riverside is committed to the health of our citizens. Through our Healthy Citizens Initiative, we provide our citizens reduced rates for Community Center memberships. The Line Creek Trail final phase, like all of our other trails, help extend this Initiative, providing fun and free outdoor opportunities to stay active. The 2024 Riverside Comprehensive Plan includes a trail network that we have worked to implement with partners. We have now completed 13.75 miles of the trail plan. The Line Creek Trail is a key, regional trail on this plan. Providing Health and Wellness Opportunities is one of the three Guiding Principles of the County Parks Master Plan. One of the goals under this Principle is to "expand the greenway trails network." The Line Creek Trail final phase helps to expand this network. Completing this trail link will allow County citizens and visitors to have a safer way to travel this important, regional trail. Page 2 of 9 3. OPERATION & MAINTENANCE: Identify the responsible agency and source of funding that will support the operation and maintenance of the project/equipment once it is complete. (Land acquisition projects shall be dedicated to public use in perpetuity; development projects will be for the life of the proposed facility). The City of Riverside is responsible for maintaining the Line Creek Trail within Riverside City limits. The Public Works department consistently maintains Riverside's trail network to provide a safe recreation environment. Maintenance funds will be from the City infrastructure maintenance fund under the Public Works Department. 4. TIMELINE: Describe the time frame in which you plan to implement and complete your project. Identify what activities will occur chronologically and by project phase. If grant request is for one phase of a multi-year project, describe the scope and cost of the entire project. February 2025 - Complete easement acquisition from RSM Rental Properties and Edward and Kathi Rule March 2025 - Requests bids for construction May 2025 - Begin construction August 2025- Project complete **Throughout construction, we will update citizens on progress via social media and our newsletter. 5. FEASIBILITY AND IMPACT: Briefly describe the history of your organization's involvement in parks and recreation programs. Describe who will benefit from this project. Describe how you arrived at your estimate for how many users the project will serve. Riverside has been improving parks and trails since the late 1970s. We started with Homestead Park and have since expanded the park system to include over 60 acres of park land and 13:75 miles of trail. We continue to enhance our parks and trails through priority projects that fit our Comprehensive Plan and meet citizen needs. All ages will be able to use the Line Creek Trail final phase, from a baby in a stroller to an older adult. The trail meets ADA guidelines so people of all abilities can access it. The Line Creek Trail currently provides direct access to numerous parks and neighborhoods. It is one of the most popular trails in Platte County. According to extrapolated trail counts, the Line Creek Trail is used annually at least 190,000 times. Page 3 of 9 6. PARTNERSHIP INVOLVEMENT: Describe the partnerships established between local government, private citizens, community organizations, and/or the business community to plan and complete the proposed project and the role of each entity. The City of Riverside will be the responsible party for this project. The Riverside Park Board, made up of Riverside citizens is supportive of this project. We have begun discussions with RSM Rental Properties and Edward and Kathi Rule regarding the easements needed on their properties for the trail connection. RSM Rental Properties has indicated their support of the project and providing the easement. 7. MATCHING CONTRIBUTIONS: Identify the matching contributions for the proposed project. Describe the contributions in terms of type, quantity and/or value, and source. (land contributions must be specific to the proposed project and only for the area needed to complete the project in order to be considered). The City of Riverside will be responsible for matching funds. Other trail easements in the floodplain recently acquired by Riverside have been valued at $0.30 /SF * 24%. We estimate that the RSM easement (8,713 SF) is valued at$627.32 and the Rule easement (19,006 SF) is valued at $1,368.43. 8. INSURANCE.
