REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 7, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 7,
2025.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Rob Milner, and Steve Palma.
Alderman Jason Draut was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, HR Manager Amy Strough, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Beck moved to enter closed session pursuant to
CLOSED @ 6:30 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Cockrell.
Yes: Beck, Cockrell, Bundy, Palma, and Milner.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Cockrell moved at 6:57 p.m. to adjourn closed
CLOSED @ 6:57 P.M. session with action taken, second by Alderman Palma.
Yes: Cockrell, Palma, Bundy, Milner, and Beck.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:02 p.m.
_ Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Rob Milner, and Steve Palma.
Alderman Jason Draut was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City
Engineer Travis Hoover, HR Manager Amy Strough, Finance Director Erika Benitez (by Zoom),
IT Manager Jason Ketter, and City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENTS None.
PROCLAMATION Mayor Rose read the proclamation for National Religious Freedom
Day, January 16, 2025 and presented it to Bishop Long.
AUDIT REPORT Dustin Opatz, Audit Senior Manager for BerganKDV presented the
June 30, 2024 final audit report to the Mayor and Board of
Aldermen. PowerPoint slides for the Independent Auditor's report,
Government Audit Standards Report and Single Audit, and charts
showing fund balances of revenues and expenditures were
shared. Opatz answered questions from the Board.
CONSENT AGENDA Alderman Milner moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Milner, Cockrell, Bundy, Beck, and Palma.
Motion carried 5-0.
MINUTES OF 12-17-2024 Alderman Milner moved to approve the minutes of the December
17, 2024 meeting, second by Alderman Cockrell.
Yes: Milner, Cockrell, Bundy,Beck, and Palma.
Motion carried 5-0.
RESOLUTION 2025-001 Alderman Milner moved to approve Resolution 2025-001
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025 weeks ending
December 20th, December 27th, and January 3rd in the amount of
$320,272.91, second by Alderman Cockrell.
Yes: Milner, Cockrell, Bundy, Beck, and Palma.
Motion carried 5-0.
RESOLUTION 2025-002 Alderman Milner moved to approve Resolution 2025-002
Platte Co. Outreach Grant App. approving and endorsing application to the Platte County
Commission for the funding under the Parks and Recreation
Outreach Grant Program, funded by the county-wide dedicated
Parks and Recreation Half-Cent sales tax, second by Alderman
Cockrell.
Yes: Milner, Cockrell, Bundy, Beck, and Palma.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2025-001 City Clerk Robin Kincaid gave first reading of Bill No. 2025-001.
Levee Dist. Agreement City Engineer Travis Hoover explained the need for this agreement
for construction and maintenance for a small portion of the
skatepark area.
Alderman Milner moved to accept first reading and place Bill
2025-001 on second and final reading, second by Alderman Beck.
Yes: Milner, Beck, Cockrell, Palma, and Bundy.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-001.

Alderman Milner moved to approve Bill 2025-001 and enact
said bill as ordinance, second by Alderman Cockrell.
Yes: Milner, Cockrell, Bundy, Palma, and Beck.
Motion carried 5-0.
RESOLUTION 2025-003 City Engineer Hoover announced this has been a long awaited
Award Viv. Road Trail Bid project for the Vivion Road Trail Project. We had six bidders, and
this is the lowest and best.
Alderman Milner moved to approve Resolution 2025-003
a resolution awarding the bid for the Vivion Road Trail and
approving the agreement between the City and Julius Kaaz
Construction Co., Inc for such project, second by Alderman
Palma.
Yes: Milner, Palma, Cockrell, Bundy, and Beck.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral reported that Tom and the Public
Works crew have worked around the clock and their whole crew
has been phenomenal. An Upstream Story email was shared from
a former resident that explained the Riverside Road crew did such
a great job that she never had to buy a shovel and much they
were appreciated. Other cities should take note. Koral explained
there were twelve inches in 24 hours and all our Public Safety
Departments and Public Works did a fantastic job keeping our
residents and roads safe. Plus, we additionally have freezing cold
temperatures as well.

PUBLIC WORKS No report.
LEVEE BOARD Hoover announced the next meeting is on January 22nd
MAYOR'S DISCUSSION Mayor Kathy Rose stated that she is very grateful for the
wonderful team we have here. We gave the City Hall team an
opportunity to stay home and stay safe if possible. This was a rare
occasion, and Brian did a great job pulling this all together. I just
thank our entire staff for all they did through this weather event.
We have great things beginning to happen and I look forward to it!
BOARD OF ALDERMEN Alderman Beck—Another huge thank you to Public Works and
their hard work. The trucks just kept going through our
neighborhood, our roads are completely clean and there is no one

in the metro who can say that. Even people outside of Riverside
make comments about our streets.
Alderman Palma—Same comments as Jill, great job on snow
removal. I had a friend come in from Gladstone and commented
that our streets were incredible. Police and Fire for having to work
out in this weather, thank you as well.
Alderman Bundy—Thank you to our Public Works too, they
always do a great job. We are very spoiled.
Alderman Cockrell — I nothing to add to that except thank you, as
well.
Alderman Milner— I am very blessed to be in Riverside. As Staci
commented, I drove down Burlington and realized how great our
streets are and am very grateful.
MOTION TO ADJOURN Alderman Milner moved to adjourn the meeting at 7:29 p.m.,
second by Alderman Beck.
Yes: Milner, Beck, Palma, Bundy, and Cockrell.
