HomeMy WebLinkAbout2025-01-21 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, January 21, 2025 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 21, 2025. Mayor Rose called the meeting to order at 6:33 p.m. Those in attendance were, Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Alderman Staci Bundy was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Finance Director Erika Benitez, and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Draut moved to enter closed session pursuant to CLOSED @ 6:33 P.M. RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase, or sale of real estate, and RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened; and sealed proposals & documents related to a negotiated contract until a contact is executed, or all proposals are rejected, second by Alderman Cockrell. Yes: Draut, Cockrell, Beck, Palma, and Milner. Motion carried 5-0. MOTION TO ADJOURN Alderman Palma moved at 6:58 p.m. to adjourn closed session CLOSED @ 6:58 P.M. with no action taken, second by Alderman Milner. Yes: Palma, Milner, Draut, Cockrell, and Beck. Motion carried 5-0. REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Dawn Cockrell, Jason Draut, Rob Milner, and Steve Palma. Aldermian Staci Bundy is absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, HR Manager Amy Strough, Capital Projects/Parks Manager Noel Challis Bennion, Fire Chief Gordon Fowlston, IT Manager Jason Ketter, Finance Director Erika Benitez, and City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Milner moved to approve the consent agenda as presented, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. MINUTES OF 01-07-2025 Alderman Milner moved to approve the minutes of the January 7, 2025, meeting, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. COURT REPORT Alderman Milner moved to approve the December 2024 Court Report, meeting, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2025-005 Alderman Milner moved to approve Resolution 2025-005 approving an agreement with Erika Benitez, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2025-006 Alderman Milner moved to approve Resolution 2025-006 creating a fixed asset policy, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2025-007 Alderman Milner moved to approve Resolution 2025-007 creating a federal grants policy, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. RESOLUTION 2025-008 Alderman Milner moved to approve Resolution 2025-008 approving an amendment to task order number 10 with McClure, second by Alderman Beck. Yes: Milner, Beck, Palma, Cockrell, and Draut. Motion carried 5-0. REGULAR AGENDA BILL NO. 2025-002 City Clerk Robin Kincaid gave first reading of Bill No. 2025-002. Amend PSA—Ballard Community Development Director Mike Duffy explained that this is the last piece of the soccer property and this is a clean up needed to begin moving towards closing. Alderman Cockrell moved to accept first reading and place Bill 2025-002 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Palma, Milner, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-002. 2 Alderman Milner moved to approve Bill 2025-002 and enact said bill as ordinance, second by Alderman Palma. Yes: Milner, Palma, Beck, Draut, and Cockrell. Motion carried 5-0. BILL NO. 2025-003 City Clerk Robin Kincaid gave first reading of Bill No. 2025-003. Final Plat Northwood Acres Community Development Director Mike Duffy announced this plat is a section of land in Ward 3, moving a property line is being changed in a minor way between neighbors, showing pictures of the exact location. Planning & Zoning Commission recommended approval unanimously last week. Alderman Palma moved to accept first reading and place Bill 2025-003 on second and final reading, second by Alderman Beck. Yes: Palma, Beck, Milner, Cockrell, and Draut. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-003. Alderman Milner moved to approve Bill 2025-003 and enact said bill as ordinance, second by Alderman Draut. Yes: Milner, Draut, Palma, Beck, and Cockrell. Motion carried 5-0. BILL NO. 2025-004 City Clerk Robin Kincaid gave first reading of Bill No. 2025-004. MoDot-'Vivion Trail Maint. Capital Projects/Parks Manager Noel Challis Bennion stated that this agreement confirms the City will maintain the Vivion Road Trail once it is completed even though a small portion is in the MoDot right of way. Alderman Milner moved to accept first reading and place Bill 2025-004 on second and final reading, second by Alderman Cockrell. Yes: Milner, Cockrell, Beck, Palma, and Draut. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-004. Alderman Palma moved to approve Bill 2025-004 and enact said bill as ordinance, second by Alderman Beck. Yes: Palma, Beck, Cockrell, Milner, and Draut. Motion carried 5-0. BILL NO. 2025-005 City Clerk Robin Kincaid gave first reading of Bill No. 2025-005. Sect.408 Evaluation-Riverway Capital Projects/Parks Manager Noel Challis Bennion reported that the Riverway Boulevard Project is required to have a 408 review done by the Corp of Engineers because it is near the levee. This ordinance will provide funding for the Corp to review in a more timely manner at an expense of approximately $3,500. Alderman Milner moved to accept first reading and place Bill 2025-005 on second and final reading, second by Alderman Draut. Yes: Milner, Draut, Cockrell, Palma, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-005. Alderman Palma moved to approve Bill 2025-005 and enact said bill as ordinance, second by Alderman Beck. 3 Yes: Palma, Beck, Milner, Cockrell, and Draut. Motion carried 5-0. BILL NOr 2025-006 Mayor Rose announced that Bill No. 2025-004 is being pulled for Amend Coop Agrmnt Viv Trail for further information prior to consideration. BILL NO. 2025-007 City Clerk Robin Kincaid gave first reading of Bill No. 2025-007. Levee Dist Agreement Capital Projects/ Parks Manager explained that this is an agreement for construction of the final phase of the Line Creek Trail. It is in partial area of levee critical area, and this allows the Levee District to review the plans. Alderman Milner moved to accept first reading and place Bill 2025-007on second and final reading, second by Alderman Beck. Yes: Milner, Beck, Palma, Draut, and Cockrell. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-007. Alderman Palma moved to approve Bill 2025-007 and enact said bill as ordinance, second by Alderman Beck. Yes: Palma, Beck, Draut, Milner, and Cockrell. Motion carried 5-0. BILL NO. 2025-008 City Clerk Robin Kincaid gave first reading of Bill No. 2025-008. Police Ner Hire-Tesch Alderman Cockrell moved to accept first reading and place Bill 2025-008 on second and final reading, second by Alderman Draut. Yes: Cockrell, Draut, Milner, Palma, and Beck. Motion carried 5-0. City Clerk Kincaid gave second reading of Bill No. 2025-008. Alderman Palma moved to approve Bill 2025-008 and enact said bill as ordinance, second by Alderman Beck. Yes: Palma, Beck, Cockrell, Draut, and Milner. Motion carried 5-0. RESOLUTION 2025-004 Alderman Beck moved to approve Resolution 2024-004 Bill Pay authorizing the expenditure of funds for fiscal year 2024-2025 for weeks ending January 10th and January 17th in the amount of $923,824.95, second by Alderman Palma. Yes: Beck, Palma, Draut, Cockrell, and Milner. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral shared an upstream story email received from Tom Coffman, GFL Govt. Contracts Manager. He wrote about the excellent job the Riverside Public Works Department displayed on snow removal efforts during the major snowstorm event and the long cold week that followed. The GFL crews actually took pictures of some Riverside streets to show how amazing and safe they were for the trash and recycling crews. Great work by our Public Works crew! 4 COMMUNITY DEVELOPMENT Community Development Director Mike Duffy introduced Charlie Cowell with RDG to review the results of our Comprehensive Plan. He used a PowerPoint presentation to show highlights, explain how information was gathered, and how to go about using this plan. Duffy also added ways this plan will be used during the budget process in the coming months. ENGINEERING Nothing to report. FINANCE Finance Director Erika Benitez reviewed the PowerPoint graphs explaining that the City is through 50% of the fiscal year. FIRE Fire Chief Gordon Fowiston reviewed the Fire monthly reporting and the report for the year of 2024. POLICE, Police Chief Chris Skinrood went through the December 2024 report that is found in the packet and he noted that the annual report for the year of 2024 was also in the packet for further review. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover announced the next regular meeting will be tomorrow. Many projects are going on, the board is very busy. MAYOR'S DISCUSSION Mayor Kathy Rose stated that she was able to attend the inauguration for Governor Kehoe last week, it was a wonderful event with a big crowd, and I was able to attend the ball as well. Then on Tuesday we met with legislatures to discuss the Work Force Development and the possibility of removing the required matching funds, so this project may begin moving forward. The Riverside Chamber had a nice writeup from the Bootleg Bourbon Balls Company the is located in Riverside. We had a meeting to begin discussions for CARVED 2025. We have a lot of great things going on. The NRCC Annual Banquet is coming up, let Robin know if you wish to attend. MML Legislative Conference is February 18-19 and the MML West Gate Meeting is on January 30th BOARD OF ALDERMEN Alderman Draut— Nothing to report. Alderman Cockrell — Nothing to report. Alderman Milner—Stated that one of his students came up to him at school today with great excitement as he sees progress on the skatepark project. Alderman Palma—Thanks to Public Works for the roads following the snow event. A visitor from out of town came to my home last 5 week and commented that he wished his roads looked like ours in Riverside. i Alderman Beck— Nothing to report. 1 MOTION ITO ADJOURN Alderman Milner moved to adjourn the meeting at 7:55 p.m., second by Alderman Cockrell.
