REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 4, 2025
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the
Aldermen Chambers at 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 4,
2025.
Mayor Rose called the meeting to order at 6:30 p.m. Those in attendance were, Mayor Kathy
Rose, Aldermen Jill Beck, Staci Bundy, Dawn Cockrell, Jason Draut, and Rob Milner.
Alderman Steve Palma was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Finance Director Erika Benitez, and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Milner moved to enter closed session pursuant to
CLOSED @ 6:32 P.M. RSMo 610.021 (1) Legal Action and litigation, and RSMo
610.021 (2) Leasing, Purchase, or sale of real estate, RSMo
610.021(3) Hiring, firing, disciplining, or promoting a particular
employee, when personal information about the employee is
discussed, and RSMo 610.021 (13) Individually identifiable
personnel records, performance ratings or records pertaining to
employee or applicant for employment, second by Alderman
Beck.
Yes: Milner, Beck, Cockrell, Bundy, and Draut.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Milner moved at 6:54 p.m. to adjourn closed
CLOSED @ 6:54 P.M. session with action taken, second by Alderman Cockrell.
Yes: Milner, Cockrell, Draut, Bundy, and Beck.
Motion carried 5-0.
REGULAR SESSION Mayor Kathy Rose called the Regular Session Meeting to order
at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jill Beck, Staci Bundy, Dawn
Cockrell, Jason Draut, and Rob Milner.
Alderman Steve Palma was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City
Engineer Travis Hoover, HR Manager Amy Strough, Capital Projects/Parks Manager Noel
Challis Bennion, Finance Director Erika Benitez, IT Manager Jason Ketter, AP/Payroll Clerk
Autumn Manning, and City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENTS None.
CONSENT AGENDA Alderman Draut moved to approve the consent agenda as
presented, second by Alderman Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
MINUTES OF 01-21-2025 Alderman Draut moved to approve the minutes of the January 21,
2025 meeting, second by Alderman Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
RESOLUTION 2025-009 Alderman Draut moved to approve Resolution 2025-009
Bill Pay authorizing the expenditure of funds out of the City treasury of the
City of Riverside for Fiscal Year 2024-2025 weeks ending January
24th and January 31st in the amount of$609,858.91, second by
Alderman Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
RESOLUTION 2025-010 Alderman Draut moved to approve Resolution 2025-010
Police Purchase Drone approving the purchase of a drone package from Dronenerds Inc.,
second by Alderman Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
RESOLUTION 2025-011 Alderman Draut moved to approve Resolution 2025-011
Summers Appraisal Services approving an agreement for appraisal services with James E.
Summers, LLC, second by Alderman Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
RESOLUTION 2025-012 Alderman Draut moved to approve Resolution 2025-012
Missouri American Water Co. approving an agreement for water facilities relocation with
Missouri American Water Company, second by Alderman
Cockrell.
Yes: Draut, Cockrell, Bundy, Beck, and Milner.
Motion carried 5-0.
REGULAR AGENDA
BILL NO. 2025-009 City Clerk Robin Kincaid gave first reading of Bill No. 2025-009.
Sewer Easement KCMO City Engineer Travis Hoover explained that this is an easement
needed for the hotel project in Horizons for the sewer portion of
the project.
Alderman Cockrell moved to accept first reading and place Bill
2025-009 on second and final reading, second by Alderman Beck.
Yes: Cockrell, Beck, Bundy, Milner, and Draut.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-009.

Alderman Beck moved to approve Bill 2025-009 and enact
said bill as ordinance, second by Alderman Draut.
Yes: Beck, Draut, Milner, Bundy, and Cockrell.
Motion carried 5-0.
BILL NO.2025-010 Mayor Rose announced that Bill No. 2025-010 will be pulled from
PSA for Fountains & BBQ LLC this agenda for consideration at a later date.
BILL NO.2025-011 City Clerk Robin Kincaid gave first reading of Bill No. 2025-011.
Communications Hire-Wright Alderman Draut moved to accept first reading and place Bill
2025-011 on second and final reading, second by Alderman
Cockrell.
Yes: Draut, Cockrell, Milner, Bundy, and Beck.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-011.
Alderman Draut moved to approve Bill 2025-011 and enact
said bill as ordinance, second by Alderman Beck.

BILL NO.2025-012 City Clerk Robin Kincaid gave first reading of Bill No. 2025-012.
Amend KCMO/Vivion Rd Trail Capital Projects/Parks Manager Noel Challis Bennion stated that
there is the need to amend the cooperative agreement with KCMO
for the Vivion Road Trail time frame for completion of construction.
Alderman Milner moved to accept first reading and place Bill
2025-012 on second and final reading, second by Alderman
Draut.
Yes: Milner, Draut, Cockrell, Bundy, and Beck.
Motion carried 5-0.
City Clerk Kincaid gave second reading of Bill No. 2025-012.
Alderman Milner moved to approve Bill 2025-012 and enact
said bill as ordinance, second by Alderman Draut.

RESOLUTION 2025-013 Finance Director Erika Benitez reviewed the RFP process for
Banking Bid Award &Contract the banking bid and the interviewing of three responders of the
five responses received. Staff interview team graded the
interviews and decided to go with Central Bank of the Midwest.
Alderman Draut moved to approve Resolution 2025-013
a resolution awarding the bid for the Vivion Road Trail and
approving the agreement between the City and Julius Kaaz
Construction Co., Inc for such project, second by Alderman
Cockrell.
Yes: Draut, Cockrell, Beck, Bundy, and Milner.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral reported that he had only one item,
an Upstream Story to share. They held a celebratory lunch
yesterday for the Public Safety Team provided by a resident. They
sent a letter along with the meal that stated their appreciation over

the last 25 years for every officer, firefighter, and emergency
responder who serves this community and how their dedication
does not go unnoticed by families in our community. Riverside is a
better, safer place because of the Public Safety Team. With
heartfelt appreciation, Erika Graham.

PUBLIC WORKS No report.
LEVEE BOARD Hoover reported at the last meeting Attorney Mike McGinness is
retiring and Attorney Jen Snider will be taking his place, also the
payroll/accounting position, Jones will be retiring, and Dave Marsh
will be taking her place in that role.
MAYOR'S DISCUSSION Mayor Kathy Rose stated that she wants to invite Robert Unger
with the miniature railroad on Waukomis Drive to come and
present their expansion idea with a matching grant and they have
a request for support/funding from the City of Riverside for the
project. Following brief discussion, the Board agreed to ask him to
come for the presentation. City Attorney Campo explained that he
will provide analysis/information for the Board to review prior to
having Mr. Unger come to give his presentation. Mayor Rose then
announced the passing of Gary Brenner, previous alderman for
two terms, historian of all things is Riverside, and more. His
funeral will be February 15th at 2 p.m. I received an email from
North Wales Burrough, PA, challenging a bet for the
Chiefs/Eagles game. We will accept the challenge and will make
preparations to see this through. Go Chiefs!
BOARD OF ALDERMEN Alderman Bundy— Shout out for Community Development
Director Mike Duffy. My neighbor had Mike visit for another City
issue and she wanted me to know that Mike stayed and shoveled
their driveway. They really appreciated his effort and help.

Alderman Milner— Go Chiefs!
Alderman Cockrell — Nothing to report.
Alderman Draut—Stated that his mission statement for his job as
alderman is Riverside safety and beautification. He then inquired

about a couple of things he requested to look into or get done and
so far, nothing is being done. Lights at 635 and Riverside signage,
and street sign safety. I want to see these things taken care of.
BREAK AT 7:19 P.M. Mayor Rose called for a short break at 7:19 pm to set up for the
work session.
RECONVENE &WORK The Mayor and Board of Aldermen reconvened at 7:29 p.m. to
SESSION begin the work session. City Administrator Brian Koral began the
2025-2026 Budget Foundations work session, reviewing a
PowerPoint presentation, sharing information on funds and fund
balances at this fiscal year-end along with projections for the next
budget year. Working priorities of the Leadership Team and the
Fiscal Year 2026 budget calendar were shared as well.
MOTION TO ADJOURN Alderman Draut moved to adjourn the meeting at 8:11 p.m.,
second by Alderman Cockrell.
